National Bank's request for parking prohibition for 20 feet east and west of <br /> its west driveway on the north side of 29th Avenue near Portland Street. Mr. McNutt <br /> moved seconded by Mr. McDonald to appr.ove. Motion carried. <br /> 2 9. Collector Street. 23rd from Willamette to Friendly - The Public Works Department, <br /> because of accidents occurring at the intersections of 23rd with Olive and Charnelton, <br /> recommended that 23rd be designated a collector street with yield signs installed at <br /> those intersections not now controlled. Mrs. Lauris moved seconded by Mr. Lassen to <br /> refer this item to the Planning Commission for review. Motion carried. <br /> 3 10. Street Closure. south of Country Club Road and turn off north of 3rd Avenue at Coburg <br /> Road - The Public Works Department recommended immediate closure of the street running <br /> diagonally behind the service station at the southwest corner of Coburg Road and <br /> Country Club Road, and of the turn off lane from Coburg Road to Ferry Street immedi- <br /> ately south of the bridge. Both closures were requested as a result of accident incidence <br />e at these locations. The Public Works Department also requested initiation of street. im- <br /> provement on that section of Country Club Road between Coburg Road and the Delta Highway <br /> for construction in the 1968-69 season. A letter was noted from Charles L. Potterf, <br />" 420 East 3rd Avenue, calling attention to the accidents caused by the right-angle turn <br /> from Coburg Road to Ferry Street. Mrs. Lauris moved seconded by Mr. McNutt to refer <br /> the item to the Planning Commission. Motion carried. <br />I 4 11. Crossing Gates. SP at Garfield. Pearl. and High - The Public Works Department recom- <br /> mended installation of crossing gates at the Southern Pacific tracks on Garfield, <br /> Pearl, and High. The cost of the installations would be shared 50/50 by Southern <br /> Pacific and the City, with the City's share estimated at $10,000 per crossing to be <br /> budgeted for 1968-69. Mr. McNutt moved seconded by Mr. McDonald to approve the City's <br /> entering into a contract with Southern Pacific as recommended. Motion carried. <br /> Mr. Lassen moved seconded by Mr. McDonald that Items 8, 9, 10, and 11 of the Committee report be ap- <br /> proved. Motion carried. <br /> 5 12. Condemnation. 7th and Wi1lamette Parking District - The Assistant City Manager informed <br /> the Council condemnation ordinances would be presented at the June 26, 1967 meeting for <br /> two properties in the proposed 7th and Wi11amette parking assessment district. <br /> Mr. Lassen moved seconded by Mr. McDonald to proceed with condemnation of properties necessary for <br /> the 7th and Wi1lamette parking assessment district. Motion carried. <br /> 6 13. Federal Legislation. Metropolitan Planning Review - A letter was read from the Mayor <br /> of Stockton, California requesting support for Federal legislation which would repeal <br /> the provision in the 1966 Demonstration Cities and Metropolitan Development Act making <br /> mandatory a review by a metropolitan or regional planning agency as a prerequisite for <br /> Federal loans for public works projects and local facilities. No action was taken." <br /> Mr. Lassen moved seconded by Mr. McDonald that Item 13 of the Committee report be received and filed. <br />I Motion carried. <br /> ORDINANCES <br /> 7 Council Bill No. 8055 - Levying assessments for paving, sanitary and storm sewers in 2nd Addi- <br /> tion to Century Park, submitted and read the first time in full on May 22, 1967 and held over to this <br /> meeting to allow proper notice of assessment to be given owners of affected properties, was brought <br /> back for consideration with no written protests on file. <br />e Mr. Lassen moved seconded by Mr. McDonald that the bill be read the second time by council bill number <br /> only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br /> second time by council bill number only. <br /> Mr. Lassen moved seconded by Mr. McDonald that the bill be read the third time by council bill number <br /> only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br /> third time by council bill number only. <br /> Mr. Lassen moved seconded by Mr. McDonald that the bill be approved and given final passage. All councilmen present voting aye, the bill was declared passed and numbered 14891. <br /> 8 Council Bill No. 8056 - Levying assessments for paving Hayes Street from 12th Avenue to 14th <br /> Avenue; Grant Street from 14th Avenue to 15th Avenue; 14th Avenue from Hayes Street to Chambers Street; <br /> and 15th Avenue from Grant Street to Chambers Street, was submitted and read the first time in full <br /> on May 22, 1967 and held over to this meeting to allow proper notice 'of assessment to be given owners <br />I of affected properties, and now brought back for consideration with no written prttests on file. <br /> Mr. Laasen moved seconded by Mr. McDonald that the bill be read the second time by council bill number <br /> only, with unanimous consent of the Council.
