Parking Assessment District, 10th and Oak - Reporting on progress in formation of an <br />assessment district for a parking structure at 10th and Oak, the City Manager said a <br />law suit had been filed by First National Bank on behalf of Fred Fisk asking for two <br />writs of review, one challenging the assessment formula and one because of deferment <br />of assessment of off-street lots within the proposed district. He further reported <br />that a new hearing had been called for January 9, 1967 to hear any objections there <br />may be from representatives of the DeNeffe estate who had not received notices of <br />the previous hearing. The Manager explained that options had been signed on two of <br />the six properties to be acquired for construction of the parking facility, and <br />that owners of another two properties had agreed to price for their land. <br /> <br />2 <br /> <br />2. Trailer House for Caretaker, Poole's, 1790 Highway 99N - A report from the Superin- <br />tendent of Building Inspection recommended Council reconsideration of Poole's <br />request for permission to have a caretaker live in a mobile home on their property. <br />The report indicated all violations had been resolved. Mr. McNutt moved seconded <br />by Mr. Lassen that the item be reconsidered at the January 9, 1967 Council meeting. <br />Motion carried. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that Items 1 and 2 of the Committee report be filed. Motion <br />carried. <br /> <br />3 <br /> <br />3. Sidewalk Var{ance, 2358 Terrace View Drive, perlich - Gordon Perlich requested per- <br />mission to retain the asphalt sidewalk in front of his residence on Terrace View <br />Drive instead of replacing it' with concrete walk as required by Code. ; The asphalt. <br />was installed at the time of construction of the residence to facilitate entrance <br />to the property by the building contractor. Mrs. Lauris moved seconded by Mr. Lassen <br />th.at c~ncrete walk be installed according to Code requirements. Motion carried. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Item 3 of the Committee report. Motion carried. <br /> <br />4 <br /> <br />4. Holiday Compen$ation' - It was reported that in City 'departments where employes <br />are required to work on a shift basis, unifermity is lacking in compensation or <br />compensatory time off for those having to work on a holiday as part of their normal <br />work week. It was recommended that personnel :rules be amended to provide shift pe~~ <br />sonnel a day of (or ~n extra day's pay for holidays, regardless of whether ihe holiday <br />falls on the employe's regular work shift. Dr. Purdy moved seconded by Mrs. Lauris ' <br />to amend the personnel rules as recommended. Motion carried. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Item 4 of the Committee r~port. Rollcall vote. <br />All councilmen present voting aye, motion carried. <br /> <br />5 <br /> <br />5. 18th Avenue Alignment - The Public Works Department presented two alternates for <br />alignment of 18th Avenue at Oak Patch Road as requested by the Council to eliminate <br />a curve at this location. Alternate No. 1 was recommended because it would maintain <br />an existing right-of-way and would not create double frontages for some of the abut- <br />ting properties. Alternate No. 2 would result in a 13% grade which the Public Works <br />Department considered too steep for an arterial. It was also recommended that the <br />section from City View to Oak Patch Road be done next summer and the balance com- <br />pleted the following year. Mr. Crakes moved seconded ;by Mr. McNutt t.o proGeed with <br />Alternate No.1. "as r'ecommended.
