Condemnat ion, Sewer Easement, Rexius and Bartels - The Public Works Department <br /> requested that the Council initiate condemnation proceedings for sewer ease- <br /> ments against properties owned by William and Kathryn Bartels, and Solomon, <br /> Raymond and Marvin Rexius south of 11th and west of Bailey Hill Road. Mrs.Lauris <br /> moved seconded ~y Mr. McNutt to ~nitiate condemnation proceedings as requested. <br /> Motion carried. <br /> Mr. Hawk moved seconded by Mrs. Lauris to approve Items lf through 4b of the Committee report. Motion <br /> carried. <br /> 2 5. Property Sale, area between Washington and Jefferson, 1st Avenue and SP tracks - <br /> The State Highway Department has offered to purchas-e two parcels of City-owned prop- <br /> erty in this area for $1875. It was reported that the properties were originally <br /> reserved for future alleys but were never dedicated for public use. Mr. Crakes <br /> moved seconded by Dr. Purdy to approve the sale. Motion carried. <br /> e Mr. Hawk moved seconded by Mrs. Lauris to approve Item 5 of the Committee report.' 'Rollcall vote. All <br /> councilmen present voting aye, motion carried. <br /> 3 6. Variance Extension, Andy's Catering Service, 2292 DeVos - A. W. Caldwell requested l-year <br /> extension of a variance to operate a catering service at this address. He explained <br /> , that due to the present tight-money situation, it has been impossible to obtain financing <br /> for a new building. Dr. Purdy moved seconded by Mr. Chatt to approve extension of the <br /> I variance for one year on condition that the Caldwells comply with the City's building <br /> ordinances at the present location. Motion carried. <br /> 4 7. Variance Extension, Small Animal Clinic, Villard Street, York - A letter was read <br /> from Lutes and Amundson on behalf of Gordon C. York requesting a six-month extension <br /> of a variance for the construction of a small animal clinic on Vilfard between Frank- <br /> lin and Garden. It was explained that because Dr. York has not been able to dispose <br /> of his present property to the University of Oregon, construction on this project <br /> has not begun. Dr. Purdy moved seconded by Mr. Chatt to approve a one-year extension <br /> of the variance. Motion carried. <br /> 5 8. Gas Code Amendment - The Gas Advisory Board recommended adoption of an amendment to <br /> Section 22A.28 of the Gas Code. It was explained that the changes are mostly technical <br /> and would not affect residential gas service. Mr. McNutt moved seconded by Mr. Crakes <br /> to adopt the proposed amendments. Motion carried. <br /> Mr. Hawk moved seconded by Mrs. Lauris to approve Items 6 through 8 of the Committee report. Motion <br /> carried. <br /> 6 9. Census, Estimated Cost Increase - The Central Lane Planning Council has notified the <br /> City that estimated cost for the County-wide census, in which participation was <br /> authorized by the Council at a cost of $8200 at the meeting of August 8, 1966, has <br /> been found to be too low because of the additional cost of making the count in rural <br /> areas, where it is possible to obtain only 200 names a day instead of the 300 names <br /> I a day originally estimated. Increased cost for the city of Eugene was estimated at <br /> $1800. All participating agencies will share proportionately in the increased cost. <br /> It was further explained that a census in the rural areas is valuable to the City <br /> in planning and annexation questions. Mr. Chatt moved seconded by Dr. Purdy that <br /> the additional cost for the census be approved. Motion carried. <br /> Mr. Hawk moved seconded by Mrs. Lauris to approve Item 9 of the Committee report. Rollcall vote. All <br /> councilmen present voting aye, motion carried. <br /> e 7 10. Parks and Recreation Bonds - It was reported that the Supreme Court is expected to <br /> hand down a decision within a few days concerning the placing of the l~% property <br /> tax limitation measure on the ballot. If the decision is not to place the measure <br /> on the November ballot, the Council should act at the meeting of September 26, 1966 <br /> to sell the bonds as speedily as possible in order to be able to take advantage of <br /> the bid for construction of the Westmoreland Park building submitted by Vik Construc- <br /> tion. No action. <br /> A memo was read from the Finance Director outlining possible plans for selling the $1,750,000 Parks <br /> and Recreation bonds authorized by the voters at the May 24, l~66 election. Mr. Hawk moved seconded <br /> by Mrs. Lauris to offer $1,000,000 of the bonds for sale'at this time. Rollcall vote. All council- <br /> men present voting aye, motion carried. <br /> 8 11. Closing East Park, 8th to South Park, Christmas Village - A letter was read from <br /> the Christmas Village Council requesting temporary closure of this street for the <br /> I period from November 25, 1966 to December 26, 1966. Mr. Chat t moved s eco nded by <br /> Dr. Purdy to approve the request, and also to request the Christmas Village Council <br /> to remove wires from the trees in the park between Christmas seasons. Motion carried. <br /> Mr. Hawk moved seconded by Mrs. Lauris to approve Item 11 of the Committee report. Motion carried. <br /> 9 12. Bids Improvement Pro;ects - A tabulation of bids as opened September 20, 1966 was <br /> submitted. Mr. Crakes moved seconded by Mr. McNutt that the contract for sewer in <br /> e the McLean Boulevard area be awarded to the low bidder. Motion carried. Since no <br /> bids were received on the sidewalk projects on 28th Avenue and on Cleveland Street, <br /> the Public Works Department was authorized to issue another bid call. <br /> il 9/26/66 - 3 ~ <br /> - _ _ 0 ._~_..- <br />
