<br /> Avenue be called "Everglade Drive." Mrs. .Lauris moved seconded by Mr. Lassen to
<br /> approve the recommended names. Motion carried.
<br />2 e. Variance Extension, Bethel Drive between Roosevelt Way and Southern Pacific tracks,
<br /> Manning 'Seed Company - The Planning Commission recommended.extension of the variance
<br /> at this location to allow storage of seed cones from August 15, 1967 to about
<br /> December 31, 1967. Mrs. :Lauris,moved seconded by ~r. McNutt to approve the extension.

<br />3 : f. Charter Amendment, Mapped Streets - The Planning Commission recornrnended that the
<br /> Council submit,a Charte~ amendment at the next City election which would authorize
<br /> enactment of "mapped streets" legislation where such legislation would protect
<br /> fut~re street rights~of-way or would allow for redesign of existing obsolescent
<br /> street patterns. Councilman And.erson explained that the League of Oregon Cities'
<br /> legislative c~mmittee sponsor~dlegislation on .the State level but it was not I
<br /> adopted at this, session :of the Legislature-: The Charter'amendment would accom-
<br /> plish the same purpose. An opinion-from the City Attorney's' office said the Charter
<br /> amendment would give the Council clear authority, since it is questionable if it
<br /> now'has that 'authority. Mr. McNutt moved seconded by Mr.Wingard'that the City .
<br /> Attorney prepare the necessar.y Ch'arter amendment' to be brought back to the Council , .
<br /> for ,consideration. Motion carried.
<br />4 4. Supplemental Report, Crest Heights Advisory Committee - ,Three' members of the Crest
<br /> Heights committee submitted a supplemental report to the report previously submitted, I
<br /> with regard to sanitation problems in the Crest Heights area. The supplemental report
<br /> covered what was felt by the three members of the committee to be omissions which
<br /> vitally affect the area: (1) Comparative time elements involved in obtaining sewers
<br /> for the:area if it depends upon creation of a:metropolitan sewer district as against
<br /> that if the area annexes to the City; and (2) creation.of the metropolitan sewer dis-
<br /> trict would not solve the problem of fire hazard because of antiquated water lines.
<br /> EWEB could come 'into the area with water on its own:only if the area is annexed to the
<br /> City. Recommendations of the report were (1) to annex the Grest Heights area'to the
<br /> City without delay and to institute a crash program for sewer installation, and (2) ex-
<br /> tend tentative boundaries of such annexation to include all of the College Crest Water
<br /> District and that area lying south of the College Crest Water District which has
<br /> natural drainage into 'it to prevent pollution from above. The Public Works Director
<br /> said sewer can be extended to the area within a reasonable length of -time, but it must
<br /> be under~tood it might be two years or more after annexation before s~rvice would be I
<br /> available l?ecause of necessity for acquiring easements. Mrs. Lauris moved seconded
<br /> by Mrs. Hayward to inform'the memb,ers submitting the supplemental report that the City
<br /> 'would consider annexation upon petition initi~ted by people in the area, the boundaries
<br /> to be worked out with the staff to restrict the annexation to an area which can be
<br /> served 'by sewers. Motion carried. .

<br />5 5. Paving 27th, Jackson to Friendly; 26th, Adams to Madison; and Madison, 26th to 25th
<br /> :Place - Council, initiated 'projects heLd, over from the June 12, 1967 Council meeting.
<br /> The Pub'lic Works Director explained this paving is in a neighborhood improvement area
<br /> and, with a major storm drain project, will complete basic City improvements:in the-
<br /> area. It was brought out that the 20th Avenue project which was denied by the Council
<br /> is expected, to be completed in the next. year or two,. The. puol.ic Works Director said,
<br /> and the C~uncil generally agreed, that'owners of abutting properties will not'petition
<br /> street improvement so long as the City maintains unimproved streets. Mr. McNutt moved
<br /> seconded by Mr,. Lass'en to :proceed with the proj ect., Motion' carried.

<br />6 6. Sprinkler Bid; Hendricks Park -:The Parks 'D~partment reported the low bidder, Lees
<br /> Backhoe Service:, was unabl~ to. procure a performance, bond: for the irrigation ins talla-
<br /> tion in Hendricks 'Parks. It was:therefore' r.ecommended the bid be awarded to the second
<br /> low bidder, Ramsey-Waite Company, in the amount of $7,240.00. The second low bid was
<br /> $245.00 more than the low'bid. Mr. McNutt moved seconded by Mr. McDonald to award the I
<br /> contract to Ramsey-Waite. :Motion carried.
<br /> Mr. Lassen moved seconded by Mr. McDonald to appr-ove Items 5 and 6 of-the Committee report. Rollcall
<br /> vote. Motion carried, all councilmen present voting aye.
<br />7 7. National Electrical Contractors - A letter was noted from the Electrical Cohtractors
<br /> Association'with regard to a recent appeal of the decision of the Board of Appeals con-
<br /> cerning wiring of a building on Cal Young Road. Also ,noted was a memorandum from the
<br /> Superintendent of Building Inspection w}~h regard to the National:Electrical Code and --
<br /> Eugene 1,S Code. No action was taken. .
