Fire Fighters, Collective Bargaining - Pat Flynn, president, Frank Jackson, secre- <br />tary, and Kendrick M. Mercer, attorney, representing Eugene Fire Fighters Local 851, <br />proposed that the City Council establish a committee to study and negotiate a col- <br />lective bargaining agreement betwee? the City and the Fire Fighters Local. After <br />discussion, Mrs. Lauris moved seconded by Mr. Chatt that a Council committee explore <br />the need and the feasibility and what is involved in a collective bargaining agree- <br />ment betwe~n the City and all of its employees. Motion carried, Mr. Crakes and <br />Mr. Lassen voting no. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Item 4 of the committee report. <br /> <br />Comments were again made by Pat Flynn, president of the Fi~e Fighters Association. After questions <br />by Council members, a vote was taken on the motion to approve the committee report, and motion was <br />defeated, Mrs. Lauris, and Councilmen Chatt and Anderson voting yes; Councilmen C~akes, Purdy, McNutt, <br />and Lassen voting no. <br /> <br />2 <br /> <br />5. Planning Commission Report - March 14, 1966 <br />a. Variance to allow expansion of non-conforming use, west side of Olive between <br />5th and 6th, Eugene Farmers Creamery (66-041) - The Planning Commission recommended <br />approval of the request to allow expansion at this location in C-3 Central Business <br />by erection of a one-story prefabricated steel cooler room. The recommendation was <br />subject to an agreement between the City and petitioner that the City may order re- <br />moval of the structure, and further that the addition not be considered a capital <br />improvement. Mr. Crakes moved seconded by Mrs. Lauris to approve the recommenda- <br />tion. Motion carried. <br /> <br />3 <br /> <br />6. Sister-City Funds - Eleanor S. Dumdi, on behalf of the Sister-City Committee, re- <br />quested permission to set up a booth at the corner of Broadway and Willamette on <br />Saturday, April 2, 1966, to solicit funds for the benefit of the victims of the <br />fire-devastated area of Chinju, Korea, Eugene's sister city. Mrs. Lauris moved <br />seconded by Mr. Crakes to grant permission for the booth and its location. Motion <br />carried." <br /> <br />Mrs. Lauris moved seconded by.,Mr.. Chatt to approve Items 5a and 6 of the Committee report. Motion <br />carried. <br /> <br />Items on March 24, 1966 committee agenda not considered at that time: <br /> <br />4 <br /> <br />1. Paving and sanitary sewer Garden Way, Harlow Road south to City Limits - Petitioned <br />by owners of 50% of abutting property. Petitioner agreed to pay $8200, the engineers' <br />estimated cost of storm sewers. ' <br /> <br />5 <br /> <br />2. Paving Oakway Road, Coburg Road to Oakmont Way, - Petitioned by owners of 75% of abut- <br />ting property. Engineers estimated storm sewers will C?st $30,500. <br /> <br />6 <br /> <br />3. Paving all streets in Ayres Subdivision - Petitioned by devel?pers of Ayres Subdivi- <br />sion with storm sewers estimated to cost $1700. <br /> <br />Mrs. Lauris moved seconded by Mr..Chatt to approyethe three petitions. Paving alley between 1st and 2nd,- Jeffe'r"Son' west' t'o 'north/south' alley between Jefferson <br />and Madison - Petitioned by owners of 100% of abutting property. <br /> <br />Mrs. Lauris moved seconded by Mr. McNutt to approve the petition. Sanitary sewers, York Estates Subdivision - Petitioned by owners of 100% of the prop- <br />erty to be assessed. <br /> <br />Mrs. Lauri~ moved seconded ?y Mr. Chatt to approve the petition. Paving alley between 18th and 19th, Ferry to north/south alley between Ferry and Patterson- <br />Petitioned by owners of 50% of-.abuttins.property. <br /> <br />There being but one property owner involved on one side of the alley, the need to notify owners of <br />properties which would be assessed caused Mrs. Lauris to move, seconded by Mr. Crakes, that the peti- <br />tion be held over. Motion carried. <br /> <br />10 <br /> <br />7. Paving east/west alley between 14th and 15th, Ferry to Patterson - Petitioned by <br />owners of 60% of abutting property. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve the petitio~. Motion carried. <br /> <br />11 <br /> <br />8. Planning Commission Report - March 1, 1966 <br />a. Vacation south 2 feet utility easement on north line Lot 4, Valley Vista Addition <br />The Public Works Department and the Planning Commission both recommended approval <br />of this vacation. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to vacate the portion of easement as requested.
