Motion carried. <br /> <br />6. Truck Loading Zone. Lincoln Street north of 28th Avenue - School District 4 ~equested <br />installation of a 25-foot truck loading zone at the east curb of Lincoln Street north <br />of 28th Avenue for access to the Francis Willard School cafeteria. The Public Works <br />Department recommended approval. Dr. Purdy moved seconded by Mr. McNutt to install <br />the requested loading zone. Motion carried. <br /> <br />7. Sale City Property. 27th and High - An inquiry was received regarding sale of the <br />City's property at 27th and High. The City Manager explained bids previously had <br />been called, and the highest offer submitted was $10,000. The property is appraised <br />at about $18,000. Mr. Wingard moved seconded by Mr. McNutt to call for bids at this <br />time. Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. Lassen to approve Items 6 and 7 of the Committee report. Motion <br />carried. <br /> <br />8. Sales Tax - General discussion took place with regard to possible enactment of a 3% <br />sales tax by the State Legislature, the proceeds to be used entirely by local <br />governmental agencies - cities, counties, school districts. The discussion also <br />included possibility of local taxing authority and alternative methods of accomplish- <br />ing flexibility in financing for local .agencies." <br /> <br />Mrs. Lauris moved seconded by Mr. Lassen that Item 8 of the Committ~e report be received and ,filed. <br />Motion carried. <br /> <br />Committee meeting held March 9, 1967: <br /> <br />"Present: Mayor Cone; Councilmen Purdy, Lauris, Lassen, Hayward, McDonald, and Wingard; <br />City Manager and staff; and others. <br /> <br />1. Improvements. 7th Addition Highland Oaks - C. H. Morgan requested waiver of the <br />January 15 cutoff date in order to complete public improvemen~ in 7th Addition to <br />Highland Oaks during the 1967 construction season. The Public Works Department <br />recommended .approval since it.. ~s a relatively s,mall area and ,no problems are <br />anticipated. Mr. Lassen moved seconded by Mrs. Hayward to include the work in <br />this year's program. Motion carried. <br /> <br />2. Culvert Extension. 6th Addition Bar M - Clair L. Adkins and Oscar Offet requested <br />extension of the existing culvert on the drainage channel run~ing through the 6th <br />Addition to Bar M Ranch subdivision for a distance of about 600 feet north and west. <br />The Public Works Department estimated the cost of the extension at $14,665.00 and <br />recommended approval of its installation with Adkins-Offet paying a portion of the <br />cost equivalent to a 24-inch diameter line. That portion would amount to $4,157, <br />and the City's share would be $10,508. Both Mr. Adkins and Mr. Offet commented <br />that the open ditch is a hazard. Mr. Lassen moved seconded ,by Dr. Purdy to approve <br />extension of the culvert as recommended. Motion carried. <br /> <br />3. Paving 38th, Willamette to Knob Hill Lane - Petitioned by owners of property east <br />of the proposed paving, none of whom own property abutting the project. The Public <br />Works Department recommended Council initiation, since the unimproved street is a <br />short section connecting paved areas. Dr. Purdy moved seconded by Mrs. Hayward to <br />initiate the paving of 38th from Willamette to Knob Hill Lane. Motion carried. <br /> <br />4. Curb Sidewalk. Hayes Street north of 17th - McKenzie Green requested sidewalk loca- <br />tion at the curb on the west side of Hayes from 17th to the north end of the cul- <br />de-sac. There was no objection. The sidewalk on 17th to which it would connect <br />is located at the curb. Mr. Wingard move4 seconded by Dr. Purdy to grant the re- <br />quest. Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. Lassen to approve Items 1, 2, 3, and 4 of the Committee report. <br />Rollcall vote. All councilmen present voting aye, motion carried. <br /> <br />5. Model Cities Grant Program - David Hunt, Eugene Development Agency director, out- <br />lined possible achievements under the Grant Program. A deadline of May 1, 1967 <br />has been set for submission of the first round of applications. Mr. Hunt said the <br />Federal government will provide funds to cities on a selective basis equivalent to <br />80% of the total non-Federal share of existing related Federal grant-in-aid programs. <br />Selection would probably be made on the basis of greatest need and most imaginative <br />program. The City Manager said he felt an application would be difficult to justify <br />when comparing Eugene's needs to those of other cities. Council members agreed to <br />continue the discussion at the March 13, 1967 Council meeting. <br /> <br />Further discussion took place, with Eugene Development Agency Director Hunt explaining procedures in- <br />volved in filing of an application are complicated and would mean gathering detailed information on <br />all related grants now in force in the City. Also, that funds appropriated for this program are very <br />limited considering the probable number of cities which will apply. <br /> <br />Mrs. Lauris moved seconded by Mr. Lassen to table consideration of application for funds under the <br />~odel Cities Grant Program for one year.
