<br /> 1 3. Abatement, 955 East 43rd, Sahlstrom-Shaeffer - The City Manager explained the circum-
<br /> stances concerning the qouse moved to 955 East 43rd Avenue, the' subsequent knowledge
<br /> of an illegal subdivisiqn, and the dedication of only a half interest in the street
<br /> right-of-way for East ~3rd Avenue. The building permit issued on the house has expired,
<br /> and it was recommended that abatement of the structure proceed. Mr. Anderson moved
<br /> seconded by Mrs. Lauris to call a public hearing. Motion carried.
<br /> 2 4. Abatement, 1255 Hughes Street, Scadding - The Public Works Department reported they
<br /> have been unable to get the owners to repair or remove the unsafe and substandard
<br /> building at 1255 Hughes Street, and recommended abatement. The property is in the
<br />e ownership of James A. and Doris M. Scadding, Route 2, Box 211P, Hillsboro, Oregon.
<br /> Mrs. Lauris moved seconded by Mr. McDonald to call a public hearing. Motion carried.
<br /> 3 5. Carport Variance, 2095 Lincoln, Parkhurst - The Zoning Board of Appeals referred to
<br /> the Council a request from John Parkhurst, 2095 Lincoln Street, for permission to
<br /> construct a carport about 10 feet into the unimproved 21st Avenue right-of-way. The
<br /> City Manager said there would be no objection to granting a revocable permit for the
<br />I carport, since it appears 21st Avenue will not be opened at this location. Mr. Wingard
<br /> moved seconded by Mr. McDonald to grant a revocable permit to construct the carport
<br /> 10 feet into the right-of-way. Motion carried.
<br /> 4 6. Sanitary Sewer, Roosevelt Boulevard between Foch Street and Oregon Electric tracks -
<br /> petitioned by owners of 31% of property to be assessed. Mrs. Lauris moved seconded
<br /> by Dr. Purdy to approve the petition. Motion carried.
<br /> Mr. Anderson moved seconded by Mrs. Lauris to approve Items::3 throught 6 of the Committee report.
<br /> Motion carried.
<br /> 5 7. Bids, Airport Improvements, Opened August 3, 1967 - A tabulation of bids was presented
<br /> for runway extension and lighting at Mahlon Sweet Field. C. J. Montag & Sons was low
<br /> bidder on the runway extension at $184;375.61. Steeck Electric Company was low bidder
<br /> on the l~ghting at $53,632.20. No action was taken. A special meeting of the Council
<br /> will be he~d August 8, 1967 at 5:00 p.m. to award contracts.
<br /> 6 8. Traffic,' 18th and, Oak - A l2-hour count of. the traffic entering the intersection at
<br /> 18th and Oak'was presented in response to an inquiry from a.councilman concerning es-
<br /> tablishment of a three-p~ase signal to allow eastbound 'traffic on 18th to turn north
<br /> onto Oak. The count, expanded to 24 hours, indicated only 1704 eastbound vehicles out
<br /> of 6420 entering the intersection on 18th turned north. onto Oak. The traffic engineer-
<br /> ing department reported that changing the phasing on the $ignal at this intersection
<br /> would disr~pt the p~ogre~sion on. 18th. . However, an updated report on 18th Avenue si
<br />I being prepared for the Council's review, and the 18th and Oak intersection will. be in-
<br /> cluded~ No action was taken.
<br /> Mr. Anderson moved seconded by Mrs. Lauris to receive and file Items 7 and 8 of the Committee report.

<br /> 7 9. Pizza Inn, RMBA License - Application was submitted by Bernard J. Bergjans for Retail
<br /> Malt Beverage Class A liquor license, for the Pizza. Inn proposed to be established at
<br /> 1689 West 11th Avenue. The,Police Department recommended the license be granted.
<br />e No action ,was taken.,
<br /> Mr. Anderson moved seconded by Mrs. 'Lauris to recommend approval of.the license. Motion carried.
<br /> 8 10. 10th and Oak Parking Structure - The Council was informed that the Supreme Court may
<br /> not hear the appeal in the 10th and Oak parking assessment.district suit until the
<br /> first of the year. Time limits are set by statute for presentation of paper work to
<br /> the Court, and in this case November 28 is the deadline. The City Attorney said he
<br /> would file with"the Supreme Court a request for. early heating on the basis that the
<br /> case is of public interest.
<br /> 9 11. Variance, 27th and Jeffersoq Suess Letter - A letter was read from Robert Suess with
<br /> regar4 to. granting a variance at a previous Council meeting to allow his construct ton
<br /> of a duplex at 27th and Jefferson."
