Alternate Emergency Command Post - A letter from the State Department of Emergency <br />Services was presented informally requesting permission to place the Governor's <br />emergency command post in the Eugene City Hall basement as an alternate to its <br />Salem location. The space would be provided rent free, and would include a small <br />office space for use two or three days a month by the District Co-ordinator. <br />Assuming the State would pay the cost of necessary communications installations, <br />the City Manager recommended they be asked to submit detailed plans when ready <br />to proceed. <br /> <br />Mrs. Lauris moved seconded by Mr. McDonald to approve the location of an alternate command post in the <br />City Hall basement. Motion carried. <br /> <br />2 <br /> <br />2. Eugene Renewal Agency, Redevelopment Bonds - A letter from David Hunt, executive <br />director of Eugene Renewal Agency, requested that the City provide $200.00 to pay <br />for services of Schuler, Rankin, Myers & Walsh for a review of the Agency's organiza- <br />tion to determine whether a Charter amendment is necessary to permit issuance of <br />Redevelopment Bonds for the Central Eugene Project. He also requested consideration <br />of establishment of a budget account for Agency expenses which. are not considered <br />project costs and therefore not eligible for payment from survey and planning funds made <br />available by the Department of Housing and Urban Development. <br /> <br />Councilman McDonald asked if the City's share of the renewal project will be a part <br />of the 1968-69 budget. The Manager said the local one-third share will be in the <br />form of sewers, paving, street lighting, etc., for which cash credit will be given. <br />Redevelopment bonds are another method of providing the City's share. The bonds <br />will be retired from increased tax returns on property within the project. He said <br />the Renewal Agency has been using funds provided by Eugene Industrial Development <br />Corporation, and that Mr. Hunt will provide the Budget Committee with an estimate of <br />the Agency's needs for inclusion in the 1968-69 budget. <br /> <br />Mrs. Lauris moved seconded by Mr. Wingard to authorize $200.00 for a review to determine whether a <br />Charter amendment is necessary if the Agency is to issue bonds. Rollcall vote. All councilmen present <br />voting aye, except Mr. McDonald voting no, motion carried. <br /> <br />3 <br /> <br />3. Completion Date Extension, 260 East 2nd - The Building Department recommended extension <br />of the completion date to March 1, 1968 for moving an apartment house to this location <br />and bringing it to Code. The extension was requested by William A. Davenport. <br /> <br />Mrs. Lauris moved seoonded by Mrs. Hayward to approve the time extension. Motion carried. <br /> <br />4 <br /> <br />4. Assessment Segregation, 4120 West Amazon Drive - Martin and Ruth Lee requested segre- <br />gation of $537.32 from the assessment against property at West Amazon Drive and East <br />43rd Avenue. The balance of lien remaining would be $930.03. <br /> <br />Mrs. Lauris moved seconded by Mr. McDonald to approve the segregation. Rollcall vote. All councilmen <br />present voting aye, motion carried. <br /> <br />5 <br /> <br />5. EWEB Anchor Easement, 27th and Columbia - The Eugene Water & Electric Board requested <br />a 5'x20' easement on Laurelwood property at 27th and Columbia for installation of a <br />pole anchor. The Parks Department had no objection. <br /> <br />Mrs. Lauris moved seconded by Mr. McDonald to approve the conveyance. Rollcall vote. All councilmen <br />present voting aye, motion carried. <br /> <br />6 <br /> <br />6. Curb Sidewalk, Hawkins Heights Boulevard - The Public Works Department recommended <br />location of sidewalk at the curb on Hawkins Heights Boulevard from 18th Avenue to <br />Broadview Street because of a topographical situation. <br /> <br />Mrs. Lauris moved seconded by Mr. McDonald to approve location of the walk at the curb. Motion carried. <br /> <br />7 <br /> <br />7. Parking Restriction, 12th between Lincoln and Lawrence - Deka Electronics requested <br />parking restriction at this location. The Traffic Department recommended a two-hour <br />restriction on the south side of 12th between Lincoln and Lawrence. <br /> <br />Mrs. Lauris moved seconded by Mr. McDonald to approve the restriction. Motion carried. <br /> <br />8 <br /> <br />8. Lighting, 27th and High - The Traffic Department reported only two accidents at this <br />intersection since 1965, and that it is felt lighting at the intersection is adequate. <br />Councilwoman Hayward questioned whether all accidents occurring at ~he .intersection <br />have been reported. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that the report be received and filed, and that additional <br />study of the situation be made. Motion carried. <br /> <br />9 <br /> <br />9. Harlow Road Right-of-way, Edwards - The Public Works Department asked permission to <br />exercise option to purchase a 20'x80' strip of land at 3590 Harlow Road from Paul G. <br />and Dora M. Edwards for the appraised price of $560.00 for widening Harlow Road. <br /> <br />Mrs. Lauris moved seconded by Mrs. Hayward to buy the land. Rollcall vote.
