CAB West Coast Petition - Council members were informed that West Coast Airlines <br />filed a petition with the Civil Aeronautics Board for reconsideration of its <br />order not suspending services of United Air Lines at Medford and Eugene, and <br />asking for revision of the condition of West Coast's certificate with regard to <br />subsidy on nonstop services between Medford and San Francisco. Mrs. Lauris <br />moved seconded by Mr. McNutt to submit an answer to the petition opposing re- <br />consideration of the Board's decision. Motion carried. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Item 10 of the Committee report. Motion carried. <br /> <br />2 <br /> <br />11. Legislation - A resume was given of legislation affecting cities now before the <br />Legislature. House and Senate bills discussed were Mith regard to air quality <br />control, Public Employes Retirement System, collective bargaining with public <br />employes, increase in gas tax and change in allocation of receipts, striking by <br />public employes, property tax limitation, and changes in annexation laws." <br /> <br />e <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that Item 11 of the Committee report be received and filed. <br />Motion carried. <br /> <br />Committee meeting held February 16,1967: <br /> <br />I <br /> <br />"Present: Mayor Cone; Councilmen Purdy, Lassen, Hayward, McDonald, and Wingard; City <br />Manager and staff; and others. <br /> <br />3 <br /> <br />1. Planting Agreement, 2835 Wil1amette Street, Baronti - A report from the Superin- <br />tendent of Building Inspection was read explaining the events leading to Dr.August C. <br />Baronti's appeal to the Council for permission to retain the asphalt paving to the <br />curb line of Oak Street adjacent to his property at 2835 Willamette Street in viola- <br />tion of a 1964 landscaping agreement. Cecil Stickney, attorney representing <br />Dr. Baronti, distributed pictures of the area and said the planting strip is not <br />now feasible, that four or five off-street parking spaces will be lost, and that the <br />screening has no purpose. Mr. Stickney said that Dr. Baronti is willing to install <br />the planting if residences are constructed on the east side of Oak Street., Delos <br />Shinn and Oscar Spliid, tenants, and Dr. Baronti also spoke in support of the appeal. <br />It was explained that because of the changing character of the area sidewalk in- <br />stallation requirements were waived and that sidewalk installation depends upon <br />initiation either by the Councilor by owners of abutting properties. It was pointed <br />out that the purpose of the original planting agreement was to provide a green belt <br />to enhance the appearance of the area rather than to screen or block the view of the <br />property. Mrs. Hayward moved seconded by Mr. Wingard to require compliance with the <br />original agreement. Motion carried. <br /> <br />4 <br /> <br />2. Ribbon Park Association, Green-Circle Park - Mrs. Florence Murdock presented the <br />Ribbon Park Association's Green-Circle Park proposal and requested the Council's <br />support of the general concept of connecting existing City-County parks together <br />with any new parks by trails under public control. She asked Council authorization <br />for the appropriate City staff and departments to work with the Association in de- <br />veloping preliminary plans and information. It was suggested development of such a <br />plan could be included in the Metropolitan Park Study soon to be started by the <br />Bureau of Municipal Research and Service. Dr. Purdy moved seconded by Mrs. Hayward <br />to authorize the City staff to assist on the Green-Circle program in every way <br />possible. Motion carried. <br /> <br />I <br /> <br />e <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve Items 1 and 2 of the Committee report. Motion <br />carried. <br /> <br />5 <br /> <br />3. Collective Bargaining Agreements - Robert L. Ferrar, on behalf of the officers and <br />executive board of Local 1724 of the American Federation of State, County, and <br />Municipal Employes, requested a meeting with the Council to discuss collective <br />bargaining agreements. It was agreed a hearing would be held at the regular Feb- <br />ruary 27, 1967 Council meeting. <br /> <br />Fred Mohr, 2112 Agate Street, recommended the City establish a system of collective bargaining with <br />its employes. <br /> <br />I <br /> <br />Robert Ferrar, representing Loca 1724, asked formation of a permanent employment committee compr~s~ng <br />two councilmen and the City Manager to meet with any City employe to discuss a written contract <br />governing terms of employment. He maintained that a written contract provides a formal means of <br />employe-employer relationship, higher operating efficiency, ,and that without it employes are subject <br />to unfair and unequal treatment. He also maintained that the City's failure to enter into a written <br />agreement on collective bargaining constitutes a refusal to bargain. <br /> <br />Richard Beck, member of Local 1724, and Patrick Flynn, representing the Lane County Central Labor <br />Council, also urged Council action with regard to establishing a collective bargaining agreement <br />with City employes. <br /> <br />'e <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that the City Manager prepare a report .on a collective <br />bargaining agreement with City employes, including an opinion from the City Attorney on any legali- <br />ties involved.
