<br /> ~ <br /> 4'27 <br /> e <br /> 8/29/67 <br /> I 1 2. Planning Commission Report - August 7, 1967 <br /> a. Judkins Point Height Restrictions - The Planning Commission submitted a revised <br /> recommendation for amendment of the zoning ordinance for height limitation and <br /> sign regulation in the Judkins Point area as an interim plan until the City's new <br /> general plan and sign ordinance are adopted. The proposed amendment would (1) <br /> restrict structures to a 40-foot height in the area generally between Franklin <br /> Boulevard and 15th from Walnut around Judkins Point and signs to a 40-foot height <br /> in the area generally between Franklin Boulevard and 15th from Walnut to west of <br /> Moss, with provision for conditional use permits to allow properly spaced and <br /> designed buildings and signs which exceed the 40-foot limit, and (2) require a <br /> conditional use permit from the Planning Commission for any new signs within the <br /> present 25-foot setback north of Franklin Boulevard. Those owning property along <br /> Franklin Boulevard objecting to the previously recommended restrictions were in <br /> agreement with this proposed amendment. It was suggested that a copy of the <br /> restrictions be sent to State agencies having buildings in the Judkins Point area. <br /> Mrs. Hayward moved seconded by Mrs. Lauris to approve the Planning Commission recom- <br /> mendation. Motion carried. <br /> e 2 3. Planning Commission Report - May 2, 1967 <br /> a. Annexation, Delta Highway and North Belt Line east of Willamette River, Marist- <br /> Vik-County - The Planning Commission recommended approval of the triple two-thirds <br /> consent petition for annexation of the Marist Bros., Vik Construction, and Lane <br /> County properties lying east of the Willamette River and north and south of the <br /> Belt Line Road. The area will be served by the trunk line sewer being constructed <br /> I to the Valley River Center. The annexation will form an "island" east of the <br /> Coupty property and north of Corum Street. Mrs. Lauris moved seconded by Mr.McNutt <br /> to proceed with the annexation. Motion carried. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve Items 2a and 3a of the Committee report. Motion <br /> carried. <br /> 3 4. American Can Resolution - Copies of the proposed resolution supporting construction <br /> of an American Can plant near Harrisburg were distributed to Council members. A let- <br /> ter was read suggested by Councilwoman Lauris to be sent to the Sanitary Authority <br /> rather than the resolution. Considerable discussion took place with regard to the <br /> economic benefits of establishment of the plant in this area and whether the Sanitary <br /> Authority can gain strict control of probable water and air pollution resulting there- <br /> from. It was suggested that the Air Quality Control Officer be asked to express his <br /> opinion because of the technical nature of the problem. Mr. Anderso n moved 'seconded <br /> by Mr. McDonald to amend the resolution to be sent to tre Sanitary Authority to read <br /> ~'. . . approval of what can be considered adequate measures..." instead of "... approval <br /> of proposed adequate measures.... " Motion carried. It was understood the Air Quality <br /> Control officer would be present at the Sanitary Authority hearings on August 29 and <br /> report back to the Council if in his opinion strict control of water and air pollution <br /> is not stressed as a part of consideration of American Cants request for permit to <br /> construct the plant. <br /> I Councilman Anderson said he intended the change in the resolution supporting American Can to read <br /> " ...approval of what we consider to be adequate measures. .." instead of ".. . approval of what can be <br /> considered adequate measures.... " <br /> Dr. Purdy moved seconded by Mr. Anderson to approve the resolution as amended. <br /> Betty Niven, Planning Commission member, reported on the points brought out in the hearing before the <br /> Sanitary Authority earlier in the day. <br /> e The City Manager distributed copies of the Community Goals Conference statement with regard to air and <br /> water pollution, and read a resolution suggested by Mrs. Niven as a substitute for the one before the <br /> Council. He said the Air Quality Control Officer was not prepared to comment from the standpoint of <br /> technical recommendations. <br /> Councilman Wingard said he felt a decision could not be made without expert help, and Councilwoman <br /> Lauris expressed the opinion that industry must demonstrate control of air and water pollution, that <br /> it will not be done unless communities insist upon it. <br /> Councilman Anderson asked i.f the words "...hopes to be able to support..." in the suggest substitute <br /> resolution could be changed to "... will support... '! if questions raised in the hearing were answered <br /> by the State Sanitary Authority. <br /> The City Manager said that in light of some v.ery important questions raised, probably a statement of <br /> the Council's stand could be sent to the Authority, giving time for answers to be found before adoption <br /> of a resolution. <br /> I Mr. Lassen moved seconded by Mr. McNutt to table the item. Motion carried. <br /> It was understood a statement m the effect of the proposed resolution would be directed to the State <br /> Sanitary Authority. <br /> / <br /> 4 S. Ordinance, Female Attire in Public - It was explained that there is no standard estab- <br /> lished other than the City's disorderly conduct ordinance to define "indecent" activities. <br /> e The City Attorney explained that the present disorderly conduct ordinance is ambiguous <br /> and is being rewritten for Council consideration, and that if the Council so desires a <br /> section can be included in that ordinance to govern attire of entertainers in local <br /> ji 8/29/67 - 10 II ~ <br /> II <br />
