<br /> 47~ <br /> e <br /> 10/9/67 <br /> I Committee meeting held October 5, 1967: <br /> "Present: Mayor Cone; Councilmen Purdy, McNutt, Anderson, Lassen, Hayward; City Manager <br /> and staff; and others. <br /> 1 l. Appointments, Human Rights Commission - Mayor Cone announced appointments to fill <br /> vacancies on the Human Rights Commission. He said the person he had in mind to fill <br /> a fourth vacancy has been out of town so that appointment will be made later at which <br /> time respective terms of the four appointments will be determined. Those appointed <br /> were: Mrs. E. M. (Flora) Anderson, 2598 Birch Lane; Bob Reynolds, 338 West 20th Avenue; <br /> and Edgar W. Brewer, 2405 Pioneer Pike. <br /> 2 2. Bids, Public Works, Opened October 5, 1967 - Bids for various improvement projects <br /> were submitted with recommended award to the low bidder on each project. Questions <br /> were raised about the estimated cost to the City being more than the budgeted amount <br /> on reconstruction of sewer on Pearl between 2nd and 5th and on the 6th Avenue storm <br /> e sewer between Garfield and Almaden. The City Engineer said the amount budgeted on <br /> the 6th Avenue sewer is that amount left after completion of the line from Seneca Road <br /> to Garfield, and that money could be diverted from other projects not awarded to com- <br /> plete the line. On the Pearl Street sewer reconstruction, he said the line was ex- <br /> tended from that originally planned to accommodate the new Evergreen Union Retirement <br /> Home building, and the Evergreen Union Retirement Home people have agreed to pay half <br /> the estimated cost of the project. Councilman McNutt questioned Fryback Construction's <br /> I ability to handle the projects on which they were low bidder and was told no problems <br /> are anticipated. In discussing Fryback, it was reported portions of the 18th Avenue <br /> project are ready for curbs and some forming is being done now. Mr. Lassen moved <br /> seconded by Mr. McNutt to award contracts to the low bidders on each of the projects. <br /> Motion carried. <br /> Mrs. Lauris moved seconded by Mr. McNutt to receive and file Items 1 and 2 of the Committee report. <br /> Motion carried. <br /> 3 3. Ordinance, Amending Fire Prevention Code - The City Attorney explained that in adopt- <br /> ing the Fire Prevention Code ,in 1966 the section prohibiting private burning without <br /> a City permit was inadvertently omitted. An ordinance was proposed which would re- <br /> place the requirement in the Code. Dr: 'Purdy moved seconded by Mrs; 'Hayward to adopt <br /> the amendment. Motion carried. <br /> 4 4. Ordinance , Report Scrap ~ ,Metal Purchases ~ An. ordinance was proposed: which would requ ire <br /> dealers purchasing certain types .of scrap metal to report. such transactions, to the <br /> Police Department. Experience with thefts of these metals has prompted the proposed <br /> ordinance. . The Police Department reports the junk dealers are in general agreement <br /> with the ordinance. Mr. McNutt moved seconded by Mr. Anderson to approve the ordinance. <br /> Motion carried. <br /> Mrs. Lauris moved, seconded by Mr. McNutt to approve Items 3 'and.4 of. the Committee report. Motion <br /> carried. <br /> I 5 5. Vacation 26th east of Portland and alley dedication, Rubenstein - Vacation ~f this <br /> stub street running east from Portland was initiated some time ago by Harry Rubenstein. <br /> A proposal was presented to dedicate 12 feet of right-of-way.to extend the present <br /> alley, which deadends on 26th, to Willamette Street. Mr. Rubenstein offered to pay <br /> the difference in value of the dedicated land and the vacated land. He agreed with <br /> the City to abide by a'methodof establishing the land ~alue suggested by George Blink- <br /> horn, an independent appraiser, and using that as a basis has offered the City <br /> e $5,114.92 plus dedication of right-of-way for the alley extension in exchange'for <br /> vacation of 26th from Portland east. The City Manager said he felt the value should <br /> be $6500. Council members discussed at length land values ,and zoning in the area and <br /> width of alley to be dedicated. Mr. Lassen moved seconded by Mr. Anderson to approve <br /> the v~tation and acceptance of 'alleydediaation, pending determination ,of width of the <br /> alley to be dedicated. Action on the motion was tabled pending a report back on the <br /> desired alley width. <br /> Mrs. Lauris moved seconded py Mr. McNutt that Item 5 of the Committee report be received and filed. <br /> Motion carried. <br /> 6 6. EWEB, Right-of-way Condemnation, Strong - The Eugene Water & Electric Board requested <br /> Council authorization for filing condemnation proceedings to obtain right-of-way <br /> along the property line of Frank H. and Helga M. Strong and a substation site adjacent <br /> to River Road near River Loop No. 2. Mr. McNutt moved seconded by Dr. Purdy to give <br /> the authorization. Motion carried. <br /> I " <br /> Mrs. Lauris moved seconded by Mr. McNutt that Item 6 of the Committee repor,t .be approved. Motion <br /> carried. <br /> 7 7. Assessment Deferment, Oregon Development Fund (Rikhoff-Deertz) - A letter was presented <br /> from A. L. Ellingson, secretary of the University of Oregon'Office of Development, re- <br /> questing deferment of assessment in the amount of $1,808.72 against property listed in <br /> the ownership of Charles C. Rikhoff, Jr. The letter explained the property being <br /> e assessed for BD-66-ll sewer and lying just west of Baxter at the end of Hawthorne Street <br /> 10/9/67 - 13 Il~ <br />
