<br /> COMMITTEE REPORTS
<br /> Committee meeting held August 17, 1967:
<br /> "Present: Mayor Cone; Councilmen Purdy, Lauris, McNutt, Anderson, Lassen, Hayward, I
<br /> McDonald, and Wingard; City Manager and staff; and others.
<br /> 1 l. Conditional Use for Group Foster Home. Lane County Juvenile Department - The Planning
<br /> Commission approved a conditional use permit to allow the Lane County Juvenile Depart-
<br /> ment to establish a group foster home at 3841 Elmira Road subject to (1) expiration of
<br /> the permit on July 1, 1968 and review of the operation of the facility by the Planning
<br /> Commission at that time, (2) no more than eight boys to be housed in the structure at
<br /> one time, (3) none of the boys to be over 18 upon entering the home, and (4) compliance e
<br /> with all requirements of R-l zone during operation of the facility. An appeal to the
<br /> Council of the Planning Commission's decision was submitted by a letter from Mrs. Ed-
<br /> ward J. Belknap, 671 Taney Street, and two petitions signed by property owners and
<br /> residents of the area. The appeal was based on the feeling the foster care home would
<br /> devaluate property in the neighborhood and cause more overcrowding of schools. Jewel
<br /> Goddard of the LaneCounty Juvenile Department reviewed the history of the foster care
<br /> program and said that Federal and. State funds are available for Lane County to provide
<br /> this type of care. However, since the Planning Commission's decision on the request,
<br /> the Department has received several offers for houses at other locations, and he re-
<br /> quested a delay on the Council's decision until he has had an opportunity to see if
<br /> anyone of them will meet the requirements of the program.
<br /> Archie Duguid, 4320 Avalon Street, commented on the rezoning request before the Plan-
<br /> ning Commission to allow a low-cost housing p~ect in the same area, and said he
<br /> favored smaller units such as proposed by the Juvenile Department in their foster care
<br /> program rather than concentrating a large number of units in one location. The City I
<br /> Manager said because of the feeling which seems to exist in the Bethel-Danebo area
<br /> that that area is being left out and not upgraded as part of the City he wanted to
<br /> point out the large public investment and increased expenditures for police, fire,
<br /> parks, and other services for the Bethel-Danebo area which are paid by residents of
<br /> the ent ire City. No action was taken.
<br /> Dr. Purdy moved seco nded by Mr. Anderson that Item 1 of the Committee report be received and filed.
