Elwing Avenue - The Public Works Department recommended <br /> approval of the 100% petition for sanitary sewers on Elwing Avenue. <br /> Mrs. Lauris moved seconded by Mr. McNutt to approve the petition. Motion carried. <br /> 2 7. Bids. Sidewalk Plantings on Oak between 28th and 29th. Baronti - The City Manager <br /> reported that Dr. Baronti has requested postponement of award of contract for this <br /> work because of the high cost. <br /> Mrs. Lauris moved seconded by Mr. Lassen to hold the bids until the October 23, 1967 Council meeting. <br /> Motion carried. <br /> 3 8. Property Sale. .39 acre near Washington-Jefferson Bridge - Option for purchase <br /> of this property for $6550 to the State of Oregon was presented. <br /> Mrs. Lauris moved seconded by Mr. McNutt to approve the sale, the money to be earmarked for Riverfront <br /> -' Park development. Rollcall vote. All councilmen pr esent voting aye, motio n carried. <br /> 4 9. Trailer Permit Extension. Western Ranch. Inc.. 3495 Day Island Road - Extension was <br /> requested for permanent extension or one year. <br /> Mrs. Lauris moved seconded by Mr. McNutt to extend the trailer permit for one year. Motion carried. <br /> I 5 10. Tent Permit. Kendall Ford. 13th and Olive - A letter was read from Richard Rementeria, <br /> manager of Kendall Ford, requesting permission to erect a 60xlOO-foot tent at 13th and <br /> Olive to be used for three months for an undercover display area for new cars. <br /> Mrs. Lauris moved seconded by Mr. McNutt to approve the temporary permit. Motion carried. <br /> 6 11. Paving Capital Drive - A letter was read from Con Sheffer, speaking for a number of <br /> homeowners in the area of Capital Drive, requesting that street be paved. <br /> Mrs. Hayward moved seconded by Mr. McDonald to initiate paving of Capital Drive, including a portion <br /> of Spring Boulevard.' Motion carried. <br /> 7 12. Tr ailer Permit. 3845 West 11th. Collins - Pat Collins requested permission to place <br /> a mobile home at this location for nightwatchman living quarters. The City Manager <br /> reported that it is felt that a fence would provide sufficient security for this type <br /> of business. <br /> Mrs. Lauris moved seconded by Mr. McDonald to approve a variance for the trailer. Motion defeated, <br /> Mrs. Hayward and Messrs. McNutt and Lassen voting no. <br /> 8 13. Coburg Road Improvement Costs - A tabulation of costs involved in four-laning Coburg <br /> Road from Frontier Drive to Belt Line Road was presented to the Council. <br /> No action was taken. <br /> I 9 14. Segregation of Assessment. 2960 Olive. Davenport - Alva D. Davenport requested segre- <br /> gation of the assessment for paving Olive Street against his property at 2960 Olive <br /> to permit selling of a small strip. The segregation of $l8.63 from the total assess- <br /> ment would leave a balance of $375.74. <br /> Mrs. Lauris moved seconded by Mr. McNutt to approve the request. Rollcall vote. All councilmen pres- <br /> ent voting aye, motion carried. <br /> e 10 15. League of Oregon Cities - Announcement was made of the League of Oregon Cities conven- <br /> tion to be held in Portland, November 12-14, 1967. <br /> 11 16. Abatement. 955 East 43rd. Sahlstrom - It was reported a Restraining Order and Petition <br /> for Writ of Review was filed in court by Elmer Sahlstrom in connection with the Council's <br /> order for abatement Df the building at this address. <br /> No action was taken on Items 15 and 16. <br /> 12 17. Storm Sewer. 6th Addition Bar M Ranch - The Public Works Department recommended <br /> waiver of bid procedure and award of contract for construction of a storm sewer <br /> for'6th Addition to Bar M Ranch for $14,379.32. Total cost to the City would be <br /> $10,302.78. The previous low bid was $16,998.98. <br /> Mr. McNutt moved seconded by Mr. Lassen to readvertise for bids. Motion carried. <br /> I ORDINANCES <br /> . , <br /> 13 Council Bill No. 8120 - Rezoning to M-2 area on 5th Avenue between Jefferson Street and Washington <br /> Street, submitted and read the first time in full on September 11, 1967 and held over pending comple- <br /> tion of agreement on height limitations, was brought back for consideration with completed agreement <br /> on file. <br /> '_ Mrs. Lauris moved seconded by Mr. McNutt that the bill be read the second time by council bill number <br /> only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br /> second time by council bill number only. <br /> II 9/25/67 - 14 II.... <br />
