Motion carried. <br /> Mr. Hawk moved seconded by Mrs. Lauris to approve Item 12 of the Committee report. Motion carried. <br /> 1 13. Crosswalk on Willamette between 11th and 13th - Copies of a report on this crosswalk <br /> were distributed to Council members for future consideration." <br /> Mr. Hawk moved seconded by Mrs. Lauris that Item 13 of the Committee report be received and filed. <br /> Motion carried. <br /> Councilman Anderson returned to the meeting. <br />e Committee meeting held November 17, 1966: <br /> "Present: Ma)O r Cone; Councilmen Hawk, Crakes, Purdy, McNutt, Anderson, and Lassen; <br /> Councilmen-elect Hayward and Wingard; City Manager and staff; and others. <br /> 2 1. Sidewalk Variance, First Methodist Church, 14th and Olive - Architects Morin and Long- <br /> wood requested a variance from sidewalk requirements to allow curb location for part <br />I of the sidewalk on the Olive Street side of the new First Methodist Church building. <br /> The change would also involve landscaping that portion of the public right-of-way be- <br /> tween the sidewalk and property line. Olive Street width is now 34 feet and very <br /> likely will be widened to 44 feet in the future since it is a commercial arterial. <br /> For this reason, it was recommended that if the variance is approved, an agreement <br /> be required providing for removal of any encroachment in the' right-of-way at no ex- <br /> pense to the C{ty should widening of Olive Street occur. Mr. McNutt moved seconded <br /> by Mr. Hawk to deny the, variance. Motion carried. <br /> Mr. Hawk moved seconded by Dr. Purdy that Item 1 of the Committee report be approved. Motion carried. <br /> 3 2. Sidewalk Location, north side of 28th from Taylor to'west - Curb sidewalk location <br /> for this area was previously denied by the Council. Mr. Lassen moved seconded by <br /> Dr. Purdy to approve sidewalk at a location whereby future widening would create a <br /> curb sidewalk on the north side of 28th from Taylo~ to the west. Motion carried. : <br /> 4 3. Curb Sidewalk, Hilyard south of 40th - Property owners on Hilyard south of 40th re- <br /> quested curb sidewalk location to give better access to street parking and to <br /> eliminate necessity for extremely steep driveways. Mr. Lassen moved seconded by <br /> Dr. Purdy to approve the request. Motion carried. <br /> Mr. Hawk moved seconded by Mrs. Lauris that Items 2 and 3 of the Commi-ttee 'rl?port. Motion carried. <br /> 5 4. Bids Sidewalks, Opened November 15, 1966 - A tabulation was presented of bids opened <br />I on three sidewalk projects. Mr. Lassen moved seconded by Dr. Purdy to award contracts <br /> to the low bidder on each project. Motion carried. <br /> 6 5. Bids Irrigation System Skinners Butte Park, Opened November 2, 1966 - Two bids were <br /> submitted for installation of this system. Mr. McNutt moved seconded by Mr. Crakes <br /> to award the contract to the low bidder. Motion carried. <br /> See action under Bids, New Business earlier in meeting. <br />e 7 6. Abatement 2850 Bell Avenue, Wr~ht - A report from the Superintedent of Building <br /> Inspection described the condition of a building at this address owned by Dorris <br /> Hattie Wright. Repeated contacts have failed to obtain Code compliance, and abate- <br /> ment is recommended. Mr. Anderson moved seconded by Mr. Lassen to proceed. Motion <br /> carried. <br /> 8 7. Abatement 528 West 10th, Chaddock - The Superintendent of Building Inspection re- <br /> quested authorization to proceed with abatement on this building, owned by Marie A. <br /> Chaddock. The Department has been unable to obtain either compliance with the Code <br /> or removal of the build,ing. Dr. Purdy moved seconded by Mr. Hawk to proceed with <br /> abatement. Motion carried. <br /> 9 8. Alley Setback, west side Blair between 3rd and 4th, Eklund - The Zoning Board of <br /> Appeals had denied a request by Lloyd Eklund for permission to construct a build- <br /> ing to the alley line. Variances had been granted in the central business district <br />I where existing development extended to the alley property line, but this type of <br /> variance had not been granted in outlying commercial and industrial areas. The <br /> 3-foot setback would allow a 20-foot alley which would facilitate turning movements <br /> and make possible 2-lane traffic. Dr. Purdy moved seconded by Mr. Hawk to deny the <br /> requested setback variance. Motion' carried. <br /> Mr. Hawk moved seconded by Mrs. Lauris to approve Items 6 through 8 of the Committee report.
