Planning Commission Report - September 6, 1966 I <br /> 1 a. Rezone to M-l, 330 and 340 High Street, St. Vincent de Paul - This change of zoning <br /> was requested to permit operation of a secondhand~store and chapel on the property. <br /> The PUnning Commiss~on recommended denial because the area had previously been re- <br /> zoned from M-l to R-3G in an effort to upgrade the area. Dr. Purdy moved seconded <br /> .! by Mr. McNutt to deny the request. Motion carried. <br /> 2 b~.Conditional Use Petmit, 1800 Friendly Street, Nursery School, John Jones - The Plan- <br /> ning Commission recommended approval of this request subject to the following condi- <br /> tions: (1) That all requirements as to the R-l zoning be complied with on the de- <br /> velopment of the site; (2) that additional right-of-way be dedicated on West 18th <br /> Avenue; (3) that signs indicating this use should be limited to one l2-square foot <br /> sign; (4) that the site be developed and mai~tained in a resid~ntial manner; (5) that <br /> existing fenc'es and hedges along the southern portion of the property be maintained <br /> as sit'e screening for the day nursery; four o"ff-stre'et parking. stalls be provided; <br /> and (7) that the play area be fenced and also be in a locatio'n on the northwestern" e <br /> portion of the lot. Mr. Lassen moved sec~nded by Mr. McNutt that a hearing be called <br /> for October 10, 1966. Motion carried. <br /> 3 c. Annexation, between Quaker and Bailey Hill Road north of l5th~ Bonson - The Planning <br /> Commission recommended approval of the 100% petition for annexatio~ of this property. <br /> Mrs. Lauris moved seconded by Mr. McNutt to approve annexation~ Motion carried. <br /> 4 d. Annexation, south of 18th between Todd and Bailey Hill Road, McCornack-Breeden - I <br /> This annex at ion, requested by a 100% petitio"n, was recommended for approval' by the <br /> Planning Commission. Mrs. Lauris moved seconded by Mr. McNutt to approve the annexa- <br /> tion. Motion carried. <br /> Mr. Hawk moved seconded by Mrs. Lauris to approve Items la through ld of the Committee report. Motion <br /> . carried. <br /> 5 e. Rezone to R-3G, area north of West Acorn Park, Bonson - The Planning Commission <br /> recommended denial of this request. The Council concurred with the Planning Com- <br /> mission in encouraging Mr. Bonson to proceed with a planned unit devel~ment, for about <br /> 146-148 units on the l5-acre parcel with the prospect that when he is ready, the <br /> zoning ordinance will permit the,development. Otherwise, a program could be de- <br /> veloped by contractual arrangement: Mr. Chatt'moved seconded by Dr. Purdy to deny <br /> the rezoning request. Motion carried. . <br /> Mr. Bonson showed his proposed plan for development of thIs area and requested the Council to short- <br /> cut the usual proceedings followed in zoning newly annexeo areas. He stated that both the ~lanning <br /> Commission and the Council have encouraged him to develop' this "Planned Unit Development Plan", and <br /> that he would like to proceed immediately with the development. It was explained that legal problems <br /> prevent granting such a request, that the City must follow State law which requires public hearings <br /> to be held before annexations can become effective. It was suggested that Mr. Bonson request hearings <br /> on both the proposed plan and the rezoning request at the same time so that the Pla nning Commission <br /> can set conditions for a contractual arrangement or can incorporate appropriate conditions into the I <br /> zoning ordinance. It was further suggested that a letter to Mr. Bonson be prepared stating that the <br /> Council and the Planning Commission have encouraged him in developing this plan. <br /> Mr. Hawk moved seconded by Mrs. Lauris to deny the rezoning request. Mot ion carried.. <br /> Mr. Hawk moved seconded by Mr. Chatt that a letter addressed to Mr. Bonson be prepared as outlined. <br /> Motion carried. <br /> 6 f. Sidewalks, Highland Oaks Area - The Planning Commission recommended that the City e <br /> Council adopt a standard plan for location of sidewalks in this area. In answer to <br /> quest ions from Max Wright," it was explained that this action has been prompted by <br /> complaints from some area residents and by inquiries from contractors now building <br /> in the area and who are required to construct sidewalks within one year of comple- <br /> tion of a residence. Mrs. Lauris moved seconded by Mr. Lassen to approve the plan <br /> submitted by the Planning Commission. Motion carried. <br /> 7 2. SiClewalk, south side of Cal Young and west side of Oakway Road - The question of side- <br /> walks for this area was raised because of the number of children walking to and from <br /> school. Dr.Purdy moved seconded. by Mr. Lassen" that the Council initiate construction <br /> of sidewalks on the south side"of, Cal Young-Road east of Oakway Road, and on the west <br /> side of Oakway Road fr"om ,Fairway Loop to Coburg Road. Motion carried. 1 <br /> 8 I 3. Curb Sidewalk, Friendly from 22nd to 24th - A letter was read from Ray Tuttle, pastor <br /> of the Friendly St~eet Church of God, requesting a va~ianc~ to pe~mita curb sidewalk I <br /> at this loeation. Mr. Lassen moved seconded by Mr. McNutt that the ,request be denied. I <br /> Motion carried. <br /> 9 4. Bethel~Danebo Sewer Trunk C, Right-of-Way <br /> a. Assessment Deferral, Smith and Jackson - The Public Works Department reqeusted per- <br /> mission to defer assessment for Trunk Cagainst- properti.es'owred by William Smith and <br /> Lydia Jackson south of 11th Avenue between Bailey Hill Roa~ and Wallis Street to <br /> enable the City to obtain a permanent sewer easement for Trunk C.
