No action was taken. Noble ChowniQg read a statementc.oncerning the proposed development and, with the help cf. Lloyd 'Bond, landscape architect, showed slides of the layout. He asked that if the R-3 is not approved the re- quest be referred back to the Planning Commission for consideration of R-2 or planned unit deve1bpment under R-2. The City Manager read the minutes of the Planning Commission at which ~he request was considered, ~nd Vince Farina, Planning Commission chairman, compared density permitted for a planned unit development under R-1 with that permitted in a normal subdivision. He further explained the basis of the Planning Commission recommendation for denial. Mrs. Lauris moved seconded by Mr. Wingard to refer the item back to the Planning Commission for con- sideration of R-2. Councilman Anderson said he would not want to recommend consideration of R-2 when they are in effect i~ denying R-3. Councilman Wingard said he would second ,if the motion were to simply, .refer bac'k to the- ,Planning Commission with no recommendation. Councilwoman,Lauris approved. Motion .defeated,Mrs. Lauris and Mr. Wingard voting ~es; Councilmen Purdy, Anderson, Lassen, Hayward, and McDonald voting no. Dr. Purdy moved seconded by Mr.: Anderson 'to deny the rezoning petition. Motion carried, all counci1- 1 men voting aye except Mrs. Lauris, no. 1 3. Special Council Meeting - It was agreed a special meeting of the :Councilwould- be' held on August 8, 1967 at 5:.00 p. m. to consider contract award for airport improvements. Miller. and Hoare - The Planning Commission,recommended ap~roval. , Councilman Wingard asked if some provision could be made so future rezoning petitioners gaining ad- vantage by reason'of'approva1 of rezoning would be.required to pay for any alley improvement involved. 'I;> , Ruth Vanfossen, real estate saleswoman; reviewed the background of the property and said she would like to see it developed for multiple-family housing, but if denied asked that the .item be referred 1- back to the Planning Commission for consideration of planned unit development under R-1. Mrs . Lauris moved sec.onded by Mr., Anderson to refer back to the Planning Commission for cons'iderat ion of R-lPD. Vince Farina called a~tention to the fact that there is no provision for planned unit development in the present zoning ordinance, and that there will 'not be until the new zoning ordinance is adopted. It was suggested that the present zothimg ordinance be amended to allow planned unit development until such time as the new ordinance is adopted. \4It ~. 7/24/67 - 9
