J&T Construction Company, 3871 Royal Avenue - A report was presented from the City <br />Attorney concluding that the present use by J&T Construction Company of land north <br />of the ditch running through their property for storage of heavy equipment is an <br />expansion of use as defined by the zoning ordinance. He also stated the City has <br />no jurisdiction in the use of helicopters; this is governed by regulations of the <br />Federal Aviation Agency. The Superintendent of Building Inspection was instructed <br />. to enforce the zoning ordinance and inform the property owners they may not con- <br />tinue the expanded use of the property for storage purposes." <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that Item 90f the Committee report be received and filed. <br />Motion carried. <br /> <br />Mayor Cone left the meeting and Council President Purdy assumed the Chair. <br />Committee meeting held February 23, 1967: <br /> <br />"Present: Councilman Purdy, Lauris, McNutt, Anderson, Lassen, Hayward, McDonalc:r, and <br />Wingard; City Manager and staff; and others. <br /> <br />1. H.B.1338, Annexation - Councilwoman Hayward asked if the Council has taken a posi- <br />tion on H.B.1338. The bill provides for annexation by ordinance of adjacent areas <br />having sanitation problems or conditions dangerous to the public health if the <br />annexing city can provide sewers within a given period of time. The bill is sup- <br />ported by the League of Oregon Cities. Mrs. Hayward moved seconded by Mr. Wingard <br />that the city of Eugene support the measure. Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. Anderson that Item 1 of the Committee report be approved. Motion <br />carried. <br /> <br />3 <br /> <br />2. Commendation, Police Department - Councilman Purdy informed other Council members <br />that at a recent conference on the campus University of Oregon President Flemming <br />mentioned the excellent working relationship between Eugene's police department <br />and the University. He said this is one of the few campuses without its own police <br />force, and that the University appreciated the professional help received with re- <br />gard to narcotics and drugs. <br /> <br />4 <br /> <br />3. New Zoning Ordinance - A sheaf of letters was presented from various realtors, <br />appraisers, builders, rental property owners, and others requesting a six-month <br />delay in consideration of the new zoning ordinance now before the Planning Commis- <br />sion. The letters requested that during the six-month period representatives of <br />each of the groups mentioned meet with the Planning Commission for review of the <br />ordinance, and that someone other than a member of the Planning Commission moderate. <br />Planning Commission members present stated it is the intention of the Commission to <br />hold hearings until all sections of the new ordinance are considered, then further <br />hearings will be held on those sections on which objections are received. Also, <br />that work ~~~~ibns will be held wit~ representatives of the various groups before <br />the hearings are finally concluded. It was the general feeling that a six-month <br />delay wouid accomplish nothing that cannot be accomplished by tho~ough considera- <br />tion of the ordinance in the Planning Commission's hearings. It was suggested <br />that an outline of the ordinance be prepared for those attending the hearings, <br />and Vince Farina, Planning Commission chairman, said a summary was prepared com- <br />paring the old and new ordinances where changes were made, and that more will be <br />printed. The letters were received and filed. <br /> <br />Mrs. Lauris moved seconded by Mr. McNutt that Items 2 and 3 of the Committee report be received and <br />filed. Motion carried. <br /> <br />5 <br /> <br />4. Bicycle Agreement, J&W Towing - An agreement was presented between J&W Towing <br />Company and the City wherein J&W would accept for storage abandoned or stolen <br />bicycles picked up by the police department. Owners would retrieve their bikes <br />from J&W, eliminating the need for patrolmen's time and making it easier for the <br />public. For this service, J&W will receive the net profits from sale of unclaimed <br />bicycles, which has be averaging about $500 to $600 per year. Mr. McNutt moved <br />seconded by Mrs. Lauris to approve entering into the agreement. Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. McNutt that Item 4 of the Committee report be approved. Motion <br />carried on rollcall vote, all councilmen present voting aye. <br /> <br />6 <br /> <br />5. Ordinance, Fire Alarm System - A draft of a proposed ordinance was presented <br />setting forth regulations and fee with regard to fire alarm systems for protec- <br />tion of private properties wired into the City's Gamewell system. Mrs. Lauris <br />moved seconded by Mr. McNutt that the ordinance be presented for passage. Motion <br />carried. <br /> <br />Mrs. Lauris moved seconded by Mr. McNutt to approve Item 5 of the Committee report. Motion carried. <br /> <br />II <br /> <br />2/27/67 -l? U <br />
