A letter was read from the Committee requesting Council adopt the report <br />as official Council policy. Mr. Anderson moved seconded by Mrs. Hayward to schedule <br />a public hearing on the report at the next regular meeting of the Council on April 24, <br />1967. Motion carried. <br /> <br />I <br /> <br />Vince Farina, chairman of the Eugene Planning Commission, urged adoption of the policies set forth <br />in the Conference report, and said the proposals therein were merely suggested as guides for Council <br />consideration as the need may arise. <br /> <br />David Gibney, Willamette National Forest supervisor, called attention to the Federal controls recom- <br />mended on timber cutting in relation to water supply and pollution and asked deletion of that item. <br />He also asked deletion of the recommended State control of slash burning in relation to air pollution. <br />A letter from Mr. Gibney was noted in which he set forth reasons for deleting these items. <br /> <br />Dr. Miller cited instances of timber stands and cutover areas she had noted which appeared to refute <br />Mr. Gibney's arguments. <br /> <br />e <br /> <br />Dean Haley, a member of the Conference committee, favored adoption of the policies to effect purpose- <br />ful long-range planning. <br /> <br />Vern Gleaves, a Conference committee member, said he felt in many instances the report was unrealistic <br />in its approach to far-ranging problems, and that the contents of the report should be fully under- <br />stood before adoption. <br /> <br />Dan Herbert, architect, said he felt the program should be continuously reviewed and subject to ad- <br />justments as conditions dictate. <br /> <br />I <br /> <br />Betty Niven, Planning Commission and Conflerence committee member, reported on the number of people <br />participating in the Conference and stated the report reflected the ideas of a good cross-section <br />of the community. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to act on each chapter of the report separately. Motion <br />carried, Mrs. Lauris voting no. <br /> <br />Dr. Purdy moved seconded by Mr. Wingard to approve Chapter 1, Goals and Assumptions 1966-1986, with <br />the following amendments: <br /> <br />Goals, Item 1 - Delete the words "and raise a family." <br /> <br />Assumptions, Item 3 - Delete the words "... racial, religious,. and other minority groups." <br />and insert instead "... persons who are members of minority gro ups." <br /> <br />Motion carried. <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to approve policy set forth in each of the following <br />chapters: <br /> <br />Chapter 2 - Air and Water. pollution <br />Chapter 3 Housing <br />Chapter 4 - Appearance <br />Chapter 5 - Noise Control <br />Ohapter 6 - ~ransportation <br /> <br />I .. <br /> <br />Chapter 7- University of O'regon <br />Chapter 8 Industrial and ~ommercial <br />Dev.elopment <br />Chapter 9 - Downtown <br />Chapter 10- Metropolitan Problems <br /> <br />I <br /> <br />Motion carried. <br /> <br />Some discussion ensued with regard to proposals stated in the report, and it was recommended any <br />future copies of the report should conform to action taken by the Council on specific items. <br /> <br />e <br /> <br />, : <br /> <br />Dr. Purdy moved seconded by Mr. Anderson to. amend Chapter 2, Air and Water Pollution, Proposals <br />State - lb. Delete the words "...forest slash..." <br />Federal - 2. Delete the entire paragraph. <br />3.
