<br />for a nine-month period. Mr. Lassen moved seconded by Mrs. Lauris to grant permission
<br />for the temporary offi~e trailer for a period of nine months. Motion carried.

<br />2 2. Bids Hendricks Park Streets, Opened October 19, 1966 - A tabulation was presented op
<br />two alternates for street paving within Hendricks Park. The Parks and Recreation Di-
<br />rector explained Alternate 2 covered bids submitted for compiete rebuilding of streets
<br />in front of the animal pens, and recommended that the contract be awarded to the low
<br />bidder on A1ter~ate 1; Stanton Payne, at $21,837.73. Mrs. Lauris moved seconded by ~
<br />Mr'. Anderson to approve the recommendation. Motion carried.

<br />a. Rezone to'C-2 and R-3G, 1330 Co burg Road, Rust, - The P1ann~ng Commission recommended
<br />denial of rezonlng from RA to either. C-2 or R-3G of the Frank Rust property at the I.
<br />southwest,corn~r of Coburg and Ca1 Young Roads. Dr. Purdy moved seconded by Mr.Ander- :

<br />(.1 William V. Cheek, repre~enting Coburg Road Development Company, explained the rezoning petition asked
<br />, for C-2 on th.e corner of the property and R-3G on the L""shaped balance, which would permit construc-
<br />tion of a service station on the corner and. buffer multiple housing around it. He stated the property
<br />,is DO longer considered suitable for residential punposes.
<br />
<br />William O. Knight, real estate representative for ,Union Oil Company, also spoke for. the petitioner,
<br />and Mrs. Betty Niven, Planning Commission member, briefly explained the R-2 permissive use previously
<br />gr1a,1'l!ted south, of the corner property for development of the Coburg Manor. .
<br />
<br />A vote was taken on the motion to approve the Committee action, and. motion c.arried.

<br />4 b. Rezone to M-2 ,855 West 4th, Harding - The Planning Commission recommended deni.a1
<br />of rezoning from R-2 to M-2 which would allow use of an existing building at this
<br />location for storage and office space. The Planning Director and Superintendent
<br />of Building Inspection b'riefly explained that V .A. Harding had requested the rezon- .
<br />ing after having been notified of violation of the zoning ordinance in using a
<br />newly constructed addition to the building for office purposes. Mr. Anderson mov~d
<br />seconded by Mr. Chatt to deny the. rezoning. Motion carried.

<br />sion recommended. approval of r~zoning_from RA to allow construction and operation ~
<br />of a branch postoffice" subject to dedication of an additional 10-foot right~of-way'
<br />..on Portland and on 29th, ~nd subject to installation and maintenan~e of a 5-~oot
<br />hedge on the western and so'uthern boundaries of the property. The Planning Director
<br />explained a portion of the original petition had been withdrawn, and only that por-<:
<br />tion ?f the property actually to be used for the postoffice building is recommended .

<br />tioner, answering questions, Mrs. Lauris. moved seconde.d by Mr'. Cha!=t to approve the

<br />sion reported concurrence with the Counci1'~ action for denial of this r~zoning
<br />from R-3" and recommended that. a hearing be called irmnediately t,o. ame.nd the zoning
<br />ordinance to prohibit front-yard parking in'R-3 and R-4 zones.. No action was taken.

<br />Mr. Hawk moved seconded by Hrs ~ Lauris that Item 3d of the Cormnittee report be nO,ted and fifed, the
<br />Council agre'eing not to rezone the property and t.o go ahead with a public. hearing on fro.nt-.Yard
<br />parking in R-3 and R-4. zones. Motion carried. .. I

<br />7 4. Cross, Skinners Butte - A wr~tten opinion p~esented from ~he City Attorney s!=ated
<br />that the land in, Skinners Butte Park ha~ been dedicated by. Charter amendment. There-'
<br />fore, a Charter amendment would be required to pe!mit sale or ~ease of any part of it
<br />to private individuals.
