Damage Claim, 2815 Alder Street, Oswald - A letter was read from Mrs. Ruth C. Oswald <br /> requesting payment of approximately $40 for damage caused by the police in their <br /> search for an escapee who formerly rented the house; It was explained that the <br /> City's liability insurance does not cover damage caused by the police in performance <br /> of their duty. It was the consensus of the Council to hold the item over to the <br /> September 8, 1966 committee meeting for further study and report of legal and <br /> other ramifications. <br /> 2 4. Variance to Permit Trailer house at 3495 Day Island Road, Western Ranch, Inc. - <br /> Extensive vandalism was reported on the home on this propetty which is being remodeled' <br /> for elderly men by Western Ranch, Inc. , a non-profit organization. A temporary <br /> variance was requested for a trailerhouse for living quarters for'a watchman. <br /> Mrs. Lauris moved seconded by Mr. Crakes to grant a variance for one year. Motion <br /> e carried . <br /> Dr. Purdy moved seconded by Mr. Crakes to approve Items 2, 3, and 4 of the Committee report. Motion <br /> carried. <br /> 3 5. Liquor License Applications - The following applications for liquor licenses were <br /> submitted as approved by the Police Department: <br /> I Package Store Class Band <br /> Retail Malt Beverage Class B - Luckey's Club Cigar Store, 814 Willamette <br /> Milan Raykovich (Change of ownership - formerly <br /> Tad C. and Maude E. Luckey and Lucinda Callison) <br /> Package Store Class B - Lloyd's, 2097 Roosevelt Boulevard <br /> Lloyd and Helen Cooper (Change of ownership ~ formerly <br /> Ferd Sirois, Ferd's Market) <br /> Retail Malt Beverage Class B - Jonesy's Snappy Service Cafe #3, 453 Willamette Street. <br /> Ormond M. Jones (Change of ownership - formerly <br /> Harry M. and Rena T. Leaton, Snappy Service #3) <br /> Dr. Purdy moved seconded by Mr. Anderson to recommend approval. Motion carried. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve Item 5 of the Committee report. Motion carried. <br /> 4 6. Curb Sidewalk north side 25th, Adams to Friendly - The Public Works Department recom-' <br /> mended approval' for a curb sidewalk for the entire block on 25th Avenue between Adams <br /> and Friendly Streets. Mrs. Lauris moved seconded by Mr. Chatt to approve the recom- <br /> mendation. Motion carried. <br /> 5 7. Exchange Right-of-Way, Bertelson Road - The Public Works Department recommended ac- <br /> I ceptance of an offer by Camac Veneer, Inc. , on Bertelson Road to dedicate a 10-foot <br /> right-of-way in exchange for the removal of a private bridge by the City at a cost <br /> of $2640 during construction of a sewer line. Mr. Lassen moved seconded by Mr.Chatt <br /> to approve the recommendation. Motion carried. <br /> Dr. Purdy moved seconded by Mr. Crakes to approve Items 6 and 7 of the Committee report. Motion <br /> carried. <br /> e 6 8. North Shasta Loop - It was explained that present street improvements being made on <br /> North Shasta Loop would not include improving the street all the way to the present <br /> terminal of Agate Street because the City had been unable to negotiate the necessary <br /> right-of-way acquisition. It was also explained the residents living in the area of <br /> the street improvement feel it must be completed to Agate to provide reasonable ac- <br /> cess during the rainy months. The Public Works Director explained previous Council <br /> action in the matter and stated :negotiation of acquisition of necessary right-of-way <br /> had not been successful. The item was held over pending a tour of the area on <br /> September 8, 1966 <br /> Item 8 of the committee report was held over (see action under Item 1, Committee report 9/8/66). <br /> 7 9. Planning Commission Report - August 2, 1966 <br /> a. Rezone to R-3G area between 2936 and 3046 Willamette, Planning Commission - <br /> C. M. Zimmerman, 2980 Willamette, and Al Jagger, 4080 Castelloe Avenue, appeared <br /> I and spoke in opposition to the rezoning. The Plannipg Director stated that the' <br /> Planning Commission initiated the rezoning from R-3 to R-3G in order to be able <br /> to exercise more control over off-street parking locations. Mr. Anderson stated <br /> that back zoning of an area which is largely used as now zoned would be a dangerous <br /> precedent. Mr. Lassen moved seconded by Mr. Crakes to deny the rezoning. Motion <br /> carried. <br /> Dr. Purdy moved seconded by Mr. Anderson to refer.the matter of off-street parking <br /> locations in R-3 zones to the Planning Commission for study and recommendation. <br /> e Motion carried. <br /> 9/12/66 - 6 t~ <br /> II <br /> , -"-"---.-"- <br />
