<br />2 1. Metro-Report, Millrace - Bob Fhomas of the Metro Civi~ Clubpresente~,a research re-
<br />port 'on the Millrace and gave a slide presentation on the Club's recommendation for
<br />development of the Millrace. Mr. Thomas said the Metro qlub's '~ecommendation is
<br />that the City should acquire, develop, ,and maint~in the lower Millrace as a scenic-
<br />~nd recreational attraction and that a commission be established.,.to' imple~ent, the
<br />recommendation. Also, that the University of Oregon be urged to proceed with pro-
<br />j ected developmental changes in the upper Millrace. ,ML Thomas outlin~d tJ:le pa~~,
<br />history of the Millrace, the present use being made of the Millrace banks,~an~ ex--
<br />~lained the Metro Club's recommendation for public use and development of the Mi~l-
<br />race: He ~ggested several financial programs which might be studied for financing
<br />proposed improvements which were: (1) Tax increment bonds levied on the increase in
<br />~alue on property abutting the Millrace due ~o improvements;' (2) Special tax ~enefit
<br />districts; (3) Federal open-space grants of 50% of the cost of improvement's,; (H)Federal
<br />open-space grants of 90% for unusual projects which set examples for other cities;
<br />(5) Federal grants for beauQfication. After general disc~ssi<?n, th~Mayor suggested'
<br />the Council study the report and discuss it further at the next Council meeting.

<br />Mrs. Lau~~s moved seconded by Dr. Purdy that the Council ask the Mayor to-~stablish.'a Millrac~,
<br />Commission. -Motion carried, Messrs. Chatt McNutt, and Lassen voting no.

<br />Mrs. Lauris moved seconded by Mr. Crakes to ins~ruct the staff to_~ove ahead and investigate the I
<br />possibil~ties of Federal open-space grants for a percentage of the improvements.

<br />After further discussion, Dr. Purdy moved seconded by Mr. Chatt to table the matter, of Federal -
<br />grants for the project. Motion carried, Mrs. Lauris voting no. _ _

<br />3 2. Sewer, Fischer-Pape Property, Henderson at Interstate 5 ~ The Public Works Director
<br />explained that the req uest for sewer service to the Fischer-Pape tract on ,County
<br />Road No. 493 requires construction of a-~ewer line through County_adminis~ere~ _
<br />property to reach the Fischer property although the Fischer property is within the e
<br />City limits. He further explained that Mr. Fischer owns most of the-land outside the
<br />City where the sewer ,line would be constructed and has agreed to pay'the assessment,
<br />for the line which wOuld abut his property outside the Ci~y even though he could _
<br />not make a connection to that line until such time as the property_was annexed. - A
<br />portion of the assessable 'cost of the line outside the City will'have to be carried
<br />by the City until the'iand is annexed, and it is estimated this amount would'be __
<br />$5~220.00. The staff'rec~mmended construction of the line. Dr. Purdy moved,
<br />Mr. Anderson seconded, the staff recommendation be accepted. Motion carried.

<br />4 3. Abatement. 18 North Lawrence, Buell - A'memorandum from the superintendent 0f: -
<br />Building Inspection was read recommending abatement of the building'at l8-Nor~h
<br />Lawrence Street. The structure is now owned by Mrs. Vergie Buell who isb0th
<br />mentally and physically incapable of managing theproperty. Dr. Purdy-moved sec0nded
<br />by Mr. Anderson that the recommendation be accepted: ':Motion carried.' -

<br />5 4. Paving 20th Avenue, Monroe to Friendly ~ Petitioned by owners of 15% of the property I .
<br />ro be assessed. Dr. Purdy moved, Mr.Lassen seconded, to approve the petition.

<br />Council. The Council discussed the need for extending the sidewalk to Lincoln ..,
