HJR re: Tax Limitation - The City Manager called'the Council's attention to a proposed <br />House Joint Resolution which, if adopted, would freeze Oregon cities' tax base at the <br />1966-67' dollar lev'el.and repeal the 6% 1'imitation feature. Any increase would have <br />to be submitted to the people. He said if such legislation is adopted there would be <br />no fle~ibility for the Budget Committee and: Council without: an election to take care <br />of any increase in services or inflat ionary trends,' and could result in' an election <br />every year on the City's budget.
