Hamilton, partner in Hamilton Electric, 232 West 5th Avenue, and Leslie Erb, 610 <br />East 39th Avenue, requested the Council to explore every possible manner in which the Cross may re- <br />main 0n Skinners Butte. <br /> <br />3. Student Dormitory north of Wi11amette River, Sewer Service - MaY9r Cone explained <br />that a proposed student dormitory north of the Wi11amette River adjacent to the <br />Chase property could more efficiently be served by the Springfield sewage treatment <br />plant. Such service requires a request from the Eugene ~ity Council since the pro- <br />posed development lies within the city of Eugene. Mrs. Lauris moved seconded by <br />Mr. A~derson to request Springfield to provide sewer service under such conditions <br />as are suitable to both Eugene and Springfield, Motion carried. <br /> <br />4. Planning Commission Report - December 6, 1966 <br />a. Rename Paragon Road to Bertelsen Road - The Planning Commission recommended chang- <br />ing the name of Paragon Road south of 11th Avenue, which is in line with Bertelsen <br />Road north of 11th, to Bertelsen Road. Mr. McNutt moved seconded by Mr. Lassen to <br />approve the name change. Motion carried. <br /> <br />b. Annex southeast corner Lorane Highway and Chambers, Steinmu11er - The Planning <br />Commissiol) recommended approval of the 100% petition to annex about 1.18 acres <br />at this location subject to an agreement with the City to provide that the peti- <br />tioner pay the cost of pump station and trunk sewer to serve the,property. <br />Dr. Purdy moved seconded by Mr. Anderson to approve. the annexation as recommended. <br />Motion carried. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris to approve Items 3, 4a, and 4b of the Committee report. <br />Motion carried. <br /> <br />5. Housing Policy Statement - The Eugene Development Agency referred to the Council for <br />consideration and possible concurrence a housing policy statement adopted by the <br />Agency. The statement supports preservation and conservation of 10w- to.midd1e-cost <br />standard housing, especially adjacent to the downtown area, and delineates justifica- <br />tion for removal of such housing. Copies of the statement will be reproduced, dis- <br />tributed to the Council, and brought back for consideration at a later date. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris that Item 5 of the Committee report'be received and filed. <br />Motion carried. <br /> <br />5 <br /> <br />6. EWEB Exchange, Bloomberg Park - The Eugene Water & Electric Board advised the Council <br />by letter they are ready to proceed with the exchange of Bloomberg Park properties <br />for construction of a substation to serve Lane Community College and other develop- <br />ment in that area. City property at the northeast corner will be exchanged for EWEB <br />property west of the City's ownership to allow more efficient location of the sub- <br />station. Both the Parks Department and School Board 4 staff recommend approval. <br />Mrs. Lauris moved seconded by Mr. McNutt to proceed with the exchange. Motion carried. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris to approve Item 6 of the Committee report. Rollcall vote. <br />All councilmen present voting aye, motion carried. <br /> <br />6 <br /> <br />7. Sidewalk Lights, northwest corner Broadway and Willamette - Wilmsen, Endicott & Un- <br />thank, architects, requested permission to install several sidewalk lights adjacent <br />to the curb beside the recently remodeled building at this location. James Bernhard, <br />representing the architects, said the owners of the building will be responsible for <br />installation, maintenance, replacement, etc., and that no other exterior signs on <br />the building will be permitted if the lights are insa1led except small name plates <br />over each window. Mrs. Lauris moved to grant permission for the sidewalk lights. <br />It was suggested the item should be referred to the Planning Commission and to the <br />Eugene Development Agency for recommendation. Dr. Purdy moved seconded by Mr.Anderson <br />to refer to the Planning Commission and to the Eugene Development Agency., Motion carried. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris to approve Item 7 of the Committee report. Motion carried. <br /> <br />7 <br /> <br />8. 12th and Willamette Pedestrian Crossing - A report from the Public Works Department <br />was presented with regard to possible change ,in marking or signing the pedestrian <br />crossing on Willamette at 12th. The report said the basic problem in this area is <br />jaywalking, not the physical marking of the crossing, and recommended no change. <br />No action was taken. <br /> <br />Mr. Anderson moved seconded by Mrs.Lauris that Item 8 of the Committee report be received and filed. <br />Motion carried. <br /> <br />9. Sanitary Sewer in area bounded by Eastwood Lane. Oakway Road. Southwood, Lane. Fair- <br />way Loop - Petitioned by owner of 100% of property to be assessed.
