Motion carried. <br /> <br />e <br /> <br />Mr. Lassen moved seconded by Mr. McNutt to approve Items 1, 2, and 3 of the Connnittee report. Motion <br />carried. <br /> <br />1 <br /> <br />4. Voters Pamphlet - Proposed statements for a voters pamphlet with regard to the bond <br />election to be held February 20, 1968 were distributed, with the Council to submit <br />any suggestions at the January 8 Council meeting. <br /> <br />I <br /> <br />The City Manager asked tpat Item 4 be held for discussion later in the meeting. <br /> <br />2 <br /> <br />5. Agreement, Sheldon High School Baseball Field - Responsibility f or development of the <br />baseball field at Sheldon High School into alighted field, originally started by the <br />Lane County Baseball Association, has been accepted by Eugene Boys Athletic Association. <br />According to provisions of the proposed agreement between the City, School District <br />No.4, and EBAA, lights, previously purchased for the field by the city of Eugene, will <br />be installed by EBAA and will become the property of the School District. The field <br />will be maintained by the City with the School District paying a proportionate share <br />of the cost according to the amount of time used by school activities. Scheduling use <br />of the field during the sunnner months will be done by Eugene Parks and Recreation De- <br />partment. Mr. Anderson moved seconded by Mrs. Lauris to approve the agreement. Motion <br />carried. <br /> <br />.~ <br />.-' <br /> <br />3 <br /> <br />6. Amazon-Flat Creek Watershed Pro;ect - A report from the Public Works Department was <br />presented to the Council reconnnending that the City accept responsibility for obtaining <br />rights-of-way and maintenance for an additional section of approximately one-half mile <br />of the Amazon-Flat Creek Watershed drainage project. since this project is essential to <br />the drainage of the Danebo area in the western pa r t of the City. The City has con- <br />tracted to do the mapping and will be paid for the costs by the Soil Conservation Service. <br />Mr. Donald Stettler of the United States Soil Conservation Service explained that the <br />work on this part -of the project could probably not be started this year but that the <br />land rights must be acquired by June 1968. Dr. Purdy moved seconded by Mr. Anderson <br />to approve the City's participation in the project and that the City make every effort <br />to accelerate the project in order to get construction started in 1968. Motion carried. <br /> <br />I <br /> <br />4 <br /> <br />7. Harlow Road Right-of-way, Kisska, Johnson - The Public Works Department reconnnended <br />purchase of two properties for.widening Harlow Road: <br /> <br />a. A 20-f6ot strip of land on Harlow Road from VanDuyn to Calvin from Lester and <br />Virginia Kisska for $930.00.' . <br /> <br />b. A lot about 252 long by approximately 70 feet deep at 3280 Harlow Road from <br />Charles and Lola Johnson for a total price of $17,750.00 with the owners to be <br />allowed free occupancy until March 15, 1968. <br /> <br />Mr.' Anderson moved seconded by Mrs. Hayward to approve purchase of the two properties <br />as reconnnended. Motion carried. <br /> <br />e <br /> <br />Mr. Lassen moved seconded by Mr. McNutt to approve Items 5, 6, and 7 of the Connnittee report. Rollcall <br />vote. All councilmen present voting aye, motion carried. <br /> <br />5 <br /> <br />8. Parking Prohibition, Fairfield Street - Reconsideration of the prohibition of parking <br />on Fairfield Street between 99N and Royal Avenue was requested by several residents <br />of Fairfield Street. The Traffic Engineer reconnnended that the parking ban be con- <br />tinued since the street is narrow and acts as a -funnel for large numbers of venicles <br />from 99N to a large residential area. It was explained that the signs would be re- <br />moved and the curbs painted as soon as weather permits. Mr. McNutt moved seconded <br />by Mrs. Hayward to continue the ban on parking on both sides of Fairfield Street. <br />Motion carried. <br /> <br />8 <br /> <br />I <br /> <br />Mr. Lassen moved seconded by Mr. McNutt to approve. <br /> <br />Ernest Igo, 869 Fairfield, and Welbern Lowwood, 849 Fairfield, requested that the parking prohibition <br />be limited to the west side. <br /> <br />Councilman Lassen suggested striping the street off-center to designate travel lanes and marking park- <br />ing areas. The Traffic Engineer said parking stalls are marked in time limit zones only, and the ' <br /> <br />e <br /> <br />~, <br /> <br />1/8/68 - 18 <br />
