Broadway <br />D-Lee, Inc. ~Greater Privilege - Now has di&penser <br />Class A) <br /> <br />Package Store Class B - Dari Mart, 800 Highway 99 N <br />Howard Gibson (Change of Ownership - Now NuWay <br />Market, Gail Gardiner) <br /> <br />. <br />Mrs. Lauris moved seconded by Mr. Chatt to approve-the liquor license applications. <br />Motion carried. <br /> <br />COMMITTEE REPORTS <br /> <br />Committee meeting held May 5, 1966: <br /> <br />"Present: Mayor Cone; Councilmen Hawk, Lauris, Chatt, Purdy, Mc Nutt, and. <br />Anderson; City Manager; Assistant City Manager; Administrative <br />Assistant; Administrative Intern; City Attorney; City Recorder; <br />Public Works Director; and others. <br /> <br />2 <br /> <br />Pavin aIle between Lawrence and Washin ton 13th and 1 th - <br />Petitioned by owners of 0 of property to be assessed. Mr. and.Mrs. <br />-David Pubols, 24.23 Emerald, who own property abutting the requested <br />improvement, spoke in favor of the imrpovement stating that during <br />the summer the alley is a dustbowl due to the use by the many apart- <br />ment dwellers in the area, and that it extremely difficult for women <br />to dry clothes outside during that period of the year. Mrs. Lauris <br />moved seconded by Mr. Anderson to approve the petition. ,Motion carried. <br /> <br />Mrs. Robert Boord, 1355 Washington Street, commented that all of the signatures <br />on the petition were those of property owners on the west side of the alley which <br />was all commercial property. She further stated that she is opposed to the paving <br />project and would receive no benefit from it. The staff noted that owners of 54% <br />of the abutting property had signed the petition and that two of the properties <br />were on the east side of the alley in the R-l zoned area. Other property owners <br />present who spoke in favor of the project were Samuel Williams, 458 West 13th, <br />and Dave Pubols, 2423 Emerald; ppposed, C. W. Peterson, 2162 Jefferson. <br /> <br />1. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 1 of the Committee <br />report. Motion carried. <br /> <br />3 <br /> <br />Ordinance, Weed Control - The City Manager explained that the present <br />weed mowing program is unsatisfactory and that pro~ucition is very <br />negligible. He further stated there are problems of collection, and <br />that under Oregon statute the City does not have the authority to <br />certify unpaid weed mowing bills as a lien against real property. An <br />ordinance was presented to the Council which would allow the Public <br />Works Department to mow all weeds and grass not taken care of by the <br />property owner as opposed to mowing on a complaint basisl and to bill <br />the respective property owners for a minimum of $12, or ~10 per hour, <br />whichever is greater. The ordinance would also allow the City to cite <br />those property owners who are delinquent. for nonpayment with a violation <br />of the ordinance and summon them into court. Mr. Chatt moved seconded <br />by Mr. Anderson that the ordinance be passed. Motion carried. <br /> <br />2. <br /> <br />4 <br /> <br />3. . Offer to Purchase Cit - The Council was ad- <br />vised that only one bid was reeeived for City- <br />owned property located north of 27th Avenue and west of Pearl Street <br />in Frasier Hyland Addition. The bid was received from Gary A. Bernik <br />who later offered to increase his bid to $10,000. The',property is <br />zoned R-3G and is approximately 7000 sq. ft. in size. An appraisal <br />received by the City indicates the property in question might possibly <br />be worth $18,000.. It was suggested by the staff that the City had three <br />alternatives: (1) Sell the property for the $10,000 offer; (2) Hold the <br />property; or (3) Turn it over to a real estate agent. The Council dis- <br />cussed the three possibilities and decided to hold the property for the <br />present time. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Items 2 and 3 of the Committee <br />report. Motion carried. <br /> <br />5 <br /> <br />4. <br /> <br />Storm Sewer Assessment, New Subdivisions - The staff advised that bids <br />would be presented to the Council at its meeting on May 9, 1966, for <br />paving projects which include storm sewer installations. In the past <br />the City has paid for the cost of storm sewers in new subdivisions, <br />and the Public Works Department had determined the Cixy's cost has <br />generally been $300 per lot, although in one instance the cost of one <br /> <br />5/9/66 - 6 <br /> <br />\\~ <br />
