It was recommended to accept Mrs. Leeman's offer and proceed <br />with construction of the relief line, and to initiate vacation of the old easement. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve the recommendation. Motion carried. <br /> <br />1 <br /> <br />6. Dedication, Riverview Street - A quitclaim deed was presented from Lane County <br />dedicating for road purposes an easement lying south of the southerly extension <br />of Riverview Street. The Public Works Department recommended acceptance of the deed. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to accept the deed. Motion carried. <br /> <br />2 <br /> <br />7. Community Shelter Program, Civil Defense - The Council was invited to attend a meeting <br />April 26, 1967 in Harris Hall concerning development of a Community Shelter Plan. The <br />Plan is being prepared by the Central Lane Planning Council. <br /> <br />The letter of invitation was received and filed. <br /> <br />3 <br /> <br />8. Tree Planting, Kiwanis - A letter. was read .from the Early Bird Kiwanis, reporting on <br />the tree planting program in the Friendly Street area ~n which they participated <br />with the Parks Department, and .saying .they will. now. consid.e,r assuming continued re- <br />sponsibility for the tree planting program in that area. <br /> <br />The Council asked that a letter of appreciation be sent .the Kiwanis people. <br /> <br />4 <br /> <br />9. Tree Deed, North Las Vegas - A deed was presented convey.ing to the city of Eugene the <br />land in North Las Vegas upon which an Oriental Sycamore is planted. The tree was <br />sent to North Las Vegas by Eugene in connection with a landsccp ing project carried <br />on during the last conference of the National. League of Cities~ <br /> <br />The deed was received and filed. <br /> <br />5 <br /> <br />10. Registered Sanitarians, Rackleff and. Masengil - A let.ter was read fro m the. Sta: e <br />Sanitary Authority informing the Council that Ellis Rackleff and Ben Masengil <br />of the City's health department have completed examinations and have been certi- <br />fied by the State .as Registered Sanitarians. <br /> <br />The letter was received and filed. <br /> <br />6 <br /> <br />11. Sidewalk Variance, Fircrest ,Drive- A petition was .pres,ented from Larry J., Anderson, <br />on behalf of himself and other owners of property on Fircrest Drive, applying for <br />temporary non-compliance of sidewalk construction. The temporary permit was re- <br />quested until further development of the .area and .to al~ow the petitioner to in- <br />stall drainage facilities for his property. . The Public Works Department reported <br />there is nothing to hinder installation of drainage facilities at the time of <br />sidewalk construction. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to reaffirm previous deni~d of waiver of sidewalk construc- <br />tion requirement and to deny rehearing. Motion carried. <br /> <br />7 <br /> <br />12. Paving Rocky Lane - The Council previously authorized purchase of right-of-way <br />property for improvement of Rocky Lane from Ronald Allen for $350. A letter from <br />Mr. Allen was noted in which he explained the basis for his request of $1700 for <br />the property. He requested delay of the project Eor one year. It was explained <br />that owners of the property to the north had petitioned the improvement, and had <br />not been notified the matter would be discussed at this meeting. <br /> <br />Mrs. Lauris moved seconded by .Mr. Wingard that the item be held .t.o the next. Council meeting and to <br />notify other parties involved. Motion carried. <br /> <br />8 <br /> <br />13. National League of Cities Conference - Announcement was made of the annual con- <br />ference of the National League of Cities to be held in Boston,. Massachusetts, <br />July 29 - August 2, 1967. <br /> <br />9 <br /> <br />14. Legislation <br />a. S.B.428 This bill is sponsored by the Associated General Contractos and would <br />require public works projects of more than $5000 to be let for bid. The City <br />Manager said Eugene probably would rarely be hindered, however there' may be <br />occasions when it would be to the City's advantage to do such work with City <br />forces. He recommended opposition to the bill on the basis that local govern- <br />ing bodies should have authority to determine the method of doing their own <br />public works, projects. Councilman McNutt explained that in some areas cities <br />and counties are operating as construction ,firms, and said he felt the minimum <br />should be $20,000 instead of $5000. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to oppose the bill. Motion.carried, Mr. McNutt voting no. <br /> <br />b. H.B.1444 - This bill would enable creation of agencies to provide services of <br />a metropolitan nature, limited to sewers, water, airport planning, street <br />lighting, etc., and is supported by Portland and three contiguous counties in <br />that area. The League of Oregon Cities opposes the legislation. <br /> <br />Mr. Wingard moved to support the bill. There was no second. It was agreed that more information <br />should be brought back to the Council before a stand is taken. <br /> <br />II 4/24/6};;., - 13 <br /> <br />\\..~ <br />
