Zoning, Skinners Butte Area - The Council discussed zoning around Skinners Butte and <br />restricting tall buildings which would destroy the view of the Butte from residents <br />in adjacent areas. Further discussion recommended it include any area mnsidered <br />to be scenic. Dr. Purdy moved seconded by Mr. Lass~n to refer this item to the <br />Planning Commission for recommendation on change of the zoning ordinance which would <br />restrict the height of buildings in the proximity of any scenic area. Motion carried. <br /> <br />Mr. Hawk moved seconded by Mrs. Lauris to ,approve Item 6 of the Committee report. Motion carried. <br /> <br />2 <br /> <br />7. Driveway Access to 30th, Trinity Lutheran Church, 2955 University - A letter was <br />read from Trinity Lutheran Church asking the City to install a driveway on 30th <br />Avenue from their parking lot adjacent to 30th. It was recommended by the staff <br />that the driveway enter University Street instead of 30th. Another alternative <br />was suggested: to build a frontage road to serve the Church and their neighbors, <br />if neighbors approve, at no cost to the City. However, the Church may build a <br />driveway to 30th if they insist. Mr. Crakes moved seconded by Mr. Hawk to approve <br />the recommendation. Motion carried. <br /> <br />3 <br /> <br />8. Amend Ordinance, Garbage - Copies of a proposed amendment to the garbage ordinance' <br />were submitted which would authorize review by the Garbage Board ,of all applica- <br />tions for garbage hauler licenses and IDuld also increase the amount of 'bond re- <br />quired from $500 to $1000. Dr. Purdy moved seconded by Mr. Chatt to approve the <br />proposed amendment. Motion carried. <br /> <br />Mr. Hawk moved seconded by Mr. Crakes to approve Items 7 "and 8, of the Committee report. Motion <br />carried. <br /> <br />4 <br /> <br />9. Purchase Paint Striping Equipment - The Public Works Department recommended that the <br />City be allowed to purchase apint striping equipment from suppliers of component <br />parts of a complete spray unit, 'suggesting that the City can purchase the various <br />component parts and have a local service company build the unit. Dr. Purdy moved <br />seconded by Mr. Anderron to approve the recommendation. Motion carried. <br /> <br />Mr. Hawk moved seconded by Mr. Crakes to approve Item 9 of the Committee ,report. Rollcall vote. All <br />councilmen present voting aye, motion carried. <br /> <br />5 <br /> <br />10. Canopy over Alley, between 8th and Broadway west of Madison, First Church of the <br />Nazarene - Permission was requested to construct a 54-foot canopy over this alley <br />for the protection of pedestrians crossing from the present building to a proposed <br />addition. Mr. Crakes moved seconded by Mr. Chatt to.approve construction of the <br />canopy subject to an agreement between the Church and the City providing for a <br />revocable permit. Motion carried. <br /> <br />6 <br /> <br />11. Legislative Fiscal Committee Subcommittee on Highway Finance - Councilman ,Lester <br />Anderson was recommended to represent the City and to appear before this subcom- <br />mittee at a hearing in Salem on Friday, April 22, 1966. <br /> <br />7 <br /> <br />12. Paving Alley Between Patterson and Hilyard, 23rd to 24th - Petitioned by owners of <br />49% of property to be assessed. Mr. Crakes moved seconded by Mr. Hawk to approve <br />the petition, providing McKenzie-Green pays the entire cost. 'Motion carried. <br /> <br />8 <br /> <br />Paving east/west alley between 5th <br />of 53% of property to be assessed. <br />the petition. Motion carried. <br /> <br />13. <br /> <br />and 6th, Polk to Tyler - Petitioned by owners <br />Mr. Hawk moved seconded by Mr. Chatt to approve <br /> <br />9 <br /> <br />14. Cigarette Tax - The City Manager, asked the Council for some indication as to whether <br />they are in favor of the proposed cigarette tax. Dr. Purdy moved seconded by <br />Mr. Crakes to endorse the proposed tax measure. Motion carried. <br /> <br />Mr. Hawk moved seconded by Mr. Crakes to approve' Items 10, 11, 12, 13; and 14 of the Committee report. <br />Motion carried. <br /> <br />15. Pigeon Control - A letter was read from Mrs. Henrietta King, 120 North Garfield, pro- <br />testing pigeon control. The letter was received and filed. <br /> <br />16. League of Oregon Cities Regional Meeting'- Announcement was made of a regional meeting <br />of the League of Oregon Cities to be held at Bevts Steak House on May 4,1966,6:30 p.m. <br /> <br />17. Resignation, Hemphill, Airport Commission - A letter of resignation was read from <br />George K. Hemphill in which Dr. Hemphill stated he is moving ~rom the City and asked <br />to be replaced as a membe~ of the Airport Commission. ' <br /> <br />18. Baker Case,Bistrict Attorney Report - A report from the District attorney's office was <br />read concerning the investigation into the shooting of ex-convict Harvey Baker in down- <br />town Eugene on March 18, 1966. The report was received and filed. <br /> <br />19. National League of Cities - Councilman Hawk gave a verbal report of the National League <br />of Cities meeting in Washington, D.C.II <br /> <br />Mr. Hawk moved seconded by Mr. Crakes to receive and file Items 15, 16, 17, 18, and 19 of the Com- <br />mittee report.
