~8S ~ '. ,1, e 4/24/67. 1 3. Community Goals Report - The Community Goals Committee report was presented t9 the Council. A letter was read from the Committee requesting Council adopt the report as official Council policy. Mr. Anderson moved seconded by Mrs. Hayward to schedule a public hearing on the report at the next regular meeting of the Council on April 24, 1967. Motion carried. I Vince Farina, chairman of the Eugene Planning Commission, urged adoption of the policies set forth in the Conference report, and said the proposals therein were merely suggested as guides for Council consideration as the need may arise. David Gibney, Willamette National Forest supervisor, called attention to the Federal controls recom- mended on timber cutting in relation to water supply and pollution and asked deletion of that item. He also asked deletion of the recommended State control of slash burning in relation to air pollution. A letter from Mr. Gibney was noted in which he set forth reasons for deleting these items. Dr. Miller cited instances of timber stands and cutover areas she had noted which appeared to refute Mr. Gibney's arguments. e Dean Haley, a member of the Conference committee, favored adoption of the policies to effect purpose- ful long-range planning. Vern Gleaves, a Conference committee member, said he felt in many instances the report was unrealistic in its approach to far-ranging problems, and that the contents of the report should be fully under- stood before adoption. Dan Herbert, architect, said he felt the program should be continuously reviewed and subject to ad- justments as conditions dictate. I Betty Niven, Planning Commission and Conflerence committee member, reported on the number of people participating in the Conference and stated the report reflected the ideas of a good cross-section of the community. Dr. Purdy moved seconded by Mr. Anderson to act on each chapter of the report separately. Motion carried, Mrs. Lauris voting no. Dr. Purdy moved seconded by Mr. Wingard to approve Chapter 1, Goals and Assumptions 1966-1986, with the following amendments: Goals, Item 1 - Delete the words "and raise a family." Assumptions, Item 3 - Delete the words "... racial, religious,. and other minority groups." and insert instead "... persons who are members of minority gro ups." Motion carried. Dr. Purdy moved seconded by Mr. Anderson to approve policy set forth in each of the following chapters: Chapter 2 - Air and Water. pollution Chapter 3 Housing Chapter 4 - Appearance Chapter 5 - Noise Control Ohapter 6 - ~ransportation I .. Chapter 7- University of O'regon Chapter 8 Industrial and ~ommercial Dev.elopment Chapter 9 - Downtown Chapter 10- Metropolitan Problems I Motion carried. Some discussion ensued with regard to proposals stated in the report, and it was recommended any future copies of the report should conform to action taken by the Council on specific items. e , : Dr. Purdy moved seconded by Mr. Anderson to. amend Chapter 2, Air and Water Pollution, Proposals State - lb. Delete the words "...forest slash..." Federal - 2. Delete the entire paragraph. 3. Add "logging" so as to read "...dam construction, logging, road construction, and..." Motion carried, Mrs. Lauris and Mr. W:ingard voting no. Dr. Purdy moved seconded by Mr. Anderson to approve the following Planning Commission recommendatwns: That top priorty be given to .It'em lb - :Chapter,'3, Housing, Propos.als (Assessor's office asked to publish and distribute list of basic improvements which can be made to a structure without affecting its taxable value.)
