Rezone to R-3G southeast corner 18th and Hawkins Heights, Riemenschneider & Chown- ing (66-055) - The Planning Commission recommended deni~l of both of these re- quests to rezone from RA Outer Residential. Council members had viewed both areas and suggested that these two items be referred back to the ~lanning Commission for study of the entire area west of Chambers on 18th. Dr. Purdy so moved, seconded by Mr. McNutt. Motion ca~ried. Mr. Hawk moved seconded by Mrs. Lauris to approve.Items ld and le of the Committee report. Motion carried. 2 f. Rezone to C-3P an area on west side of Echo Hollow Road and south side Wood Avenue, Pacific Realty (66-050) - Mrs. Ruth VanFossen, real estate broker, distributed and read a statement outlining the proposal for development of this property. The Planning'Commission had recommended denial of the request to rezone from R-l, RA, and AR. Mr. Lassen moved seconded by Dr. Purdy to deny the rezoning. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Item lf 9f the Committee report. Mrs. VanFossen was present and asked the Council to refer this item back to the Planning Co~ission for rehearing as she had additional information to present. A vote was taken on the motion, and motion carried. 3 . . g. Rezone to M-3 area on west side Danebo Avenue extending about 2500 feet south of Royal Avenue, Allum Bros.-VanDeinse Lumber (66-053) - The Planning Commiss~on recommended denial of the request to rezone from AR Agrcultural. The petitioners were present and suggested that the request be returned to the Planning Commission to consider a revision of the area req~ested for rezoning. Mr. Chatt moved seconded by Mr. Anderson to refer the item back to the Planning Commission. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Item 19 of the Committee report. Motion carried, Mrs. Lauris woting no. 4 h. Variance from R-2 to allow accounting offi~e, Viiha~er~Ing~r~on (66-051) - Max A. Ingerson, on behalf of Edmund Vilhauer, petitioned this variance for CR Commercial Residentkal use at 1163 West 11th Avenue. The Planning Commission recommended deni~l. Mr. Hawk moved seconded by Mr. McNutt to deny the. variance. Motion carried. 5 i. Vacation railroad easement Lot 6, Block 7, and Lot 1, Block 12, 3rd Addition to Eugene Industrial Tract, EIDC-Clevdand - Eugene Industrial Development Corporation requested vacation of the railroad use designation of the eas~ment in Lot 6, Block 7, and Lot 1, Block 12, 3rd Addition to Eugene Industrial Tract. T6e Planning Commission recommended approval. Dr. Purdy moved seconded b~ Mr. Chatt to initiate vacation as requested. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Items lh and li.of the Committee report. Motion carried. 6 2. Planning Commission Report - April 11, 1966 a. East Campus Development Plan 3 - The Planning Commission recommended approval of this plan 3 with the recommendation that maps and text be modified to state that any proposed street vacation within th~ area be subject to negotiation. Dr.Purdy moved seconded by Mr. Hawk to approve the recommendation. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Item 2a of the Committee report. Motion carried. 7 - - b. 11th Avenue Widening - The Planning Commission recommended approval of widening 11th Avenue to 44 feet from High to Hilyard and to 48 feet from Hilyard to Kincaid. Mrs. Richard Miller. representing the,League of Women Voters, stated that the League is concerned over ~he development of a comprehensive long-range street plan for the city of Eugene. She questioned whether the widening of East 11th and the widening of 6th Avenue are part of a long-range plan. . .. . Otto Poticha invited the Council and Planning Commission members and any others interested to a meeting Thursday evening, April 21, 1966, to discuss this and other problems of the downtown development plan. Mr. Chatt.moved seconded b~ Mr. McNutt to approve the Plan~ing Commission recom- mendation. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Plan "c" for widening 11th Aven~e which provides a 48-foot width from Kincaid to Hilyard and 44-foot width from Hilyard to High. Otto Poticha recommended firming up the goals to be achieved by the comprehensive planning of streets and traffic flow. Mrs. Richard Miller, representing the League of Women Voters, also supported the somprehensive planning idea. They asked that the traffic pattern and street widening program be firmed up before parts of the project are done. Comments were'made by Mr. Lynn Sullivan,U-Lane-O Credit Union; Dan Herbert; and a Mrs. Hoffman. A vote was taken on the motion to approve Plan "C", and motion carried, Mrs. Lauris voting no. 4/25/66 - 2 II ........
