Fircrest Drive - In June 1966 the Council denied <br />a request to delay construction of the sidewalk on Fircrest Drive. None of the side- <br />walk :has .been constructed, and a new petition has now been r,eceiv-ed "re-q-uesting recon- <br />sideration ,of the Council's action. Council members viewed the area prior to the meet- <br />ing. Mr. Lassen :moved second'ed by Mrs. Hayward to, uphold the 'previous action and requi.re <br />sidewalk construction in co.mpliance with the City Code. Motion carried. <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Lassen to approve Item 6 of .the Committee report. Motion carried. <br /> <br />2 <br /> <br />7. Willakenzie Land Use Plan - Announcement was made of public hearing on the Land Use <br />Plan to be held at 7:30 p.m., March 9, 1967, in the Council Chamber." <br /> <br />Mrs. Lauris moved se-cond'edliy Mr. Las.sen :that Item 7 of the Committee report be received and' filed. <br />Motion carried.: ' . <br /> <br />Other Committee items not yet considered: <br /> <br />3 <br /> <br />1. Sewers. Outside Areas - A letter was read from the city of Springfield in reply to a <br />requ'est from--the cfty "of Eugene for consideration of providing sewer service ,to a. <br />proposed student' dormitory project between the two cities'. The letter suggested a ' <br />meeting betw~en the Eugene .and Springfield Councils and .theLane County Commissioners <br />to activate the Metropolitan Sewer St!-1dy.Committee for review of policies and copdi- <br />tions with regard to sewer service. to .areas not .now served. <br /> <br />- <br /> <br />Mrs,. Lauris'moved s-econdedby Mrs. Hayward to schedule a :meeting. as s.uggested. Motion carried. " <br /> <br />I <br /> <br />4 <br /> <br />2. Paving and sewers Valerie Park - Petitioned by owners of 100% of the property to be <br />assessed. The Public Works Department estimated a cost of $2400 to the City for cul- <br />verts in the SCS channel in the subdivision. <br /> <br />Mrs. Lauris' 'riioved' seconded'oy Mr. McDonald .to approve the petition~ ,Motion carried. <br /> <br />5 <br /> <br />3. Sanitary Sewer Hall's Highland Addition - Petitioned by owners of 50% of property to <br />be assessed. Abutting properties 'on t,he .east side of .this project are. outside the <br />City; necessitating a deferred assessment of about $4000 until' annexed.- <br /> <br />Mrs. Lauris moved seconded by Mr. Lassen to approve the petition: Motion.carried. <br /> <br />6 <br /> <br />4. Legislation. PERS - Comparative figures were submitted by the Administrative Assistant <br />with regard to employe and employer contributions and employe benefits under the present <br />Public Employes Retirement System and .thosepr9posed in two measures before the Legisla- <br />ture. One :measure, H. B.'1077, is designed to provide, aft'et 30 years employment, a: total <br />retirement benefit both from PERS and Social Security equivalent to 50% of the average <br />salary for .the ,last five'years of employment. The:other measure, H.B.1264, would try <br />to proyide a retirement benefit of 50% of.the ~verage salary for the last five years of <br />employment,' pIus the Social Security payments. <br /> <br />Mrs. Hayward moved seconded .by Mr. Wingard to o~fer' support for H. B.l077: Motion carried. Mr. Lassen <br />voting no. <br /> <br />I <br /> <br />:ORDINANCES <br /> <br />7 <br /> <br />Council Bill No: 7887 - Levying' assessments for paving Grant Street from 23rd Avenue to 24th <br />Avenue; 23rd Avenue from' Grant Street to Chambers S,treet.; and sanitary sewer between Chambers Street <br />and Grant Street from 23rd Avenue to 24th Avenue, submitted and read the first time in full on <br />February 6, 1967 and held over to this meeting to allow proper notice of assessment to be given <br />owners of affe"cted properti'es, was 'brought back f6r consideration ,with no written protests on .file. <br /> <br />- <br /> <br />Mrs. Lauris moved seconded 'by Mr~:.Las~en~:(; that the <br />number only,with'unanimous consenc of the Council. <br />read the second time by council bill number only. <br /> <br />bill be ~ead the second time by council bill <br />Motion carried unariiinously and the 'bill was <br /> <br />Mrs.' Lauris moved seconded by Mrs'.
