Motion carried. <br /> COMMITTEE REPORTS <br /> Committee meeting held September 7, 1967: <br /> "Present: Councilman Purdy (presiding), Lauris, McNutt, Anderson, Lassen, Hayward, McDonald, <br /> and Wingard; City Manager and staff; and others. <br /> e 2 l. Traffic . 17th and Mill - Councilman Anderson said he received a call from Mr. Daugherty <br /> requesting a stop sign at 17th and Mill for control of traffic at that intersection in <br /> view of several recent accidents. He asked for a report from the Traffic Engineer on <br /> that intersection. <br /> Dr. Purdy moved seconded by Mr. Anderson that Item 1 of the Committee report be received and filed. <br /> Motion carried. <br /> I 3 2. Leave of Absence, Wingard - Councilman Wingard requested a five-week leave of absence <br /> to part icipate in an "Urban Land Institute" study tour of 11 European countries. <br /> Mr. McNutt moved seconded by Mrs. Lauris to grant the leave. . Motion carried. <br /> 4 3. Abatement, Eaton Drive, Fischer - The Building Department recommended abatement of a <br /> structure at the end of Eaton Drive in the ownership of Dale Fischer. The building is <br /> vacant, partially demolished, no longer structurally sound, and constitutes a safety <br /> hazard and a fire hazard. Mr. Anderson moved seconded by Mr. Lassen to call a public <br /> hearing on abatement of the building. Motion carried. <br /> :' <br /> Dr. Purdy moved seconded by Mr. Anderson that Items;2 and 3 of. the Committee report be approved. Motion <br /> carried. The City Manager suggested the record show Mr. Wingard's trip is not at City expense. <br /> 5 4. Deferred Sewer Assessment, Waite Street,..Berntzen - H. D. Berntzen, 3791 R<DyalAvenue, <br /> requested deferral of sewer assessment of $1,456.82 against his property at the end of <br /> Waite Street between Berntzen Road and Louis Lane. The Public Works Department recom- <br /> mended deferral until. the property is platted and the,existing:l-foot freeze strip .deny- <br /> ing access to Waite Street is removed. Mr. Anderso n moved seconded by Mrs. Lauris to <br /> defer the assessment. Motion carried. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve Item 4 of the Committee report. Rollcall vote. All <br /> councilmen present voting aye, motion carried. <br /> I 6 5. Resignation, Rubenstein, Urban Renewal Agency - A letter was read from the Urban Renewal <br /> Agency forwarding the resignation of Harry Rubenstein as a member of the Urban Renewal <br /> Agency because of possible conflict due to his property ownership in the Central Eugene <br /> Project area. The City Manager explained that Agency members expressed a desire that <br /> the replacement be someone with knowledge and experience in land transactions and invest~ <br /> ment. He suggested that if the Council recognized the need both for representation of <br /> the Council on the Agency and someone with the qualifications expressed as desirable by <br /> the Agency, then someone not on the Council: could' be appointed, and a Council members <br /> e could be named as an ex officio member. Some discussion followed, and it was agreed the <br /> matter would be brought back for consideration at the next committee-of-the-whole meeting. <br /> Dr. Purdy moved seconded by Mr. Anderson that Item 5 of the Committee. report be received and filed. <br /> Motion carried. <br /> 7 6. Joint School/City Use, Parks - Copies of written recommendations were distributed to <br /> Council members with r~gard to several sites in School District 4 ownership on which <br /> the District requested an indication of the City's desire as to future development. <br /> The Parks and Recreation Director gave further information and answered questions re- <br /> garding acreages and locations. Mr. McNutt moved seconded by Mrs. Lauris to approve <br /> the recommendations. Motion carried. <br /> Dr. Purdy moved seconded by Mr. Anderson to approve Item 6 of the Committee report. Motion carried. <br /> 8 7. Sewer Assessment Calculations - Council members received copies of a chart depicting <br /> two previously used methods of calculating sewer assessments and the method adopted by <br /> I the Council at its August 29 meeting. The Public Works Director explained the method <br /> of calculation in each instance and the differences in amounts levied under varying <br /> circumstances. <br /> Dr. Purdy moved seconded by Mr. Anderson that Item 7 of the Committee report be received and filed. <br /> Motion carried. <br /> 9 8. Planning Commission Report - August 14, 1967 <br /> a. Amendment Subdivision Ordinance - Copies of proposed amendments to the Subdivision <br /> e Ordinance recommended by the Planning Commission were distributed to Council members. <br /> The Planning Director said the amendments were housekeeping measures and in general <br /> II 9/11/67 - 9 II ..4 <br />
