Airport Application FAA Grant - In november 1965 West Coast Airlines presented in- <br /> formation regarding runway requir~ments for the 'Douglas DC-9 aircraft that will be <br /> placed in service at Eugene in the fall of 1966. Final determination was that run- <br /> way requirements would be 6200 feet, requiring an extension of ,700 feet of the <br /> present runway. The project includes installation of new high intensity lights <br /> on the runway and "all weather" runway rnarktngs. Total cost of the project will <br /> be $757,431, of which the City's total obligation is $319,614. Since the City <br /> will receive credit for $175,192 already spent for land acquisition, c~o~t to the <br /> City will be $144,422 over a three-year period. Mr. Chatt moved seconded by Mr. <br /> Anderson to submit the application. Motion ~arri~d. <br /> Mayor Cone left the Committee meeting and Councilman Chatt <br /> assumed the Chair. <br /> Mr. Chatt moved seconded by Mr. Crakes that Item 3 of the Committee report be approved. Bids, Liability Insurance - Copies of a summary of bids opened July 28, 1966 were <br /> distributed, and the City's insurance agent of record explained separate bids were <br /> received for basic liability, airport liability, personal injury, false arrest, <br /> and material damage. Dr. Purdy moved seconded by Mr. Lassen ~o accept the low bid <br /> on each of the separate items. Motion carried. <br />I No action taken. Variance to allow study-skill center at 662 Cheshire and parking at 672 Cheshire <br /> in R-2 zone, Lane Community College - These variances were requested for a period <br /> of 22 months. The Planning Commission recommended approval o~ a variance for a <br /> study-skill center, but denial of a variance to allow parking on the property qt <br /> 672 Cheshire. Mr. Crakes moved seconded by Mr. Anderson to approve the Planning <br /> Commission's recommendation. Variance from R-3G to allow seed cone storage on Bethel. Drive between Roosevelt <br /> Boulevard and Southern Pacific railroad, Manning Seed Company - The Planning <br /> Commission recommended granting a temporary variance from August 15, 1966 to <br /> December 31, 1966, subject to property owner's _eliminating the fire hazard <br /> ,created by the weeds on fill material placed on the property. <br /> Mr. Chatt moved seconded by Mr. Crakes to approve the Planning Commission recommendation. Motion <br /> carried. <br />I 5 2. Architect, Bethel-Danebo Pool and Community Building, and Danebo Fire Station - <br /> The City Manager suggested a Selection Committee be appointed to choose an <br /> architect for these projects. <br /> Mr. Chatt moved seconded by Mr. Crakes to approve the procedure outlined by the City Manager. Parks Bond Sale - The present situation regarding bond sales was discussed, and <br />e it was recommended that a decision on this matter be hela over until a later date. <br /> No action was taken and the matter was held over. <br /> 7 4. County-wide Census - Plans were explained for a County-wide census to be conducted <br /> jointly by Eugene, Springfield, and Lane County together with the Intermediate <br /> Education District and the Central Lane Planning Council. Th~ lED would contribute <br /> $10,000; Eugene and Springfield, ll~ per person c~unted; Lane County, data process- <br /> ing equip~ent; and CLPC, addresses by census tract a~d block. Estimated cost to <br /> the city of Eugene is $8200 which should be recovered through increased State dis- <br /> tribution of shared revenues allocated on population basis. <br /> Mr. Chatt moved seconded by Mr. Crakes that the City participate in the County-wide census at _an <br /> estimated cost of $8200. Rollcall vote. All councilmen present voting aye, motion carried. <br />I 8 5. Naming Amazon Park Softball Field (Moore Field) - A letter from Frank Shearer was <br /> read commending the City for the development of Amazon Park and suggesting that <br /> the softball field be officially named "Moore Fiel d", honoring Jack Moor~, coach <br /> and manager of McCulloch Chain Saw girls softball team. <br /> The Council agreed to hold this item over to provide an opportunity fo~ other names to be suggeste~. <br /> . , <br /> 9 6. Dedication Utility Easement, Oakmont Park (EWEB) - The Eugene Water & Electric <br /> Board requested dedication of an easement for utilities across property recently <br />e deeded by Miles McKay for Oakmont Park. <br /> Mr. Chatt moved seconded by Mr. Anderson to authorize dedication of the easement.
