<br />Councilmen-elect Hayward and Wingard; City Manager and staff; and others. ~

<br />2 1. Appointments. Budget Committee - The City Manager reported that the terms of budget
<br />committee members H. P. Barnhart and Ralph Robinson vp uldexpire January 1, 1961,
<br />and that nominations for the two positions are to be made by 'George Wingard and
<br />Glen Purdy, respectively. Nominations were requested as soon ~s possible in ~rder
<br />that the budget' committee ,ODuld begin orientation sessions.

<br />3 2. Planning Commission Report - November 21. 1966
<br />a. Washington-J~ffeison Bridge. Contract with State and County - A contract between
<br />the city of Eugene, Lane County, ~nd state of Oregon covering construction of
<br />the Washington-Jefferson Bridge, had been returned to the State Highway D~part-
<br />ment for revision to include under 'Things To Be Done By State' the provision
<br />for the structure just south of the bridge to allow for eventual construction
<br />of the 1st-4th connector. The Planning Comrriission recommended approval of the
<br />contract subject to provision of the structur'e to accommodate the 1st-4th con-
<br />nector, and subject to the design of the 1st-4th connector in its north/south I
<br />location to ~un parallel and as closely as possible, to the bridge and in. its
<br />east/west lo~ation to be located 'as closely as poss'ible to the nort'hernly 'right-
<br />of-way of the Southern Pacific tracks. Considerable discussion was held with
<br />,. regard to the design of the facility, t'ime schedule for its construction', inter-
<br />change extension to 6th and 7th, cutback in Federal funds and itspossible effect
<br />on completion schedule, etc. Dr. Purdy moved seconded by Mr. McNutt to approve
<br />the revised contract with the' County and the State. Motion carried. '
