<br />Mrs. Anna Jeppeson,.234~.Alder, commented that she feels the evergreen trees. are 1
<br />what creates the essent~al character of the P~rk and shou~d- be preserved.-

<br />Mrs. Ed Anderson stated the' most objectionable part of the plan is the road system
<br />which will, she feels', be' used' by through traffic instead of by people coming to
<br />use the Park, that Hendricks' Park, is' a forest park and should be preserved as such,
<br />and that construction of 'more roads and" parking spaces will turn it into an as~
<br />phalt jungle. She also suggested that the Park Conunission be reactivated.

<br />ThePark~ Direct~r explained in 'answer t~ questions from the audience that there .
<br />is a definite need to control the p:arking and picnicking-facilities now, and that
<br />installation of small asphaltic parking lots will eliminate parking in unauthorized
<br />areas whicn at present creates mud 'and dust-' holes and a traffic hazard.
<br />
<br />Mr. Crakes moved that a decision of the proposed development of the Park be post-
<br />ponedfor 30,days. There was no second. It
<br />
<br />In answer to questions from the Council, the Parks Director explained that the
<br />roads would not; be widened but would be resurfaced so-their entire width c'ouldbe
<br />used, and that- a delay of three weeks would probably necessitate postponing the'
<br />project until next year. Councilman Anderson asked Mr. Todd what kind of informa-
<br />tion, etc., he would be able to gather in three weeks. Mr. Todd replied that he
<br />would contact many more people and would have more specific suggestions. 1

<br />- Sanford Tepfer again conunented, saying that he was not convinced that a delay is .
<br />necessary but that he feels the wild character of the Park should be preserved -
<br />and that he is not opposed to the present addition of picnic tables, but that he
<br />fears they will be increased agai n and again until the Park is nothing' but a s
<br />large picnic area.

<br />Dr. Robert Feeney, 2493 Lincoln Street, conunented that the plan'for the Park's
<br />development has been altered since it was first adopted. He also suggested that
<br />,. work be delayed unt it next spring, that work could be started early' in the -spri~g-
<br />so the .Park could be ready for suriuner use, and that in the meantime pIal s could,
<br />be improved. He'further suggested that barricades could be- placed to-prevent
<br />, cars' parking in muddy areas:. ' ,
<br />
<br />A letter from Dan Morris was read urging that proposed work be done this sununer
<br />in order that gr?und coul? be prepared for ~ext spring.
<br />
<br />Councilman Lassen conunented that he had toured the Park Thursd-ay morning and that
<br />he feels expansion of the r~ododendron garden~ is logical, and that if the expan-
<br />sion is confined to the northern 'area the character of the Park will not' be altered.

<br />Mr. Lassen moved seconded by Mr. Chatt to approve ~he pevelopment plan for H~n-
<br />dricks Park. Motion carried" Mr. Crakes voting no~ I .

<br />Mayor. Cone entered th~ Council meeting and assumed the Chair.- I

<br />The Parks Director again explained the Hendricks Park development plan, using a map showing the"loca- -
<br />tic:m of the additional picnic facilities and' the proposed changes ~n the road system. The plan also
<br />includes additional space for the rhododendron garden and improvement of the entrance to the ~arden,
<br />additional parking areas, improvement of Birch Lare from Sununit Drive to the east boundary of the
<br />Park, realignment and paving of a portion of summ:it Drive to eliminate an unsafe intersection, and
<br />new hiking trails~ ' , e

<br />A letter from Mrs-. Mary Thomas was read opposing the Park's development plan, and a letter from Dan
<br />Morris, president of the Rhododendron Society, was read approving the plan and urging the' development
<br />be expedited so that the garden can be prepared for the convention of the National Rhododendron
<br />Society in 1968:, ' ' ,

<br />Dave Todd, 2958 Floral Hill Drive'; spoke' at 'length describing a possible', alternate plan for develop-
<br />ing hiking trails and picnic spots t~roughout the Park., Otto Poticha, Richard Noise,' Lottie
<br />Streisinger, Mrs. Ed Anderson, Jim' Bartel, an'd: others ,spoke in oppo:,ition to the~ development plan.

<br />Mr. Morris was present and showed the original plan submitted in 1950 and described the improvements
<br />planned by the Rhododendr?n Society. He state~ there is ('a real need for improvement of traffic flow
<br />in the Park as traffic counts have'shown 4;000 cars during a normal weekend and about 8,000 during
<br />the week, of the: rhodod'endr'o~' show. '
<br />
<br />Mayor Cone declared the public hearing' closed, and, councilma.n Anderson conunented, that, basically the I.
<br />desires of the public and the Parks Department were the same - to preserve the-Parkas a forest area,
<br />"-
<br />and that the differences seem to be in the details of the plan. Dr. Purdy stated that the plan pre-
<br />sented by Mr. Todd: and the Parks Department's 'plan seem, t~ be very:much alike - both leave about 58 -
<br />acres to be pre~erved as a for~st are~. He furth~r stated that the dusty roads in the Park need to be
<br />improved. Councilman Chatt stated that the ~hododend~on garden is an integral part of the Park and
<br />that traffic should be controlled'. He also stated that with the improvements the Park will be more
<br />beautiful than before.

<br />Dr. Purdy moved seconded by Mr. McNutt to approve Item 2b of the Conunittee report. Rollcall vote. All ~
<br />councilmen present voting aye, except Mr. Crakes \Oting no, motion carried. .
