Human Rights Commission - Mayor Cone announced appointment of Mrs.John W. <br /> Loughary (Jo), 3255 Olive Street, to complete the unexpired term ending January 1,1968 <br /> of Robert Moulton, resigned. Also, the appointment of Robert D: Kraus, ~288 Linden <br /> Street, to complete the unexpired term ending January 1, 1969 of Dr. Charles W.Thomas, <br /> resigned. <br /> Mr. Hawk moved seconded by Mrs. Lauris to approve Item 5 of the Committee report. Motion carried. <br /> 2 6. Commendation. Fire Department - A letter was read from Kathy Collins, 1332 Kincaid <br /> Street, commending the Fire Department for its work i"n'fighting the Kendall Ford <br /> fire at 13th and Olive on October 11, 1966. In connection with the fire, Councilman <br /> Purdy asked for a study of the cost which would be involved if the City were to pay <br /> for additional insurance covering employees killed in on-duty accidents. He was ad- <br /> vised the figures would be supplied. Mrs. Lauris inquired about insurance in case <br /> of permanent disability and was told that SIAC comes into play .inthat instance and <br /> also that the life policy now carried has a permanent disability clause. <br /> e 3 7. Appreciation. McNutt Room - A letter was received from Kenneth Viegas, program super- <br /> visor for Family Service Program of the Lane County Youth Program, expressing apprecia- <br /> tion fo~ the convenience of using the McNutt Room at City Hall for meetings. <br /> 4 8. Research Committee. International Conference of Building Officials - A letter was re- <br /> ceived from the International Conference of Building Qfficials stating that Eugene's <br /> I Superintendent of Building Inspection, E. C. Mortier, had been appointed as a member <br /> of the Research Committee for a three-year period. Mr. Mortier will attend monthly <br /> meetings of the Committee at no expense to the City. <br /> 5 9. Navy League - An invitation was issued to the Mayor and members of the Council to <br /> attend a no-host cocktail hour at 5:00 p.m. and no-host dinner .at 6:00 p.m. at the <br /> Thunderbird. A further program is scheduled at the Student Union on the University <br /> of Oregon campus at 7:30 p.m., all on October 27, 1966." <br /> Mr. Hawk moved seconded by Mrs. Lauris that Items 6 through 9 of the Committee report be noted and <br /> filed. Motion carried. <br /> ORDINANCES <br /> 6 Council Bill No. 7755 - Dispensing with election in City concerning annexation of area between <br /> Bailey Hill Road and Todd Street, south of 18th (McCornack-Breeden), was submitted and read in full. <br /> Mr. Hawk moved seconded by Mrs. Lauris that the bill be read the second time by council bill number <br /> only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br /> second time by council bill number only. <br /> Mr. Hawk moved seconded by Mrs. Lauris that the rules be suspended and the bill be read the third <br /> time by council bill number only, with unanimous consent of the Council. Motion carried unanimously <br /> and the bill was read the third time by council bill number only. <br /> I Mr. Hawk moved seconded by Mrs. Lauris that the bill be approved and given final passage. Rollcall <br /> vote. All councilmen present voting aye, the bill was declared passed and numbered 14583. <br /> 7 Council Bill No. 7756 - Annexing area between Bailey Hill Road and Todd Street south of 18th <br /> Avenue was submitted and read in full. <br /> Mr. Hawk moved seconded by Mrs. Lauris that the bill be read the second time by council bill number <br /> e only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br /> second time by council bill number only. <br /> I Mr. Hawk moved seconded by Mrs. Lauris that the bill be held over for third reading. Motion carried. <br /> 9 Council Bill No. 7758 - Annexing area between Quaker and Bailey Hill Road north of 15th Avenue <br /> was submitted and read in full. <br /> Mr. Hawk moved seconded by Mrs. Lauris that the bill be read the second time by council bill number <br /> only, with unanimous consent of the Council.
