<br /> a.' Amendment Zoning Ordinanc.e- The Planning Commission recommended amending the zoning
<br /> ordinance to change the definition of Group Care Home. The amendment would allow no
<br /> more than 15 children in one home and would include "socially handicapped or delin-
<br /> quent or dependent" children. Mr. Anderson moved seconded by Mrs. Lauris to adopt
<br /> the amendment. Motion carried.

<br /> at 955 East 43rd Avenue. The City Attorney advised the Council the action taken. at the
<br /> August 29, 1967 meeting could be changed or stand, as the Council desires, depending I
<br /> upon whether it is desired to hear Mr. 'Sahlstrom' s present'ation. Mr. Anderson moved
<br /> seconded by Mrs. Hayward that Mr. Sahlstrom be requested to appear before the Council
<br /> at its Monday, September 11, 196.7 meeting, and that notice be given to all others in:-
<br /> terested ~n the matter of abatement at 955 East 43rd. Motion defeated - Councilmen
<br /> Ander'son, Hayward,and Wingard voting yes; Councilmen Lauris, McNutt, Lassen, and

<br /> Elmer Sahlstrom, reviewed the history of the house which he and Harvey Schaffer had moved to 955 East
<br /> 43td Avenue -and. events leading to his filing suit in Circuit Court requiring Mrs. Marvin Lee to per-.
<br /> form her, contra'ct ,.calling for the s'ale: of her property to them or purchase of the house. He said the
<br /> case has been advanced for trial on November 7, 1967 or sooner if an opening appears on the docket,
<br /> and requested the Council's reconsideration of its abatement order until the suit is tried. Mr.Sahl-
<br /> strom said he_ wou1dfile for Court review of the matte'r.
<br /> Councilmen Las.sen and McDonald. mentioned the: hazardous condition of the property as it now is, and
<br /> Mr. Sahlstrom said he could have the debris cleaned up and the house locked.
<br /> .
<br /> Thelma Fowler, attorney for Mrs. Lee, said that since the first contract between the Lees and Sahlstrom-
<br /> Schaffer w.as entered. into irr November 1966 her client feels there has been ample time to complete re:-
<br /> modeling of the house and could see no justification for the Council's changing its decision on the
<br /> abatement order.
<br /> A vote was taken on the motion to approve the committee action. Motion carr.ied, Councilmen Anderson I
<br /> and Hayward voting no.
<br /> 4 12-.: Urban Coalition - The City Manager read a letter from the National League of Cities with
<br /> regard to an emergencyconvoc'ation of top leaders of .industry, organized labor, religious
<br /> groups, civil rights groups, and city governments in Washington, D. C. , on Augus.t 24, 1967:.
