<br />and all streets constructed or planned for construction have been on that basis.
<br />Street widths in ~he subdivision,were m~ntioned, and Councilman P~rdy_suggested
<br />a'meeting-with the Planning Commission to discuss'~treet widths required by the

<br />7. 1st-4th Connector,; The,Council was informed ~hat options for access to Lincoln
<br />Street have been obtained and 'a 100-unit apartment house is planned for property
<br />directly in the 1st-4th alignment opposite Charnel ton and Lincoln and between the
<br />Southern Pacific's railroad tracks and Skinner's Butte. The area is now ,zoned M-2.
<br />Acquisition 'of the pro'perty at this time would involve $i50,000. The St'ate Highway
<br />Department has not placed the 1st-4th connector on the State highway system and has
<br />no legal authority to intervene. The connector could skirt the property, but, if so,
<br />may' require a double-'deck facility. ,'Or'- if 'constructed to the north, it would be
<br />located on _ Skinner's Butte slope. The, property itself i~,' ou~side the Ce.ntral Eugene
<br />Project bou~dary bVt is included in the North CentralEugen~ Study.

<br />8. Bids,Improvement Pro;ects - Tabulat,ion of bids -opened F~bruary 16, 1967 for various
<br />improvement projects was presented. The 'Public Works Department recommended con-
<br />tracts be awarded to the low bidder on ,each project, with the award of contract for
<br />paving-and sewers in Leahy Plat and in Elm Park su6ject to ~pproval of t6e developers.
<br />Mr. McNutt moved seconded by Mr. Anderson to approve the recommendation. Motion
<br />carried, Mr. Lassen _ abstaining on contract for paving Elizabeth Street. Motirn carried.

<br />9. Ordinance, Electrical Board Appointments - The Eugene Electrical Board recomm'ended
<br />modification of the Electrical Code with regard to appointment of Board members. All
<br />three members are now appointed on an annual basis. _ The Board suggested appointments
<br />be made for a three-year term, with one member being appointed each year. It was
<br />ag~~ed an amending ordinanGe should be drawn for presen~ation.

<br />11. Traffic Control, 8th and Madison - The Public Works Department recommenped prohibition
<br />of parking for an additional 40 feet in all directions at the intersection of 8th and
<br />Madis'on a's the 'result of a r'equest froni the First Church ,of the Nazarene for traffic
<br />control at that intersection. State law now' prohibits parking within 25 feet of any
<br />intersection. The Public Works Department reported that neither traffic volumes nor
<br />conditions at that corner warrant 'stop' or 'yield' signs. Mr. Lassen moved seconded
<br />by Mrs. Lauris to approve the recommendation, with a review at the end of six months.

<br />12. Parking Restriction,- Mill and 11th - Carl Ingram, owner of the 11th Avenue Donut
<br />Shop, requested parking limits along the, east and west turbsof Mill Street south
<br />of 11th Avenue. 'The Public Works -Departme'nt' recommended installation of 2-hour
<br />parking on ,the west side only for 95 feet south of 11th, providing four parking
<br />spaces, but opposed any restrictio'ns for the east side. Mrs. Hayward moved seconded
<br />by Mr. Lassen to approve the recommendat-ion. Motion carried.
