Motion carried. <br /> 1 2. Sidewalk. south side 29th. Wil1amette to Lincoln - The Public Works Department re- <br /> ported that numerous complaints have been received from residents living on streets <br /> intersecting 29th Avenue from the south regarding the lack of side~alks oi 29th. <br /> Mr. Lassen moved seconded by Mr. Anderson to initiate installation of sidewalks on <br /> the south side of 29th Avenue from Wil1amette to 310 feet west of Lincoln, and that <br /> all property owners be informed so that they may install their own sidewalks if they <br /> wish. Motion carried. <br /> - Mr. Lassen moved seconded by Mr. Anderson that the Council initiate installation of <br /> sidewalks on both sides of the northeast corner property at 27th Avenu~ and Jeffer- <br /> son Street where sidewalk does not now exist. Motion carried. <br /> 2 3. Variance to allow trailerhouse at 4110 West 11th. Ross Motors - Ross Motors re- <br /> quested permission to place a trailerhouse at this location for two years, explain- <br /> ing that vandalism and thefts have made it necessary to maintain a nightwatchman <br /> I on the property to protect their large inventory of machinery and equipment. <br /> Mr. Anderson moved seconded by Dr. Purdy to permit a trailerhouse for one year, <br /> and to review a request for an extension of the permit at the end of that time. <br /> Motion carried. <br /> Mr. Crakes moved seconded by Dr. Purdy to approve Items 2 and 3 of the Committee report. Motion <br /> carried. <br /> 3 4. Street Right-of-Way between West Hillside Drive and Manzanita. A.E.Pomerleau - <br /> The Public Works Department recommended purchase of right-of-way for future extension <br /> of a street for access to the new Fox Hollow Elementary School for $5200. Dr. Purdy <br /> moved seconded by Mr. Lassen to approve the recommendation. Motion carried. <br /> Mr. Crakes moved seconded by Dr. Purdy to approve Item 4 of -the Committee report. Motion carried. <br /> 4 5. B'ids. Storm Sewer Railroad Boulevard from VanBuren to Polk. and Grant from Clark <br /> to Railroad Boulevard - A tabulation of bids was presented as opened August 2, 1966 <br /> and Mr. Anderson moved seconded by Mr. Lassen to award the contract to M&S Con- <br /> struction on theirillw bid of $27,000.07. Motion carried. <br /> No action (see under Bids, New Business). <br /> 5 6. Sanitary Sewer Crossing on 30th Avenue (Firland Heights); and paving. s anit ary and <br /> storm sewers within Firland Heights. Tillman - Waivers signed by C. Philip Tillman <br /> I were presented which would allow the City to waive formal bid procedure on con- <br /> struction of this sanitary sewer crossing on 30th and improvements in Firland <br /> Heights. Dr. Purdy moved seconded by Mr. Lassen to accept the waivers and award <br /> contract to Gibson and Gould for $5,371.00 for the sewer crossing, and to McKenzie <br /> Road and Driveway Company for $60,808.00 for improvements in Firland Heights. <br /> Motion carried. <br /> Mr. Crakes moved seconded by Dr. Purdy to approve Item 6 of the Committee report, providing Mr. Till- <br /> e man posts bond securing payment by cash or Bancrofting for the projects. Rollcall vote. All council- <br /> men present voting aye, motion carried. <br /> 6 7. Property Purchase. 812 West Broadway. Steen - It was explained that other property <br /> in this vicinity had been obtained for the purpose of extending Monroe Park. It <br /> was recommended that the Lenore E. Steen property be purchased for $13,500. It was <br /> also pointed out that the property can be rented and the rental income placed in <br /> the park development fund. Mr. Lassen moved seconded by Mr. Anderson to approve <br /> purchase of the property for $13,500. Motion carried. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve Item 7 of the Committee report. Rollcall vote. <br /> All councilmen present voting aye, motion carried. <br /> 7 8. Open-Space Grcn t. Mahlon Sweet (ORE OS-3 Amendatory) - The Department of Housing <br /> and Urban Development advised that Eugene's amendatory application for open-space <br /> land f~nds has been approved (deletes Hofer property, 149 acres, and adds remainder <br /> I of ~McNaught property, 43.99 acres). Purchase of this land to protect safety of <br /> existing runways and permit future runway extensions when needed was authorized at <br /> a special City election November 6, 1962. Total cost for acquisition of this land <br /> is $168,735, of which $50,620 is covered under the Federal grant. Mr. Lassen moved <br /> seconded by Mr. Anderson to accept the amended agreement. Motion carried. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve Item 8 of the Committee report. Motion carried. <br /> e 8 9. Urban Planning Assistance Pro;ect - A memorandum was received from the Bureau of <br /> Municipal Research on planning program to be undertaken with,funds to be provided <br /> locally and from matching Federal funds.
