<br />e <br /> <br />I <br /> <br />e <br /> <br />I <br /> <br />. <br /> <br />I <br /> <br />e <br /> <br />. <br /> <br />I <br /> <br />e <br /> <br />., <br /> <br />19 <br /> <br />1/8/68 <br /> <br />City Manager said if parking is allowed on the east side, it would be better not to have center line <br />striping to allow maneuvering fro two-way traffic. <br /> <br />A vote was takenon the motion to approve Item 8 of the Committee report, am motion carried, Mrs.Lauris <br /> <br />and Mr. Lassen voting no. <br /> <br />1 <br /> <br />9. Paving Crest Drive - It was explained that City initiation of paving Crest Drive from <br />Wil1amette Street to the City limits has been discussed several times in the past but <br />had been postponed. The drive is arterial in nature and serves a large residential <br />area just outside the City limits. It was explained that this area is under pressure <br />from the County and State to annex in order to have sewers installed to solve serious <br />sanitation problems. Discussion brought out the fact that the new enabling State <br />legislation to allow cities to annex adjacent territories because of sanitation problems <br />which cannot be solved otherwise could not be used unless a Charter amendment is ap- <br />proved by the voters. Mrs. Hayward moved seconded by Mr. Anderson to initiate paving <br />Crest Drive. Motion carried, Mr. McDonald voting no. <br /> <br />After further discussion concerning the Charter amendment, Mrs. Hayward moved seconded <br />by Mr. Anderson that the City Manager be directed to prepare a report on the necessary <br />amendment and the possibility of putting it on the May 1968 election ballot. Motion carried. <br /> <br />2 <br /> <br />10. Assessment Segregations - Authorization was request to segregate $95.71 from a <br />total assessment of $1,033.25 against property at 44th Avenue and Pinecrest Drive <br />(File S67E) which would leave a balance of $1,937.45, Byrnes-Lemke. Another request <br />was for segregation of $1,097.36 from a total assessment of $1,937.45 against prop- <br />erty at Coburg Road south of Tandy Turn (File S67I-Weiser-Ze11ner) 1aeving a balance <br />of $840.09. Mr. Anderson moved seconded by Mr. McNutt to approve the segregations. <br />Motion carried. <br /> <br />Mr. Lassen moved seconded by Mr. McNutt to approve Items 9 and 10 of the Committee report. Rollcall <br />vote. All councilmen present voting aye, motion carried. <br /> <br />3 <br /> <br />11. Miscellaneous <br />a. A letter from LeeBishop was presented objecting to the proposed plan for making <br />a one-way couplet of 18th and 19th Avenues. <br /> <br />4 <br /> <br />b. Medical Bill, Jail Inmate - A report concerning a medical bill incurred by an <br />indigent prisoner who became ill and was sent to the hospital by the jail staff <br />and subsequently underwent brain surgery was presented to the Council. The total <br />including hospital and doctors bills was $3,966.15. Since the prisoner's sentence <br />expired while he was in the hospital, about $600 of the total was incurred after <br />termination of his sentence. The City Attorney reported that under State statutes <br />the City is responsible for at least the amount of the bill which was incurred <br />before the prisoner's sentence expired. Mr. McNutt moved seconded by Mr. Anderson <br />to pay the bill from the Emergency Fund. Motion carried." <br /> <br />Mr. Lassen moved seconded by Mr. McNutt that Item 11a be received and filed. Motion carried. <br /> <br />Mr. Lassen moved seconded by Mr. McNutt that Item 11b be approved. Rollcall vote. All councilmen <br />present voting aye, motion carried. <br /> <br />ORDINANCES <br /> <br />5 <br /> <br />Council Bill No. 8217 - Levying assessments for paving streets in Elm Park Addition and sanitary <br />sewer in area west of Wi11amette and east of McMillan between 34th and 35th, submitted and read the <br />first time in full on November 27, 1967 and held over to this meeting to allow proper notice of <br />assessment to be given owners of affected properties, was brought back for consideration with no <br />written protests on file. <br /> <br />Mr. Lassen moved seconded by Mr. McNutt that <br />only, with unanimous consent of the Council. <br />second time by council bill number only. <br /> <br />the bill be read the second time by council bill number <br />Motion carried unanimously and the bill was read the <br /> <br />Mr. Lassen moved seconded by Mr. McNutt that <br />only, with unanimous consent of the Council. <br />third time by council bill number only. <br /> <br />the bill be read the third time by council bill number <br />Motion carried unanimously and the bill was read the <br /> <br />Mr. Lassen moved seconded by Mr. McNutt that the bill be approved and given final passage. All councilmen present voting aye, the bill was declared passed and numbered 15047. <br /> <br />6 <br /> <br />Council Bill No. 8218 - Levying assessments for sanitary sewer in BD-66-12 (bounded by BPA ease- <br />ment, line 160 feet east of and parallel to Echo Hollow Road, Coos Bay branch of Southern Pacific <br />right-of-way, line 160 feet west of and parallel to Danebo Avenue), submitted and read the first time <br />in full on November 27, 1967 and held over to this meeting "to allow proper notice of assessment to be <br />given owners of affected properties, was brought back for consideration with one written protest on <br />file from R. L. Gaskill, 975 N. Williams Road. <br /> <br />Mr. Lassen moved seconded by Mr. McNutt that the bill be read the second time by council bill number <br />only, with unanimous consent of the Council. <br /> <br />H. W. Gob1er, 1111 Elizabeth Street, asked how the assessment figures were computed with regard to the <br />BPA easement on the property, and was told the ~~ per square foot charge was applied only to a 160-foot <br />depth. <br /> <br />1/8/68 - 19 ~ <br />
