<br /> Paving 43rd from West Amazon to west - Henry Baitis, 945 East 43rd, presehted a petition
<br /> signed by residents of the area with regard to the. house moved to the property just east,
<br /> of 945 East 43rd. Mr. Baitis said the building permit on the house has expired and asked
<br /> that it not be renewed. He said he would file suit to.have the subdivision decl&ed null
<br /> and void if the permit is renewed. 'The paving of-East 43rd is on right-of-way dedicated,
<br /> in connection with property which Mr., Baitis claims to be illegally subdivided. It was
<br /> recommended award of contract on this project be held over and the staff work with
<br /> Mr. Baitis to resolve the matter. ., .

<br /> recommended award of contract to the low bidder subject to the contractor's accepting a
<br /> reduction in cost of $212.73 for: about 224 cubic, yards of excavation done by the subdi~der
<br /> prior to the bid opening. , . I
<br /> Sanitary Sewer. Seneca Road from 1st to 5th - The Public Works Director explained that
<br /> when the assessment is made, the staff will bring to the Council a recommendation..on the
<br /> amount the City will pay as, a result of the extra depth of the line. He said the 'maximum
<br /> amount to be assessed to ,abutting, propert~es shoula be'7~ per square foot. Award of con-
<br /> tract to the low bidder was'recoinmended. .

<br /> West 18th,. asked it there is.8. possihifit:Y' that work on 18th Avenue would not be started
<br /> until the 11th Avenue project' is completed. The Public Works Director recommended pro-
<br /> ceeding with 18th, explaining a schedule is being arranged to allow start of the' sew,ers,
<br /> incorporating a temporary access road to allow work to start on both projects. If the
<br /> work on 18th is not started by the midc;lle of August" a~top order wtll be given and the,
<br /> paving held over to next spring..' He also. explained that the $35,000 budgeted for paving
<br /> includes acquisition cost of right-o.f-way west of Oak Patch Road, and the $12,000 budgeted
<br /> for sanitary sewers includes cost of sewers construction west of Oak Patch next season.

<br /> was explained that the storm sewer will have to be. ,extended farther. than anticipated. <;:
<br /> Also, that this project is a joint. effort with Lane County for completion prior to the
<br /> opening of the. football stadium o,n Centenniat Boulevard because of the anticipated increase
<br /> in traffic. Award of contract to the low bi.dder was recommended.
<br /> Ohland S. Upton, owner of property on Sisters View, objected to the proposed ass.essment I
<br /> against his property since it is outside the City limits. He ~as'informed,that there will
<br /> be no assessment'levied"against his 'property until. it annexes to the City.

<br /> In answer to a question from Jack Foster, 2350 Oakway Terrace, the Public Works Dire~tor
<br /> explained that ~:lOly the principal amount of the assessment is levie~ with no accumulation
<br /> of interest in cases where the assessment is deferred, It was also explained, in answer
<br /> to a question from Councilman Lassen, that a record of deferred assessments if now carried
<br /> by the Finance Department and shows as a potential lien on the title of any property -
<br /> tr~msfer,red.
