<br />Mrs. Lauris moved seconded by Mrs. Hayward to encourage the ~chool boards to hire' I
<br />negro people wherever possible.

<br />Councilman Anderson and Lassen both expressed the opinion that it was questionable
<br />procedure to set out principles without prior investigation concerning present
<br />pra.ctice in the school systems. ' ' ,

<br />Councilman Purdy moved seconded by Mr. Anderson to table the item. Motion carried,
<br />Councilwomen Lauris and Hayward voting no. Councilman Anderson later in the meeting
<br />said he does not believe tabling of the motion means the issue is dead, rather to allow
<br />clarification on policy'before a decision is reached on making recommendations to the
<br />school boards.

<br />With regard to Item 2, employment, Mr. DeBerry explained the "New Careers" program as
<br />"hire 'a man first; train a man second." He said financing of the probram is under "
<br />the Manpower Redeve:topment Training program and the Office of Economic Opportunity, ,
<br />and that Dr. Arthur ,Pearl of the University of Oregon could give details of the program;', It
<br />
<br />The City Manager explained the City's hiring procedure, and said the police and fire
<br />departments, because of the nature of their work,are the only departments having com-
<br />plete training programs. If it is decided more in-servi<;:e t:t;'a~,n.ing, ~hould be done by
<br />the City, addition~lfunds will be needed~
<br />
<br />Mr. Larry Carter, one qf CORE's representatives, ",!sked the City to explore the possi-: I
<br />bility of a program for in-service training for unskilled people for such jobs as
<br />typists, clerks, engineering aides, etc. :

<br />Councilman Anderson said the possibility of greater participation in the private,
<br />sector of the co~unity in providing this type of work should be explored. ,
<br />
<br />Dr., Purdy moved seconded by Mr. Anderson that Items 2 (employment), 3 (low-cost housing),
<br />and 4 (anti~discrimination laws) be referred to the Human Rights Commissi~~ for report
<br />and recommendation, asking the Commission to notify the Council in the next two weeks
<br />when it will be able to return the report and recommendation. Motion' carried.

<br />During discussions Dr. Norman Pott, member of ' the Human Rights C6mmission, said the
<br />Commiss~on has tried to develop communication with the black,community with little
<br />success: Be said he doubts theCommissiqn is in a position to P9 tqis type of work
<br />unless it is' augmented by people from the black community who speaR for, the black'
<br />community, or a special citizens committee is appointed which has significant repre-
<br />sentation from the black community.

<br />The City Manager said the City Attorney has been asked to review what is currently on
<br />the books and what can be done and the practice in other cities with regard fo Item 4
<br />(anti-discrimination l<;lws)., Also, ,tq?t the 9i~y Attorney is now working on rev~sion
<br />of the disorderly conduct ordinance to make its definitions more specific.

<br />Council members ~greed to ~sk the City Manager to contact the'school administrations 1'-
<br />to determine their policy and practice on multiracial textbooks and hiring of negro
<br />people.

<br />Councilman McDonald asked also for an investigation of the eight negro people mentioned
<br />by Mr. DeBerry, some having master's degrees or better, who applied to the,schools for
<br />positions during the 1966-67 school year, with none of t~em being hired.
<br />
<br />The City Manager exptained the City's hiring procedure with respect to ~ummer help and ...
<br />told,of the work of the local chapter of the Pacific Nor~hwest Per~onnel Management ..,
<br />Association in attempting to help unskilled people find work. He also explained the
<br />Lane Cdunty Housing Authority's application now in process for 300 new low-cost housing
<br />units, of which 150 are to be reserved for elderly people, ~nd the other 150, for low~
<br />income families. In addition, study is row inprocess for requesting additional
<br />housing units.

<br />reports requested of the, Human Rights Commissio n, ,City ,Manager, '.-and ,City Attorney.

<br />Mr. Anderson moved seconded by Mr. McNutt to approve Item 3 of the Committee report. Motion carried.

<br />Electric, for $4,240.00, was recommended. Mrs. Hayward mo~ed seconded by Dr: Purdy to I
