<br />1 Council Bill No. 7801 - Levying assessments for sanitary sewer in Bethe1-Danebo Improvement
<br />District BD-65-13 (bounded on north by City limits; east by future north/south Belt Line Road; south
<br />by'center of Section 21, T17S, R4W; west by section line between Sections 20 and 21 and between
<br />Sections 16 and 17, T17S, R4W), submitted and read the first time in full on November 21, 1966'and
<br />hel'd over for proper notice of assessment to- 'be given -owners of affected property.

<br />Mrs. William Macqueen asked several questions concerning the bid accepted on this project' as compared
<br />to' actual construction costs. She also 'asked for verification of boundaries of the area - being
<br />assessed. - , , .

<br />~.'E. Caldwell, 2292 DeVos Street, stated he felt the assessment is too much. ~
<br />
<br />A report dated December 12, 1966 from the Public Works Director was read in which he set forth the
<br />factors invo1ve'd' in the sewer' construction and which contributed to the cost. The report stated the
<br />contract was awarded to the low bidder of four who submitted bids, and there were no' objections ,at the
<br />time the contract,was awarded. The report also explained again the reason for the difference between
<br />actual cost and the estimated cost'listed in a'brochure'distributed in the Bethe1-Danebo arei prior'
<br />to'annexation. It was ~xp1ained that systems designed by the City since 1964 have included ~ervice' I
<br />lines from lateral sewers to property lines, and that severe underground conditions experienced in
<br />the' trunk sewer installation in the Bethel-Danebo area increased construction cost' on the 1~tera1s
<br />as'we11. '

<br />Deferral of assessment on Gilbert Enterprises property was explained. An easement was granted across
<br />this property and the assessment will be collected when' the property is subdivided. .. , .'
<br />
<br />Several residents from th~ area' being assessed commented with regard to genera1'condition of the
<br />area after sewer constructionwa's' completed, ~md with regard to the City's por tion of the assessment.
<br />Lette~s of protest were noted from Mrs. 'William Macqueen, J. Earl Witchey, Gary.D. Lindsay, and
<br />A.'Bennett, as was a petition representing 78 property owners in the area.

<br />Councilmen Hawk and Lassen called attention to the cost"of ,trunk sewers being borne by the rest of
<br />the City, and that the bids submitted on this project were as low as any submitted on projects con-
<br />structed at that tim.e.
