<br />rz20 <br /> <br />e <br /> <br />2/27/67. <br /> <br />COMMITTEE REPORTS <br /> <br />1 <br /> <br />Committee meeting held February 9, 1967: <br /> <br />"Present: Councilmen Purdy, Lauris, McNutt, Lassen, Hayward, McDonald, and Wingard; City <br />Manager and staff; and others. <br /> <br />1 <br /> <br />1. Sidewalk Variance, 2358 Terrace View Drive, Per1ich - Council members viewed the side- <br />walk at this location before the meeting and talked with Mr. Per1ich regarding his re- <br />quest for permission to retain the asphalt walk. Mr. McNutt moved seconded by Mr.Lassen <br />to uphold the Council's previous decision to require concrete sidewalk according to the <br />City Code. Motion carried. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Item 1 of the committee report. Motion carried. <br /> <br />2 <br /> <br />2. Planning Commission Report - February 7, 1967 <br />a. Sidewalk Lights, 58 West Broadway - Both the Planning Commission and the Eugene De- <br />velopment Agency recommended denial of the Wi1msen, Endicott, and Unthank request <br />to install 34-inch diameter lights on 9-foot standards at the corner of Broadway <br />and Wi11amette instead of the usual outdoor advertising signs. The recommendations <br />were based on the premise that this installation, being on an individual basis, may <br />not fit into the overall plan for the downtown area. However, it was suggested a <br />temporary permit might be considered requiring removal of the lights should they <br />not conform with later development of the downtown area. Discussion touched on <br />further use of the public right-of-way for private use, location of the lights in <br />relation to parking meters and other equipment, legal problems, possible use of <br />the light standards for meter poles, possibility of hanging the lights from the <br />buildings, etc. James Bernhard, representing the architects, said they would <br />consider a temporary permit and assured the Council the ,installation would not <br />interfere with other equipment. Mrs. Lauris moved seconded by Mrs. Hayward to <br />grant a revocable permit allowing installation of the lights. Motion carried, <br />Messrs. Purdy, Lassen, and McDonald voting no. <br /> <br />" <br /> <br />e <br /> <br />1- <br /> <br />::- <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Item 2a of the committee report. Motion carried, <br />Messrs Purdy, Lassen, and McDonald voting no. <br /> <br />3 <br /> <br />3. Metropolitan Park Study, CLPC - A letter from the Central Lane Planning Council was <br />presented explaining that a planning grant has been approved by the Department of <br />Housing and Urban Development for funds for a metropolitan park study to be under~ <br />taken by the Bureau of Municipal Research and Service. Local matching funds of <br />$8,834 were prorated on,a population basis to the city of Eugene, Lane County, and <br />Wi11ama1ane Park and Recreation District, with the University making a lump sum <br />payment. Eugene's share will be $3,048. Mrs. Lauris moved seconded by Mr. McNutt <br />to participate in the study to the extent of $3,048. Motion carried. <br /> <br />4 <br /> <br />4. Curb Sidewalk, south side 23rd between Patterson and Hilyard, McKenzie Green - <br />Council members looked at the are in question with regard to a request from McKenzie <br />Green for a review of previous Council action denying location of the sidewalk at <br />the curb. Mrs. Lauris moved seconded by Mr. Lassen to uphold the original decision <br />to require installation of the sidewalk at the standard setback location. Motion <br />carried. <br /> <br />f <br /> <br />I <br /> <br />5 <br /> <br />5. Easement, EWEB, Q Street/I-105 Interchange - The Eugene Water & Electric Board re- <br />quested authorization to grant a road easement to the city of Springfield across <br />EWEB's utility easement north and east of the Q Street/I-105 Interchange. Mrs. <br />Lauris moved seconded by Mr. McNutt to grant the road easement. Motion carried. <br /> <br />e <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Items 3, 4, and 5 of the committee report. <br />Rollcall vote. All councilmen present voting aye, motion carried. <br /> <br />6 <br /> <br />6. Rural Fire Protection Districts, 6-mil1 Levy - Copies of a report were distributed <br />to Council members with regard to adequacy of the present 6-mill levy for fire pro- <br />tection for various rural fire districts and contract areas. The item is to be <br />considered at a future date. <br /> <br />7 <br /> <br />7. Institute for Elected Officials - An institute for elected officials will be held <br />at the Universitybf Oregon on Februar~24 and 25, 1967. The institute is planned <br />by the Bureau of Municipal Research. and Service and Division.of Continuing Education' <br />in co-operation with the League of Oregon Cities and Association of Oregon Counties. <br /> <br />8 <br /> <br />8. NLC Legislative Conference - The 3rd annual National Legislative Conference will <br />be held March 12-15, 1967 in Washington, D.C. This Conference is sponsored by the <br />National League of Cities and provides an opportunity for city officials to meet <br />and discuss with Congressional and Administration leaders the nature and status of <br />critical city legislation. <br /> <br />I <br /> <br />9 <br /> <br />9. Street Financial Report, 1965 - A report from the State Highway Department was pre- <br />sented showing comparable amounts of expenditures for streets in various Oregon <br />cities during 1965. Included were amounts spent for capital outlay and for total <br />expenditures which covered capital outlay~ maintenance, traffic controls, etc. <br />Revenue sources were also shown. <br />Dr. Purdy moved seconded by Mr. Anderson that Items 6, 7, 8, and 9 of the Committee report be r~- <br />peived.and filed.
