Capital DrivePaving:and Sidewalk - Mrs~ Hayward inquired if action taken by the Council <br /> at its September,~25 ,meeting to initiate paving on Capital Drive included sidewalks. She <br /> .stated that sidewalks might be more important than street paving since school children <br /> may use the street in walking home from school. It was explained that the narrowness <br /> of the right-of-way would make it difficult to include sidewalks 'but that an engineering <br /> study would have to be completed before a decision could be made. <br /> Pierre vanRysse1berghe, Conrad Sheffer, and Ted Larsen, all living on A1ta Vista Court, expressed <br /> their interest in having Capital Drive paved as soon as possible. Theyindicated they did not par- <br /> ticularly want sidewalks if :i,n,stallation of sidewalks would delay or prove a stumbling block to the It <br /> street paving. Engineering Dn theproject has been initiated. The Public Work~ Director said the pav- <br /> ing could not be included in this year's work. <br /> Mr. Anderson moved seconded 'by Mrs. Lauris that Ite.m 1 of the Committee report be' received and filed. <br /> Motion carried. <br /> 2 2. Workmen's Compensation Refund - Leo Flanagan, district manager of the State Compensation ,I <br /> Department, presented to the Council a check for $17,764 representing the unused portion <br /> of the City's contribution to the Workmen's Compensation fund. I <br /> I <br /> Mr. Anderson moved seconded by Mrs. Lauris that Item 2 of the Committee report be received and filed. <br /> Motion c'arried. <br /> 3 3. Parking and Traffic, Garfield and 2nd - The Public Works Depart~~nt reported tnat paving <br /> is now finished on Garfield Street from Roosevelt Boulevard to 6th Avenue, and on 2nd <br /> Avenue from Garfield Street to Blair Boulevard, and recommended - <br /> a. Prohibitio~. of parking along east and west curbs of Garfi~ld f10m Roosevelt <br /> to 6th, ex.cept at the west curb of Garfield from approxim~~ely 350 feet <br /> south of 2'nd fro approximately 180 feet south.- <br /> b. Prohibition of p~rking along the south curb of 2nd between Garfield and Blair. <br /> c. Prohibition of parking along the north 'curb of 2nd from Garfield easterly for <br /> approximare1y 1300 feet. <br /> d. Pedestrian crosswalk across Garfield ~pprox~mate1y 300 feet south of' 2nd Avenue. <br /> e. Stop sig~ un Garfield stopping northbound traffic at Roosevelt Bou1evaid.. <br /> It was 'reported that all property owners in the area are in substantial agreement with I <br /> the recommendations. <br /> Mr. McNutt moved' seconded by Mr. Lassen to approve the rec~mmendations. Moti~ncarried. <br /> 4 4. Parks Department Summer RecreationProgram - The Parks and Recreation Director continued <br /> his report on the summer recreation program conducted by the Parks Department. He s'aid' <br /> that the program had been expanded and served a considerably larger ,number of people <br /> than last year. Recommendations were submitted concerning fees charged participants in e <br /> certain activities and for the use of City building s by clubs a~d organizations. rhe <br /> desirability of finding some type o.f transportation for wilderness and day-camp programs <br /> other than cars tlriven by volunteers and the possibility of obtairiing the use of school <br /> busses during the summer months was discussed. <br /> Mrs. Lauris movetl seconded by Mr. Anderson to endorse the recreation program and approve <br /> continuance of the program in the same creative and economical manner, arid approve the <br /> recommended fee. charges. Motion carried. I <br /> Mr. Anderson moved seconded by Mrs. Lauris to approve Items 3 and 4 of the Committee report. Motion <br /> carried. I <br /> 5 5. Commendat ion, Parks & Recreation Department - A letter was read from Robert ). Schultz <br /> expressing appreciation for the services of Me1 Jackson of the Parks Department i,n aiding I <br /> members of Mr. Schu~tz's family after an ~ccident on Renfre~ Glacier in the Three Sisters <br /> Wilderness area on August 11 ~nd 12, 1967." I <br /> Mr. Anderson moved seconded by Mrs. Lauris that Item 5 of the Committee report be received and filed. <br /> Motion carried. <br /> Mayor Cone left the meeting, and Council Vice President Anderson assumed the Chair. <br /> e <br /> l\ .10/9/67 - 12 <br />
