' <br /> <br />I <br /> <br />1 Dr. Purdy moved seconded by Mr. Hawk-to request a feasibility study and costs for placing power lines <br />9n East 11th Avenue underground, and for-the Eugene Water & Electric Board to consider the same idea <br />for any other major street improvement projects. Clark Paving - The Planning Commission recommended'paving and sidewalks, <br />where not now existing, on VanBuren from 1st to Clark, and on Clark from Jackson <br />to Grant, with no change in right-of-way alignment. Mr. Chatt moved seconded by <br />Mr. Hawk t?-approve the recommendation., Motion carried. <br /> <br />Mr. Hawk moved seeonded by Mrs. Lauris to' approve Item 2c of the Commi.ttee reporL Motion carried. <br /> <br />3 <br /> <br />.3. Sewer Easemen~. Laurelwood Golf Course. Tillman - Stanley Darling,represen~ing Philip <br />Tillman, proposed that the City proceed with a contract to install a sewer through <br />Laurelwood Golf' Course' to serve Mr. Tillman's property lying south of 30th Avenue~ <br />Mr. Tillman proposed to assume the cost of an 8-inch equivalent line for the entire <br />length of the project arid to make payment three' years after his subdivision plat. is <br />accepted,' but not more than. five years after' the-Laurelwood Golf Course is' annexed <br />to the City. However, if the City should purchase Laurelwood Golf Course, then the <br />City would share half of Mr. Tillman's cost. Mr. Hawk moved seconded by Dr. Purdy <br />to proceed with the preparation ,of an agreement for Council consideration. Motion <br />carried. - <br /> <br />e <br /> <br />I <br /> <br />Stanley Darling, attorney'for the: Tillman interests, submitted:a revised.agreement for Council con- <br />sideration, and explained the terms of the proposal~Counc~lmembers discussed-interest payment by <br />Tillmans on the.deferred assessment proposal, and Mr. Darling pointed out that the original agree- <br />ment with the Tillmans required no interest charge. <br /> <br />Mr: McNutt moved seconded byMr~ Lassen: to approve: the proposed agreement, but that t~e City would- <br />charge the Tillmans interest at the rate charged to the City for sewer bonds, beginning=three years <br />after completion o~ the project. ~01lcal1.vote. All .councilmen p~esent voting aye, motion carried. <br /> <br />4 <br /> <br />4. Statement. Voters Pamphlet. Parks Bonds - A:copy of the proposed'statement 'of the <br />Mayor and Council to be placed in the voters pamphlet for the-May 24, 1966'primary <br />asking-approval of a bond issue for: swimming pools and communitybuildfngs was dis- <br />cussed. I~ was recommended that Mrs. Lau~is review the statement and that a slight <br />change be made in ,the' wor~ing of, the statement 'regarding Amazon Park." Mr. ..Chatt <br />moved seconded.by Mr. Hawk that' the statement beappfoved as it would-be amended. <br />Motion :carried~ <br /> <br />Mr. Hawknioved-'seconded by Mr., Crakes to approve Item'4 of.the Committee report. Motion carried. <br /> <br />5 <br /> <br />5. Deer - The City.Manager stated a report had been received from the State Game Commis- <br />sion indicating,that there are about'lOO to 115 deer in the Mcbean Boul~vard area.. <br />Mr. Lassen moved seconded by Mr. McNutt to grant approval of the Game Commission's <br />issuing special licenses in order to thin the~herd. Motion carried." <br /> <br />I <br /> <br />Bob Jubber, State Game Commission representative, explained thep61icy and position of,the Game Com- <br />mission with regard to the.'deer creating a-riuisance in the:McLean Boulevard'and Chambers Street area. <br />Af~er several comments by residents of the area, Mr~ Hawk moved seconded'by Mr. Crakes to table the <br />item. Dove Lane from'Taney to Echo Hollow - This petition included:" <br />l300-foot frontage of Sch?ol District 52 property. If this footage is ro n~idered <br />neutral, 'the ,project would be petitioned by owners of 4L5% of property to' be <br />assessed. <br /> <br />Mrs. Lauris moved seconded by Mr. Crakes to table the petit~on.
