Motion <br />carried. <br /> <br />2 <br /> <br />7. Sidewalk Variance. Kervon Court. Lightfoot-Hazlett - This item had previously been <br />recommended for denial by the Planning Commission and held over to allow viewing by <br />Council members. <br /> <br />Mr. Hawk moved seconded by Mr. Crakes to deny the variance but to grant a deferral of sidewalk con- <br />struction until the City orders the sidewalk in. Motion carried. <br /> <br />3 <br /> <br />8. Purchase Furniture and Equipment. Urban Renewal Agency - The Urban Renewal Agency <br />of the city of Eugene presented a bill of sale for office furniture and equipment <br />sold to the City for use of the Central Eugene Project for $1,637.25. <br /> <br />Mr. Hawk moved seconded by Mrs. Lauris to purchase the furniture and equipment as listed in the bill <br />of sale for $1,637.25. Rollcall vote. All councilmen present voting aye, motion carried. <br /> <br />4 <br /> <br />9. OPtion. West Amazon Right-of-Way. Snell - The Public Works Department recommended <br />purchase of Lots 9 and 10, Block 2~ Chambers Addition, from Claude C. and Leslie <br />Snell for the total price of $2,750.00 for West Amazon right-of-way. <br /> <br />Mr. Hawk moved seconded"by Mr. Crakes to purchase the lots as recommended. Rollcall vote. All council- <br />men present voting aye, motion carried. <br /> <br />10. Sidewalk Easements. East Campus - The Public Works'Department recommended acceptance <br />of sidewalk easements in the area bounded generally by 13th Avenue, Columbia Street, <br />Agate Street, and 15th Avenue from the State Board of Higher Education (University <br />of Oregon) as shown on Landscape and Site Development plans dated August 26,1965. <br /> <br />Mr. Hawk moved seconded by Mr. Crakes to accept the easements. Motion carried. <br /> <br />6 <br /> <br />11. Contract. Finish Library Basement - Copies of a proposed contract with Hamlin and <br />King, architects, for finishing the Library basement for a magazine research center <br />were presented. After discussion, the Council recommended that the City Manager <br />check the basic rate referred to in the contract. <br /> <br />No action was taken. <br /> <br />7 <br /> <br />12. Lowe vs City of Eugene (Skinner's Butte Cross) - The City Attorney recommended that <br />the Council authorize expenditure of an amount to $1,000.00 for travel expenses to <br />continue preparation of defense in the trial Lowe vs City of Eugene, Cross on <br />Skinner's Butte. <br /> <br />Mr. Crakes moved seconded by Mr. McNutt to authorize the expenditure of up to $1,000.00 for this pur- <br />pose. Rollcall vote. All councilmen present voting aye, motion carried. <br /> <br />8 <br /> <br />13. Belt Line. 1-5 Interchange (Game Farm Road) - A letter from the State Highway Com- <br />mission was read asking if a hearing on plans for location and construction of this <br />interchange is necessary. <br /> <br />No action was taken. <br /> <br />9 <br /> <br />14. Overall Planning. Willakenzie Area - A letter from D. R. Rinehart, 844 Russet Drive, <br />supporting comprehensive planning and requesting no zone changes in the Willakenzie <br />area until a planning restudy is completed was read. <br /> <br />The letter was filed. <br /> <br />ORDINANCES <br /> <br />Councilman Chatt left the meeting at this time. <br /> <br />Council Bill No. 7385 - Levying assessments for paving High Street frontage road from 24th Place <br />to 27th Avenue, submitted and read in full the first time on March 14, 1966 and held over for proper <br />notice of assessment to be given owners of affected property, and brought back for consideration on <br />March 28, 1966 and again held"over due to insufficient notice of hearing, and now brought back for <br />consideration with now written protests on file. <br /> <br />Mr. McNutt moved' seconded by Mr. Hawk that the bill be read the second time by council bill number <br />only, with unanimous consent of the Council. Motion carried unanimously and the bill was 'read the <br />second time by council bill number only. <br /> <br />Mr. Hawk moved seconded by Mrs. Lauris that the bill be read the third time by council bill number <br />only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br />third time b y council bill number only. <br /> <br />" , <br />Mr. Hawk moved seconded by Mrs. Lauris that the bill be approved and given final passage.
