Brear, chairman of the MetropolitanCiviG Club resea:l:ch <br /> committe~, presented the committee's report with regard to the status of the existing <br /> jail at .5th and Olive in light of redevelopment plans for the downtown area; The:com-. <br /> mittee1recommended. (1) construction .of ..a new,:l?aci-lity;(2) :location-of the- new. facility <br /> in a'sub~rb~n area; (.3) encouragement of. Springfield .and other .cities -in..this area to <br /> join with Eugene and LaneCounty:to form a..metropolitan correctional'institution; e <br /> (4) creation of a.citizens committee representing Lane County, Eugene; and Springfield <br /> to recommend a program of jail administration; (5) inclusion in the program of rehabilita- <br /> tion of prisoners and implementation of work release; (6) co-operation of the three juris- <br /> dictions in.a professional study of jail requirements by outside: consultants and state <br /> and federal agencies; (7) centralization of administration. and responsibility-fur the <br /> jail, preferably Lane County. The general consensus was ~hat the type 'of physical: <br /> facili~y needed: and its location would depend upon the type of institution needed .by I <br /> the .community; that metropolitan co-operation is the best way of-implementing the type <br /> of study necessary to determine the faGility needed and.its adminlli tration; that any <br /> study should be guided by professional people inlaw enforcement, including police ad- <br /> ministrators and judges, and in. medicine and psychiatric. services, '::;as well as ..the.. <br /> general' public. <br /> Mr. McNu~t moved seconded by Mrs. Lauris that a steering committee comprised of repre- <br /> sentatives of Lane County, Springfield, and Eugene be created to set up the procedure <br /> for implementing a study to determine the type of correctional institution needed in the <br /> metropolitan area.. Motion carried. . <br />2 2. Dog Control - Mrs.' Wilson of Shining Star Animal Welfare League, a non-profit corcpora- <br /> . tion based in Springfield~ outlined the-League's program for dog and cat. control She <br /> .said she felt the League's spaying program would provide better animal control than the <br /> present program of doing away with stray animals picked up and not claimed. <br /> Mr~ McDonald moved seconded. by Dr. Purdy to' work with.Lane County and Springfield'in <br /> creation of a committee to .investigate the League's .proposal for. animal control and <br /> report back to a joint meeting of the three.'jurisdictions. Motion -carried. . .. <br /> : <br />3 3; Variance Extension. Kendall Ford. 13th and:Olive ~ Trailer .Variance, Airways-Rent-a- <br /> Car, .llth and High;" Kendall Ford requested a 9-month extension of tre variance to <br /> permit continued use of a trailer at 13th and Olive.fo~ an office. Airways Rent-a-Car <br /> requested permission. to place a trailer- at llth..and High for' office:'use for',not less' I <br /> than 60 days nor more than 120 days. There was no objec~ion to'.eithel:< req.1-est. Dr.Purdy <br /> moved seconded by Mr. McDonald to approve the extension and the variance. Motion carried. <br /> Mr. Anderson moved seconded by Mrs. Lauris to approve Items 1, 2, and 3 of the Committee' r~pbtt. <br /> Motion carried. <br /> . . ." <br />4 4. Whitbeck Boulevard Right-of-Way 'Purchase -..The Public Works Department recoinmended.. <br /> purchas~ of additional. right-of-way at 2900 Whitbeck Boulevard from Dennii.L~ and. I e <br /> DorIa D. Henry for $135.00. The purchase will allow better alignment~forstorm sewer <br /> construction. Construction on an alternate route would add to the cost for extra man- <br /> holes and additi0nal pipe. Mr. McNutt moved seconded by Mr. McDonald to purchase the I <br /> property as recommended. Motion carried. <br /> Mr. Anderson moved seconded by Mrs. Lauris to approve Item 4 0 f the Committee report. Rollcall vote-. <br /> Motion carried, all .councilmen present voting aye. I <br />5 5. Sam's Place, 225 West '7th. RMBA and PB Licenses - George John McKenzie requested ap- <br /> proval of Retail Malt Beverage Class A and Package Store Class B. licenses for this <br /> establishment. Mr. McKenzie formerly operated the Cosmo Tavern at 685 Willamette Street <br /> in a building being' purchased by the City for off-street parking assessment district. <br /> Mr.:McNutt moved seconded by Mr. McDonald to recommend appr~"'al of the-licenses. <br /> Motion carried. <br /> Mr. Anderson moved seconded by Mrs. Lauris to approve Item 5 of the Committee report. Motion carried. I <br /> . <br />6 6. Airport Improvement Bids. Opened August 3, 1967 - The City Manager explained the special <br /> Council meeting scheduled for August 8, 1967 was canceled when it was learned the bids <br /> submitted for runway..extension and lighting at Mahlon Sweet Field must be. approved by the <br /> FAA to be eligible for Federal funds. The.bids.will be b~ought to the Council:for.contract <br /> award 'when the FAA has approved them." <br /> Mr. Anderson moved seconded by Mrs. Lauris to receive and file Item 6 of the Committee report.
