<br /> 1li)!~ <br /> .~ J).( <br /> e <br /> 10/10/6,6 <br /> I COMMITTEE REPORTS <br /> Committee meeting held September 29, 1966: <br /> "Present: Mayor Cone; Councilmen Hawk, Chatt, Crakes, Purdy, McNutt, Anderson, and Lassen; <br /> City Manager and staff; and others. <br /> 1 l. Planning Consultant. Central Eugene Pro;ect - The Director of the Eugene Development <br /> Agency reported on the procedures used in selecting a planning consultant for the <br /> Central Eugere Project and recommended that Rogers, Taliaferro, Kostritsky, and Lamb <br /> of Baltimore, Maryland, be retained. Alfter extensive discussion, Mr. Chatt moved <br /> seconded by Mr. Crakes to approve employment of this firm as planning consultant for <br /> the Project. Motion carried. <br /> Mr. Hawk moved seconded by Mr. Crakes to approve Item 1 of the Committee report. Motion carried. <br /> e 2 2. Downtown Parking Assessment District - The City Manager report,ed on progress made to <br /> date by the Downtown Parking Assessment District committee with regard to parking <br /> structure at 10th and Oak and said that a feasibility study and appraisals of land <br /> values would be submitted in the near future. <br /> Mr. Hawk moved seconded by Mr. Crakes to receive and file Item 2 of the Committee report. Motion <br /> carried. <br /> I 3 3. Trailer House Variance. 1700 Highway 99N. Herzog - Herzog Mobile Home Sales requested <br /> a variance to allow a trailer house at this location for watchman living quarters. <br /> Mr. Anderson moved seconded by Mr. McNutt to call a public hearing on this request. <br /> Motion carried. <br /> Mr. Hawk moved seconded by Mr. Crakes to approve Item 3 of the Committee report. Motion carried. <br /> 4 4. Crosswalk on Willamette between 11th and 13th - A report was read from the Public <br /> Works Department concerning placement of a sign at ,the crdsswalk on Willamette be- <br /> tween 11th and 13th. It was reported that past attempts to maintain a sign placed <br /> in the street were ineffective, and that the use of a "Stop When Crosswalk Occupied" <br /> sign is in conflict with State law. Consensus of the .Council members was that <br /> possibility of painted signs on the street surface warning of the crosswalk and/or <br /> a small concrete island for pedestrians in the middle of the street should be studied., <br /> 5 5. Hendricks Park - A letter was read from Ruby Hendricks Goodrich concerning the intent <br /> of her father at the time of his gift of 47 acres to be used by the City as a park. <br /> She stated that her father desired the park to be preserved in its natural state as <br /> nearly as is consistent with the best recreational use of the park. <br /> 6 6. Eugene Mission Groundbreaking. 1542 West 1st - A letter was read from the Eugene <br /> Mission thanking Mayor Cone for accepting the invitation to attend groundbreaking <br /> ceremonies on October 5, 1966 and issuing an invitation to Council members. <br /> I 7 7. EWEB Underground Wiring - A letter was read from Eugene Water & Electric Board, <br /> addressed to Pacific Northwest Bell, Teleprompter of Oregon, Western Union, and <br /> the City, concerning its program to remove all overhead lines in a designated portion <br /> of the downtown area. The Board requested all agencies to make arrangements to relocate <br /> all wires or cables now supported by EWEB poles in that area. <br /> 8 8. Belt Line and Coburg Road Land Use Study - It was reported that construction by the <br /> State Highway Department of an interchange on Interstate 5 to provide access to the <br /> e Belt Line Road has given rise to rezoning requests for this recently annexed area <br /> at the southeast corner of Coburg Road and Belt Line Road. The Council concurred <br /> with the Planning Commission's decision that a comprehensive study of the entire area <br /> $hould be made before any decision is made on individual rezoning requests. (See Item 6a, <br /> Other Items following) <br /> Mr. Hawk moved seconded by Mr. Crakes that Items 4 through 8 of the Committee report be received and <br /> filed. Motion carried. <br /> 9 9. Inaugural Flight. West Coast Airlines - It was agreed that an official letter of <br /> thanks for the inaugural flight of the DC-9 jet on Monday, September 26, 1966, be <br /> sent to West Coast Airlines. <br /> 10 10. National League of Cities Convention - Tentative arrangements for travel and accommo- <br /> dations for the National League of Cities convention to be held in Las Vegas, Nevada, <br /> December 3-7, 1966, were outlined. <br /> I 11 lI. Commendation. Police Department - It was agreed that the Eugene Police Department <br /> should be commended for its outstanding performance in handling the visit of <br /> Vice President Humphrey to Eugene on September 28, 1966. " <br /> Mr. Hawk moved seconded by Mr. Crakes that Items 9 through 11 be received and filed, and that in the <br /> letter to West Coast Airlines thanking them for the flight on September 26, 1966 regrets be included <br /> concerning crash of the plane on October 1, 1966.
