Resignation from EDA, Niven - A letter of resignation was read from Betty Niven stating <br />that other commitments make it impossible for her to continue as a member of the Eugene <br />Development Agency. It was agreed the Council should adopt a resolution ,commending <br />Mrs. Niven for her work as a me~er of the Agency. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that Item 25 of the Committee report be approved. Motion'" '. <br />carried. <br /> <br />2 <br /> <br />26. Metropolitan Sewers - A letter was presented from Springfield's Acting City Manager <br />indicating the Springfield City Council has designated June 5, 1967 for a meeting with <br />Eugene Council members and with County Commissioners. The meeting is being arranged <br />to discuss metropolitan sewer problems common to all three age~cies. <br /> <br />3 <br /> <br />27. Uniform Plumbing Code - The City Manager read a list of cities and other jurisdictions <br />throughout the western states which have adopted the Uniform Plumbing Code. The list <br />was supplied by the International Association of Plumbing and Mechanical Officials at <br />the request of the city of Eugene as the result of questions arising from Eugene's <br />adoption of the Uniform Plumbing Code. <br /> <br />4 <br /> <br />28. West Coast Application for Exemption - A letter from West Coast Airlines was presented <br />which asked Eugene's support for West Coast's application for exemption from restric- <br />tions which prohibit originating flights at cities south of Portland if these flights <br />serve both Medford and San Francisco. It was understood the letter would be referred <br />to the Chamber of Commerce Aviation Committee for recommendation. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that Items 26, 27, and 28 of the Committee report be received <br />and filed. Motion carried. <br /> <br />5 <br /> <br />29. Legislation, H.B.1721, Annexation Procedure - The City Manager explained 1egisl,ation <br />which would change election procedure for consent annexations and create local agency <br />boundary boards to~review annexation proposals. The proposed legislation was to be <br />explored further before any stand is taken by the City. <br /> <br />The City Manager suggested authorization be given to question method of appointment of boundary boards <br />and authority of boundary boards to call elections on 100% or triple two-thirds consent annexations. <br />He recommended opposition to the legislation if it eliminates "consent" annexations. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to write to State Legislators in line with the recommenda- <br />tion. Motion carried. <br /> <br />6 <br /> <br />30. House Moving, 955 East 43rd, Baitis - Henry Baitis read a statement raising legal points <br />with regard to the house recently moved to 955 East 43rd Avenue adjacent to property <br />owned by Mr. Baitis. Copies of the statement were to be furnished, referred to the City <br />Attorney, and brought back to the Council for consideration" <br /> <br />The City Manager said a copy of Mr. Baitis' statement was received and referred to the City Attorney. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that Item 30 of the Committee report be received and filed. <br /> <br />ORDINANCES <br /> <br />7 <br /> <br />Council Bill No. 7932 - Levying assessments for paving alley between Kincaid Street and Harris <br />Street from 18th Avenue to 19th Avenue (1403) was submitted and read the first time in full on <br />March 13, 1967 and held over to this meeting to allow proper notice of assessment to be given owners <br />of affected properties, and now brought back for consideration with no written protest on file. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that <br />only, with unanimous consent of the Council. <br />second time by council bill number only. <br /> <br />the bill be react the second time by council bill number <br />Motion carried unanimously and the bill was read the <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that <br />only, with unanimous consent of the Council. <br />third time by council bill number only. <br /> <br />the bill be read the third time by council bill number <br />Motion carried unanimously and the bill was read the <br /> <br />Dr. Purdy moved seconded by Mr. Anderson that the bill be approved and given final passage.
