Parking Assessment District. 7th and Willamette - The Planning Commission recom- <br /> mended approval of formation of an assessment district for a parking facility at <br /> 7th and Willamette. If the Central Eugene Project indicates that the area could <br /> better be used for some other purpose, then the lot may be eliminated. Alterna- <br /> tive parking for the general area will be a consideration of the development plan. <br /> Mr. Hawk moved seconded by Mr. Lassen to concur in the Planning Commission recom- <br /> mendation. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. Chatt that Items 1, 2a, and 2b of the Committee report be approved. <br /> Motion carried. <br /> 2 3. County Census. Financing.- The Central Lane Planning Council presented a revised <br /> budget for the Countywide census in progress. It is now estimated an additional <br /> one-third increase will be necessary to complete the counting, primarily due to <br /> higher-than-estimated cost of fi~ld enumerators and more-than-anticipated work on <br /> e proofing mailed-in report forms; The recommended. increase for each public body con- <br /> tributing is - Lane County, $2000; Eugene, $3330; Springfield, $979; lED, $3660. <br /> The City Manager explained that funds could be diverted either from planning studies <br /> budget or from emergency fund budget. Mrs. Lauris moved seconded by Mr. Anderson to <br /> contribute the additional $3330 to the census progra~. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. Chatt to approve Item 3 of the Committee report. Rollcall vote. All <br /> I councilmen present voting aye, motion carried. <br /> Councilman Anderson reported the census is about 95% complete, and that Central Lane Planning Council <br /> will be able to meet the certification deadline of December 24, 1966. <br /> 3 4. Parking Restriction. Washington between Broadway and 10th - Robert H. Goodwin re- <br /> quested 2-hour parking restriction on Washington Street in front of his place of <br /> business. The Public Works Department recommended 2-hour parking on the north half <br /> of the block on the west side of Washington between Broadway and 10th. Dr. Purdy <br /> moved seconded by Mr. McNutt to approve. Motion carried. <br /> 4 5. Abatement Service Station, 3rd and VanBuren - The Building Department reported the <br /> owner of the property at 282 VanBuren had been contacted with regard to demolition <br /> of the building. The owner requested 30 days in which to .clear up legal matters <br /> pertaining to the property prior to demolition. It was understood the Building <br /> Department would follow up. <br /> 5 6. Housing Code Compliance. 2423 Friendly. A. W. Clift - The Housing Board of Appeals <br /> referred to the Council a request from. A. W. Clift , owner of the' property at 2423 <br /> Friendly Street, for relief from Housing Code requirements. An inspection report <br /> revealed the building is badly deteriorated, and Mr. Clift, because of his age and <br /> financial ability, is unable to bring the building to Code requirements. It was <br /> recommended that enforcement of the Housing Code be postponed to give an opportunity <br /> I to explore methods of gaining financial help for the Clifts to repair the building. <br /> Mrs. Lauris moved seconded by Mr. Hawk to table the item. Motion carried. <br /> Councilman Anderson suggested it might be well to form some sort of citizens com- <br /> mittee to consider and find help for cases of hardship in meeting Code requirements. <br /> 6 7. Bids Sidewalks. Skinner's Butte Park, Opened November 18. 1966 - Two bids were pre- <br /> sented for the construction of walks in Skinner's Butte Park. Mr. Hawk moved seconded <br /> by Mr. Anderson to award contract to the low bidder. Motion carried. <br /> e <br /> 7 8. Curb Sidewalk. 27th from Jackson to Tyler - Mrs. Jewel Baker, 920 West 28th, <br /> re- <br /> quested permission to install sidewalk at the curb on the south side of 27th Avenue <br /> from Jackson to Tyler. The Public Works Department ~ecommended denial. It was ex- <br /> plained that other sidewalks already constructed in the area are at standard setback <br /> location. Mr. McNutt moved seconded by Mr. Anderson to deny the r.equest. Motion <br /> carried. <br /> 8 9. Curb Sidewalk. Chuckanut Street Cul-de-sacs. Northwood Estates - The Public Works <br /> Department recommended approval of sidewalk at the curb at these locations since <br /> the cul-de-sac stems are only 73 fee~ long, and an existing house on one of the <br /> cul-de-sacs is located closer to the street than desirable. Dr. Purdy moved seconded <br /> by Mrs. Lauris to approve. Motion carried. <br /> 9 10. Curb Sidewalk. Candlelight Park - Kenneth D. Gilbert requested reconsideration of a <br /> I request for curb sidewalks in the entire ~ubdivision because of depth of front yards, <br /> appearance, maintenance of parking strips, and not having to walk on wet grass when <br /> entering or leaving a car at the curb. Mr. McNutt moved seconded by Mr. Hawk to <br /> maintain location of sidewalks in Candlelight Park as originally platted and to deny <br /> reconsideration of the request for curb sidewalks. Motion carried. <br /> 10 11.
