<br />~ <br />538 e <br />12/11/67 . - ..~ - ~ . - - -~ _._---~.. .--_.~ <br /> COMMITTEE REPORTS I <br /> Committee meeting held December 7, 1967 : <br /> "Present: Mayor Cone; Councilmen Purdy, Lauris, McNutt, Anderson, Lassen, Hayward, McDonald, <br /> and Wingard; City Manager and staff; and Others. <br />1 L Budget Committee Appointments - Cou'ncilman Lassen recommended Maynard Sandberg, 1085 <br /> Louis Lane, for appointment to the Budget Committee for the term ending December 31, <br /> 1970. Previously recommended for. reappointment were Carl Raynor, 387 Dartmoor Drive <br /> (Councilman Anderson) and Mrs. Robert Campbell, 3575 Glen Oak Drive (Councilwoman <br /> Lauris) . <br />2 2. City Employe Holiday Policy - Councilman Purdy questioned the present policy on holi- <br /> day pay for shift personnel, and the Assistant City Manager explained that shift <br /> personnel are givep an extra day's pay for, each poliday observed by gener& City em- <br /> ployes, unless the~holiday fallson Saturd?y. e <br />3 3. Open House. School of Public Affairs - The Council was invited to an open house on <br /> December 8, 1967 - 3:00 to 5:00 p.m. - at Hendricks Hall for the newly organized <br /> school of Pub1ic Affairs and Community Services at the University of Oregon. <br />4 4. Jury Fee. Mainor vs. City - The City IAttorney gave a resume of events leading to the <br /> fil ing of a suit in Circ~it Court by Henry J. Mainor challenging the City's ordinance I <br /> requiring a $30.00 deposit by anyone wishing a jury trial. Mr. Mainor was cited on a <br /> "Driving while right to apply for a license was suspended" violation, said he was <br /> indigent, and requested the right to a jury trial without the required fee. The City <br /> Attorney said the Oregon Supreme Court ruled the, right to trial by jury does not apply <br /> for violation of City ordinances; but that the Eugene City Charter provides right to <br /> trial by jury providing jury fee is paid for one day. If the person tried is convicted, <br /> the deposit pays one day's fees for six jurors; if the person is not convicted, the <br /> deposit is returned to him. No action was taken. <br /> , i <br />5 5. Parking Validation, 7th and Olive Lot - The City Manager said no bids were received on <br /> the bid call for a parking validation program for the 7th and Olive parking lot. He <br /> said Diamond Parking's proposal for leasing the City lot was based on being able to <br /> operate it in'conjunction with two adjacent lots, but plans have changed for operation <br /> of'the two adjacent lots and Diamond will not be able to operate the three lots as a <br /> unit. The Manager suggested investigation of changing the operation of the Charnelton <br /> and Broadway lot into the ,parking validation program, since it is not concerned with <br /> a parking assessment district nor a borrowing situation. Dr. Purdy again suggested <br /> the use of tokens in on-street meters in areas adjacent to City lots. Councilman Wingard <br /> suggested finding some method of exchanging tokens for coins. <br />6 6. Auditorium Financial Feasibility Report - Copies of a report were distributed' to <br /> Council members showing the operating costs of a proposed Center for the Performing Arts. <br />7 7. Urban Renewal Planning Review Committee - The City Manager announced that this Committee I <br /> will meet December 12 and 19 for final decision on long-range planning for the downtown <br /> project. (Councilman Anderson suggested photographs of separate plans on one sheet.) <br /> Dr. Purdy moved seconded by Mr. Anderson that Items 1 through 7 of the Committee report be received <br /> and filed. Motion carried. <br />8 8. Planning Commission Report - November 20, 1967 <br /> a. Danebo Fire Station to Goodwill Industries - The' Planning Commission recommended <br /> donation of the Danebo fire station building to Goodwill Industries upon completion e <br /> of the new D~nebo station, subject to conditions to be established by agreement: <br /> (1) To be completed within one year <br /> (a) Existing property to be operated and maintained so as to b~ compatible <br /> with surrounding residential neighborhood. <br /> (b) Submit a detailed plot plan indicating present and, future development, <br /> said plan to be subject to review and amendment as circumstances vary. <br /> (c) Landscape to proyide site screen.from Elmira Road and adjoining properties. <br /> ( d) Site obscuring wooden fence, at least 6 feet high, to be maintained on <br /> the east, north, and west property lines. <br /> (e) Rem ove all storage piles of repairable items from visibility from <br /> Elmira Road. <br /> (2) To be completed within two years <br /> (a) All storage piles of repairable it~s to be concealed from visibility <br /> from adjacent properties by placing'in containers, or by enclosing in <br /> structures, or'by solid fencing high enough to conceal them. I <br /> (3) All public and employe parking areas to be paved with asphaltic concrete <br /> or other approved materials as they are expm ded. <br /> Goodwill Industries is agreeable to the conditions, providing the plot plan to be <br /> submitted is subject to review to provide. some flexibility should changes be de- <br /> sired at some future time. Mrs. Laurismoved seconded by Dr. Purdy to approve <br /> the agreement and donate the building to Goodwill.
